VALENCIA, Aug. lF-(CP-Havas) -The Spanish Government‘ wdav charged that the alleged torpedo attack on the German Cruiser Ieipzig was faked to give a reason for further intervention against the Govenment. The "attack" led Germany and Italy to withdraw from the Non-Intervention Naval Patrol of Spain.

To refute German charges that the cruiser was the target of Span- ish Government submarines off Oran. Algeria, last June 15 and 17. the Defence Ministry published

“testimony” obtained "secretly" from a former member of the cruisers crew as proof that the incident was engineered by Ger- man. Italian and Spanish Insur- gent authorities.

Officers commanding the Leip- zig. they sailor was quoted as say- ing. first decided to have the cruiser actually torpedoed by an Italian submarine. To this end. his account stated, all explosives ivere carefully removed from the bow of the cruiser that would be the Italian target.

TOKYO, Aug. b-tAPl-The Japanese press. almost without ex- ception, today took the attitude that there is little hope of pre- venting the month-old North China conflict from developing into a war of national proportions.

Some hinted that powerful in- fluences in Tokyo-presumably the Army-were working to block any diplomatic settlement of the crisis.

There was no news of actual combat in China today. But the press emphasized that what began as a local clash at Marco Polo Bridge on July 7 had grown into a conflict which may greatly alter the destinies of Japan. China and much of Asia.

Japanese cnrresrwondents in ~ China. described preparations for nationwide resistance to Japan's advance. 'I'he Tokyo High Com- mand was described as determined to meet any Chinese challenge with all the might of the Japanese nnplre.

Beyond vague annourcements that it seeks no tenitorial sn- nexations in China. the Govern- ment's definite objectives and am- bitions with regard to China re- mained sec:ct. But the LnfIuenVal newspaper Nichl Nichl remarked that “the nation must be ready for further sacrifices, which surely will be the starting point 101' l new Japan."
