Old Age Security And Blind Pensions Acts Effective On Jan. 1st

The Old Age Assistance Act and the Blind Persons Act which were passed at the special ses- sion of the Legislature called for October 24 this year will be pro- claimed effective on January 1. 1952. it was announced by Prem- ior J. Walter Jones last night.

The two acts call for partlciP!1- nnn by the Province in the scheme of the Feds-at Govern- ment to pay 340 monthly to all ncgpdy peqple between the age! of 65 and 69 with the Province- mntrlbuting 50 per cent of the amount. In the case of blind per- sons the Province agreed to pay 75 percent of the 840 monthly payments.

Canada's Trade In November Sets New Record

OTTAWA. Dec. 20 --(CPl - Canada exported more goods in November than in any previous month in history, chalking up tho biggest monthly trade surplus in almost two years.

A preliminary Bureau of Stat- istics statcment today estimated November exports at a record 338-i.400.000, nosing out the prev- ious high oi s378.600.0oo last July.

This peak in exports. outpacing imports which dropped to 5326.- 600.000 gave Canada 11 357,800,000 surplus in her November trade"- the biggest since the S7-i.900.000 favorable balance in -December. 1049. ,

It chopped the country's for- eign-lrade deficit from 5292.300.- 000 for the last 10 months to 0234.- 500000 for the 11 months. The Trade Department previously pre- llcted that the 12-month deficit may be about s250.000.000.

The month included a peak in exports to the United States. Shipments totalled s212.800.000, just above the previous high of 5211.-100.000 last May.

Imports from the U. S. declined to 522tl.300.o00-the third lowest monthly total for 1951-but high- er than the s2i4,sao.ooo in Novem- ber last year. .

Nevertheless, the higher exports sliced the deficit in U. S. trade to 513500.000 for the month-lowest for the year--and only a fraction of the 1951 monthly peak of 592.- 300.000 last April,

Shipments to the United King- dom increased to s59.100.000 from 338300.000 in November. 1960. but purchases from the U. K. declined to 533,300,000 from 540,200,000.

This gave Canada. a favorable blllance Of 55.800000 - slightly higher than the surpluses in the first part of the year but below the peak monthly surplus of :31.- 500.000 in October.

November trade with other Com- monwealth countries also was favorable. Exports climbed to 524.- 000.000 from 515,400,000 last year. Imports dropped to 517,600,000 from 029300.000 -- resulting in a so2oo.coo surplus.

Total exports to all other count- rics climbed to 588,500,000 from 34'l.200.000 in November. last year, and imports increased to 049.200.- ooo from 543,000,000. with the bal- ance of ss9.aoo.0oo in Canada's

ASTORIA. Ore.. Dec. 20 -(CF) -Hope was abandoned tonight for 11 persons, including five Cana- dians, missing after a ship's fire. It is believed they perished. trapped in burning caiblns aboard the Danish moiorship Erria or in the icy waters off the Oregon coast. Rescuers ferried 103 others to safety.

All llfcboats have been account- ed for. Lt.-Cmdr. Victor Johnson of the U. 5. Coast Guard report- ed. And. coastsuardsmen saw no signs of life aboard the still flam- ing ship.

Four miles off the Oregon coast. the fire broke out at 2 a.m.. and within minutes the 0,000-ton car- go- sscnger ship was an inferno.

Ship At Anchor

The Erria was at anchor off the mouth of the Columbia River, a-waiting clearing weather. when the fire broke out.

The flames first burst from rapidly to both ends of the 400- foot vessel. Flames shot high into the air. '

Crew members said they be- lieved the fire started from shorted cable. The oral... abandon ship came five or six minutes after the alarm.

Approximately 400 attended the Anglican service held at Christ Church. Elbow Park. The body was cremated.

Mr. Smith had been elected as a Progressive Conservative mem- ber for Calgary West in the 194.5 and 1949 general elections.

The fierce cold spell which Win- ter wrapped all around the Prov- ince during the past week has practically closed all harbors. Near the city the Hillsborough River has frozen over and Charlottetown Harbor is closed to all ships but ice breakers.

Yesterday the C.G.S. Brant. made an attempt to free the Great Lakes steamer Eaglescllffe Hall which was ice-bound after dis- charging her cargo of flour here. However, after nearly 8 hours of battling the Brant had to return to the pier. In some cases she report- ed the ice to be 9 inches thick and it had "rafted” across the harbor mouth to farm in complete barri- cade. Word was sent for aid and the C.G.S. Eaurcl is reported en route to cut an entrance to the harbor.

In other parts of the Island the situation is much the same with Cascumpec Bay completely frozen with the exception of the entran- ce, while the narrows from Mai. Deflue Bay to Cascumpec Bay are three-quarters frozen. New London Bay. too. is reported as almost completely frozen over,
