THE VICE REGAL VISIT.
Wa have no doubt that the people of Prince Edward Ieland will extend to the representative of their Queen a loyal and hearty welcome. Apart from his official relationship to the Crown, the Earl of Aberdeen ranks high as « Liberal British statesman; and he comes here exhibiting

class importance to this Province Upon al) of these accounts, and because he is to be accotspauied by the Countess of Aber- dees, and because he will be convoyed to Charlottetown by several of the finest ships of the nary,—the present week wil! be stirring and remarkabie.
It i¢ pleasing do sote that arches of wel- come are already in course of erection, and that preparations fer the reception of the distinguished visitors are being made by the ¢ivie and Provincial authorities. Un- fortunately the Provincial Government 1s so hampered by reason of its excessive ¢x- penditures te wie the election of last year, that it is not in a position to make costly arrangements. But a warm welcome from the people will goa great way towards making up for deficiencies on the part of their Goverument
The utilization of eral’s visit in the promotion of the dairy interests of the Province was a capital idea of Professor Roberteon. The Governor General is himself persenally and largely iuterested im the agriculture of Canada. Wis speeches to the people will therefore be charged with the knowledge and sym- pathy which reaulta from practical experi- ence in overcoming the farmer’s difficul- ties. The speeches of Professor Robertson and those who accempavy him will also be anticipated with great iaterest by all those in thie Province who have embarked in the dairy enterprise.

Apvices from Washington report that an agreement has been reached in respect t» the tariff, and that the bill will be passed within ten days. The truth of there ad- vices is, of course, open to question. So many reports in this regard have been proved misleading and false, that one hardly knows what to believe. If a new tariff for the States is to become law forth- with, it must be by and with the consent of President Cleveland. Judging by the President’s letter to Mr. Wilson, the Pre- sident will veto any bill which does not admit of free iron, free coal and free wool. On the other hand, it is more than proba- ble that, while the Senate may give way in respect to these points, it will stand out for the sugar duties as “fixed” by its members. We should not be surprised if it appears that the agreement involves these covcessions on either side. How- this may be, it is devoutly to be hoped that the long period of ruinous

United States tariff is at an end. It is evident now that there cannot be Frie Trade—or anything approaching Free
Trade—with the States. The addition to the free list of iron, coal and wool wi!l be @ practical and very material addition to the protection afforded manufacturers. In any event, the tariff of the United States will certainly be much more protective, much more drastic, than that of Canada.

—A telegram from Professor Robertson reports that ex-Governor Hoard, of Fort Atkinson. Wisconsin, D. M. McPherson, of Lancaster, Ontario, Professor Fletcher, Entmologist of the Experimental Farms, and himeelf, will reach Charlottetown on Wednesday evening via Summerside. Mr Hoard is editor and proprietor of the dairy paper known as Foard’s Dairyman recognized as the leading dairy authority of the United States. Mr. McPherson owns and operates about seventy factories in Eastern Ontario and. Weatern Quebec. He is an expert and practical dairyman, and is now President of the Dominion Dairymen’s Association. Professors F let- cher and Robertson require no introduc- tion to the people of this Province.

A New Mernop ‘or Pareservine Lon- seens.—Mens. Von Huffel and Guinneau, of Paris, France, were at Cape Tormen- tine this year canning lobsters for direct shipment to France. The Jobsters are first boiled in a liquid, whose composition is kept secret, then packed whole in cask, each caek holding from forty to fifty lob- sters. Then the liquid in which the lob- sters were boiled is poured in and the cask when scaled up is ready for shipment. The lobsters keep remarkably well. They have been taken from this pickle, left ex- posed in the sun for a week, and then the meat has been found as sweet and pleasant
to taste as in a new boiled lobster. Neither will the flies go near lobsters taken trom the pickle. Messrs. Von
Huffel and Guinneau were in St. John the last of June and while there were told that the lobster fishing season closed July Ist. Accordingly they purchased their tickets for France and were much disap
yinted on returning to Port Elgin to earn that the season does not close till the fifteenth. They will return next spring with better equipments and expect to ship a great quantity.—Post.

JAPANESE AND CHINESE WARSHIPS.
In an intervinw had by a represen- tative ot the United Press with Sir Edward James Reed, M. P., formerly chief con- -tructor of the British navy and the designer of several of the Japanese war- ships, Sir Edward said the only vessel in the navy of Japan worfhy of being called an ironclad This ship vessel from stem to stern and was also armorplated at her centre battery. She had recently received new armament. The Japanese, Sir Edward said, had for many years abandoned the plan of building armored battle ships, spreferring to rely upon a@ larger number of fast cruisere. This class of vessels, of which there are many in the | Japanese navy, have no armor on their sides, and are built with very thin plates.

| ships with armor belts protecting their They are very fast cruisers, but are unable to resist even the fire of the smallest machine guns, although their engines and other parts below the water line are afforded some protection by what is called a “ protective” deck. In spite the of fact that these vessels are practically defenceless, they have enormous attacking powers which are furnished by their great speed and their splendid batteries of quick firing Krupp and Armstrong guns. lhe Yoshino, the last of the Japanese ves- sels built on the Tyne, was pronounced by Sir Edward to be about the fastest cruiser in the world, the only warship equalling ‘ her being the United States cruiser Colum- bia. The Yoshino has a record of twenty- three knots an hour. Though she is formid- able by reason of her speed and armaments she can only engage in battle at close range at the risk of destruction, owing to her lack of defensive plating. On the other hand, however, she is able to inflict an immense amount of damage upun slow- er ships of inferior armament. China, Sir Edward Reed said, has no such ships as these. She possesses only three iron- clads (cruisers) and the maximum rate of speed attained by two of them is only 164 knotaan hour. Although the Japanese may be expected to be more successful at the outset, their lack of armored ships will be found to be serious before the war ean be brought toa conclusion. Nr. W. N. Perry, of Chicago, who has been visiting this Province during the past week, left for Halifax, en route home, thie morning. Mr Perry was highly pleased with the Province, and expressed his intention of returning next summer with his wife and family. He thinks a summer hotel at Keppoch would be a step in the rightdirection and would pay well. He says the many natural attrac- tions of the Island are not properly adver- tised abroad, and there are very many persons in Chicago who do not even know of the existence of such a beautiful place. If they did he felt sure they would flock here in Jarge numbers. During Mr. Perry’s stay in Charlottetown’be was mo-t hospitably entertained by Councillor Rob- ertson.
eee - THE WELLMAN EXPEDITION.
The London Times says: The Royal Greographical society has received the following telegram from Baron Nordesjolk:
veyed the Wellman expedition to the polar regions, has been crushed in the ice near Walden Island. Six men who were with the expedition have returned to Norway. The other members of the party continued northwards on the ice, but it is evidently impossible for them to penetrate far, and the expedition is likely to return, very much exhausted to the Swedish houses at Mosselbays. The houses are excellent but the provisions they contain will not be sufficient. In August and September there will probably be no ice between Enyl and Icofjord, and Mosselbay will then be accessible. I think a relief expedition is
desirable.

About two monthe ago Messrs. McInnis Bros., our enterprising carriage builders, shipped a carriage to Ireland and have just received from their customer the following letter with draft enclosed for payment for same. From the satisfaction given by this carriage, it looks as if a good trade in carriages might be worked up between this Island and the Old Country :

I went for a drive of 30 miles on Satur- ‘day and took all my family. I returned here yesterday, and as there were seven of us, I presume we must have tested its car- rving powers fairly well.
Lam happy now to tell vou it is fully up to my expectation in every way—easy on the horse. In fact, I made the journey thirty minutes less than it usually took me with a dog cart, and the horse ap- peared much fresher and also myself, your springs are so much easier than ours. I consider your trap a luxury to sit in. It is much admired, and is considered the handsomest and most useful trap in the south of Ireland. And the only draw- back to the dealing is the carrier’s charges, which were twice what they should be.
I now enclose you bank draft with very many thanks and best wishes.

Ar the Police Court this forenoon, An- gus Macdonald, Lower Queen Street, was convicted and fined in the sum of $50 or two months’ imprisonment for violating the Canada Temperance Act by selling two bottles of Bass’ ale. He paid tie fine.
Richard Thorne was summoned to an- ewer a charge of violating the Canada Temperance Act by selling intoxicants on the street on Sunday, July 29. Mr. J. J. Johnston appeared as counsel for Mr. Thorne. Four witnesses were examine, One of them, a young maa named Arth r Newsom, swore that he had given Thorne | 50 cents to get a bottle of liquor, and that after he (Thorne) was away about an hour he returned with a bottle and said he wanted ten cents more, as he had not been given enough money to pay for the liquor. They both subsequently drank out of* the bottle. After the other three witnesses were examined the case was adjourned to enable the Magistrate to recall Newsom.
The defence was that there was no sale on the part of Thorne, that he and New- som “chipped in” for the liquor. Mr. Johnson also raised the point that inas- much as the Liquor Regulation Act was really a license law, the Canada Tem per- ance Act was not now in force and could not come in force in Charlottetown until after the Repeal of the Liquor Regulation Act.
In the case of William Heartz, for sell- ing intoxicants on the street, the one wit- nes; examine! admitted getting a bottle of beer from Heartz for his father, who, he said, was sick, which bottle he handed over to his father. This case was ad- jeurned for the evidence of the father.
Mr. Johnston raised the same point in this case that he did in Thorne’s.
Patrick Strang, for using abusive language to Henry B. Smith, was fined $4 or 20 days, and one dog tax case was ad- journed. :

Reports from Nova Scotia and New Brunswick state that the crop prospects are good.
Chicago will have to pay for the excite ment of the recent strike. The railway companies are now sending in their bills. One company has a claim of $500,000; a pretty price to pay for the caprice of Mr. Debs and his friends.
In France a Jaw ie now in operation providing that no person shall be per- mitted to remain a member of a labor or- ganization who bas not worked regularly at his trade for three years. It is intend- ed that a blow shall thus be struck at the professional agitators who are the curse and bane of every trade and labor union, but whether the desired result will be reached is doubtful.
The U. S. minister at Buenos Ayres re- ports the wheat area in the Argentine Re- public to be 20 per cent. in excess of that of last pear. This is in face of the fact that the average price received by the Argen- tine farmers in 1893 was only 37 cents a bushel. There is not much promise in these two facts that the re establishment of dollar wheat will be seen at an early day. The Argentine Republic, if it could get labor, could develope an export wheat grow- ing area almost as large as that of the United States.
Dun’s Review says: “The heavy outgo of gold, the fall of the treasury re- serve and of the price of wheat to the lowest point on record, and the increasing uncertainty about the tariff, have entirely overshadowed other influences. Business delayed for months by two great strikes now crowds railroads and swells returns, and giver the impres-ion of revival in bue- iness, Butitis not yet clear how far there is an increase in new traffic, distin-
uished from that which has merely been slockaded or deferred. In some branches
there has been more activity, but in other leas, because events early this week led many to infer that no change of tariff would be made.”
During the last eight or ten weeks mili- tary precautions, rarely precedented in any British possession, have been taken in Northern Idnia. Since the great do- main was transferred to the Crown, no similar display of military force for the purpose of warning has been deemed necessary. In one province the move- ments of the troops were described in detail, with illustrations, in the local papers, so that it might penetrate the native mind that the Government had decided to stand no nonsense. In another p:orince, every town and dstrict was pit in charge cf police ready to move at a moment’s not- ice. . In Patna a strong reserve was kept in readiness. At Dinaj-pour troops were in like manner maintained on a constant quivive. Until the 15th of June consid- erable uneasiness was felt, but when the festival of that date was over the strained expectancy was somewhat relaxed, and civil officials and soldiers began to breathe more freely.

Suancuai, Aug. 3.—The action of the emperor in divesting Viceroy Li Hung Chang of the order ur the Yellow Jacket has fallen like a thunderbolt here, as it is feared the incident will lead to his com- plete overthrow. He is regarded here as the only leader oapable of coping with Japan in the inevitable long war. A crisis is regarded as imminent. The emperor has Leen influenced in his action by the members of his family hostile to the vice roy’s European policy. It is expected that Sir Robert Hart, the British representative, will as-ert his an- thority and support Li Hung Chang The soldiere beheaded at Tien Tsin i r desertion pleaded in extenuation of the r offence hunger and exhaustion. Before they were executed they were stripped of their uniforms and the.r pig tails cut off. This example has territied the army. An edict has gone forth that the army will receive deuble pay henceforth during the war with Japan and a large bonus has been offered to officers competent to navigate Chinese naval vessels and transports.
