The Opposition brought on a discussion of Un- restricted Reciprocity with the United States. The discussion did some good—it opened the eyes of the country to the great difficulties and dangers involved in the proposition. But it was, for the country, @ very expensive discussion—one which might far better have been carried on during the recess at no cost to the taxpayers. From a party point of view it was a tactical blunder ; for the Opposition were defeated by the largest majority of the session—a majority of fifty-seven.

We deeply regret that the interests of this Province were neglected in the Lower House, —worse than neglected : completely misrepresented by our own chosen represen. tatives. Mr. Charlton could sneer at our railway as a useless burden, and Sir Richard Cartwright could refer to the $20,000 a year added to our subsidy as & bad precedent. But there was no one to explain the peculiar position and req uire- ments of this Province, as the Hon. Mr. Ferguson, or Mr. Hackett, or Dr. Muttart, or the other Conservative candidates would have done had they not been defeated at the polls. The men whom the people i elected and trusted, seem really to have taken pleasure in prejudicing the caseof this Province before the Parliament of the country. Take, for example, the conduct of Mr. Welsh, as set forth in Hansard of the 15th inst. It appears that the surveys , for the proposed subway cost about a ; thousand dollars—$1,072. Sir Richard

i Cartwright sneered at the project, and in- ; sinuated that the private opinion of Sir Charles Tupper was different from that of his official opinion concerning it. Sir Charles Tupper repudiated the insinua- tion, and pleaded that the comparatively small expenditure was justifiable, though he admitted that he was not sanguine as to the practibility of the work. Here was , splendid opportunity to set forth the great importance of having the Terms of Union with this Province fulfilled, in order that our farmers may have the advantage of high prices for early spring and late fal shipments of their produce and to enlarge upon the value of ths opinions of the first-class Civil Engineers whose advice has been sought and obtained by Senator . Howlan. But Mr. Davies—Auent enough when ‘the party” desire a man to talk against time—was as silent as an oyster. Dr. McIntyre, Dr. Robertson, Mr. Perry, and Mr. Yeo were equally silent. Only Mr. Walsh rose to say: ‘1 do not want to kick up a row about this $1,000 for these surveys, but I could have given all the in- formation obtained by them for 10 cents | know the place well!” Again, when the | grant of $85,000 to build a pier at Cape Tormentine was under consideration, Mr Welsh rose to point out that ** we have already very good harbers,” to ask what occasion is there for

land. Moreover, whether we eventually have a subway, or a steamer which will force her way through the ice, the crossing must be between the Capes. Every thing depends upon improving the harbors. — But Mr. Welsh, forsooth; opposes his *‘notions to the carefully-prepared reports of accre- dited engineers, and tells Parliament that ** there is no necessity for building these arti- ficial harbors.” To have, as one of our representatives, ‘the buttof the House,” is bad enough, but to have our best inter- ests misrepresented and sacrificed in this way, is much worse. Fortunately, Sir Charles Tupper was present to do effective service in our behalf, and Dr. Robertson put in a timely word as to the necessity of making communication ‘* between the Island and ‘he mainland as connected as possible,” and having *‘one road for win- ter and summer.”

This is but an example of the manner in which our special interests are unrepre- sented and misrepresented by those whom a majority of our people, in an evil hour, elected to the House of Commons. Yet some persons affect to wonder that our special interests are permitted to suffer.

—Mr. Bell’s speeches are usually as dense and long-continued as a Halifax fog ; nor has he yet given any evidence what- ever of administrative ability in matters of pulitics. But the public will, nevertheless, be surprised to learn that he is guilty of having revealed proceedings which tvok place while the Legislature sat *‘ with closed doors.” It is well known that to do so is a breach of honor and confidence, for which there is scarcely a precedent in British annals. Yet, if we have not been misinfurmed, the Pioneer of last week— edited by Mr. Bell—cuntains an article based on a discussion which took place in the House of Assembly when the doors were shut—a discussion concerning which every member was beund to secrecy. We presume that the Legislature will take Mr. Bell to task at its next meeting, and teach him that the simplest rules of Parliament- ary honor cannot be violated with im- punity.

—‘*The Week” contains a lengthy critique of the works of art now on exhibi- tion in Toronto. Of those of Mr. R. Harris it says :—-

*‘Immediately beneath this is a little pic- ture, ‘ Harmony’ (175) by R. Harris, in front of which it will pay one to bring a chair and sit for half an bour. The painter has aban- doned the painty sloppy manner of former years, also has tendency to redress in the flesh. Terburg, of whom it reminds one,could not have painted it better. It is the most artistic thing in the gallery—if the landscape men will excuse our partiality for figure pctures. ‘Composing his Serenade’ is ne- cessarily less delicate and more off-hand in the painting ; the right hand has been a trifle slighted, but the movement of picking a maundoline is there. *The Tenor of Spruce Creek School’ as a whole, isa complete fail- ure. The right of the picture, the serious side, is very fine indeed, but the tenor in the left, the funny side, is not so utterly funny as idiotic. The elbows projecting from the body at the same angle is a bad feature in the composition anyway, and Mr. Harris would do well to re-arrange it. ‘The Chelsea Pen sioner’ (154) and a portrait (150.) An ex- quisitely modeled gray picture of a little lady wh> might have sat to Farnsborough, should nut be overlooked. Mr. Harris is vastly im- proved since his last residence in England.”

—Reports from Toronto regarding the influx of British paupers have aroused dis- cussion in England. Every desire is shown to meet the reasonable objection of Canada t» receive destitute emigrants. The Liberal Daily News says we ought to keep our helpless people not only in justice to other countries, but as healthful discipline for ourselves. The Tory Standard says the langaage and sentiment of Canadians as regards destitute emigration agrees strik- ingly with that of Australasia as regards Chinese emigration. The colonies are old enough and strong enough to settle the point to their own = satisfaction. The Radical Star says Canada’s resentment at destitute emigrants gives a nasty blow to the quacks who advertise emigration as the remedy for every social difficulty. The Self Help Emigration Society, who sent most of the emigration to Canada this season, declare they only sent those proved to be suitable, and court the fullest enquiry. They have received a cable demand from Ontariv for more farm laborers, but though they have many excellent applicants, the society lacks funds,

better showing ; but not the patronage the perfurmance deserved. It has been said that Saturday night is a bad night-for con- certs. There is something in this. There is also something in the nature of the per- formance given. Let a minsfrel or variety show open up on Saturday night and they will have full houses. Bring along a first- class musical organization like the Weber Quartette and they are received with empty benches. What's the reason? Is it lack of funds or lack of taste ?

The origin of the late disastrous fire is still, to use the language of latter day novelists, ‘‘shrouded in mystery.” The prevailing opinion is that it was the work of an incendiary. The City Council have offered a reward of $1000 for the eonviction of the scoundrel who applied the torch. 1 hope the reward will have the desired effect. If there is any person in this com- munity bad enough to do the nefarious deed it will be a good thing forsthe people if he is found out. There is no punish- ment short of life imprisonment too severe for a wretch of this description.

The City Council have donated $100 to the Queen Square Gardens. Iam not aware that the Local Government have taken a like step. If they have not they should at once. The keeping up of these gardens is a work which belongs of right tu the Local Government and City Council. Each should place a sum sufficient in their estimates for that purpose every year. The people are becoming tired of the subscrip- tion business. It is being worked to death.

Speaking of Queen Square reminds me that it is about time a new fence were placed around it. The old one is becoming shabby, and should be replaced. Last year it was announced that the Dominion Gov- ernment had granted a sum for this pur- pose; but so far nothing has been done. What is the reason? Have the Government gone back on their promise? Some Gov- ernments have a weakness for that sort of thing, but I do not think the present Government is ‘* built that way.” How- ever, we shall see.

The call for funds to enrble the Baptists of Charlottetown to rebuild their place of worship is being nobly responded to. Sub- scriptions are coming in from persons of all creeds. The Roman Catholics were among the first to offer their afflicted fellow- citizens the use of their hall in which to hold their services, and are now, I understand, not at all backward about tendering dona- tions of money to the building fund. This is right. To-day the Baptists . are the sufferers; to-morrow the Catholics may have taeir turn.

May or Haviland did a wise thing when he instructed the City Surveyor. to see that the owners of property on the burnt dis- trict had the same fenced in without delay. It is hoped that the City Surveyor will in- sist upon the carrying out of the order. The city has one lawsuit on its hands at present as a result of carelessness in this respect, and evidently does not wish for another.

The fiat has gone forth. Pigs and slaugh- ter houses must be removed outside the city limits during the summer months. Many of the poorer class of citizens think ita harsh proceeding on the part of the Council to thus interfere with their rights and privileges, and the carrying out of the by-law wili, no doubt, be attended with considerable trouble. Some of the ag- grieved ones even goso faras to talk of testing the matter in the courts.

The Arbor Society haye directed that Queen’s Birthday be observed as Arbor Day. The Superintendent of Education has also directed that the same day be set apart as Arbor Day by the pupils attending the Public Schools. The joint programme has not yet been announced, but I suppose ic will be similar to that of previous years.

In this connection it is pleasing to notice that the committee entrusted with the management of Hillsburough Square are also moving in the matter of tree-planting. I hope that they will see fit tu. make other improvements in the Square. I well re- member when Hillsborough Square was a beautiful spot, when the trees and walks were nicely kept, and Galbraith’s Band used to delight our citizens with sweet music thereon. But that time is past. Let us hope it will return ere long,

To-morrow is Queen’s Birthday. There will be the regulation salute from Fort Ed- ward at noon; and football matches on the Park. There will also be an excursion to Pictou in the steamer St. Lawrence, and single fares all along the line of railway. [ hear that some of our leading merchants talk of keeping their stores open all ora portion of the day, thereby preventing their clerks from taking advantage of the little enjoyment offered. I trust that the report is incorrect. The clerks have been working hard of late opening up new goods and well deserve a holiday. By all means let them have one. ;

The steamers are now running regularly, every speck of ice having disappeared from the straits; and the tree agents have re- sumed operations. The straw hat has also struck in; but the hurdy-gurdy man is a little backward about showing up. How- ever much we may regret the latter fact,

Empty Churches. Srr,—In answer to ‘“‘ J. C.,” I may say Chappelle’s Almanac is published by C's authority, and I have no doubt he accepts the responsibility of its dicta. I might justly, and, perhaps with good reason, allege a want of denominational authority, for not complying with the request of * J. C.,’’—** name the denomination.” I might also shelter myself behind the newsgather- er’s invisible cloak, as the author of the item ‘State of Maine Churches ” did, and prefer generalization of circulation to cen- tralization of specific knowledge; but I prefer the good old way of standing by my assertion, because it is true, and taken from denominational reports, which can be submitted, page and date, herewith ; this only do I qualify, that in using the term ** churches vacant,” I meant not the con- gregation but the pastor's absence, and quote the same authority for such usage, as for these vacancies, viz., Appendix 28, page xvi, Acts and Proceedings of G. A. P. C., 1887, where 5 congregations, repre- senting 6 churches, are declared vacant, out of 69 churches and 29 congregations ; of these 3 are still vacant and 2 have been supplied ; but the reports of the Presby- tery, published officially from time to time, shew that there are now 32 congre- gations and 70 churches on P. E. Island, of which number 9 of the former, repre- senting 14 of the latter (or 9 congregations with-14 churches), are without a pastor at present, viz., Summerside, Brookfield, New London North, Kensington, Georgetown, Richmond Bay West, West Cape, Camp- belton, Mimimgash, Bedeque, Summerfield, East St. Peter’s, Woodville, Little Sands. Queen Square.

Srz,—The communication in yesterday's EXAMINER, with the three stars at its end (a mark of good brandy) meets with the ap- proval of a gaod many of the citizens. The idea of paying a man a salary for receiving information from certain spies and police- men and then lodging complaints before the Magistrate, is simply ridiculous. This same work could be done by the policemen themselves, as they are induty bound todo, and the money paid Henderson saved. There can now be no excuse that the head of the force is not in sympathy with the Scott Act and Orient Division. Marshal Pass- more is a member in good standing order in the Sons of Temperance, besides being the choice of the Scott Act people in Char- lottetown, and if he cannot enforce the Act nobody can.

There can be no question but that the time has come for the temperance people of Charlottetown to redeem their pledge, given through’ the columns of their organ, the Guardian, to dismiss the Prosecutor and make the police do the work. When this is done, the money improperly spent on Henderson can be expended towards improvements around the city square.
