THE Governor-General will, on his ar- rival here on the 23rd or 24th inst., be re- eeived by the{Mayor and Corporation, and

" presented with an address of welcome. His

Excellency will dine with His Honor the Lieutenant Governor on the evening of his arrival. After the dinner there will be a grand ball at Government House. It is propable that there will be other festivities —possibly a public banquet in Honor of His Excellency’s visit—if time and weather and the distinguished visitors will permit.

AThe “Patriot” to the Rescue.

Tue Patriot is out in defence of the United States Congress. It attempts to show that the McKinley tariff is justified by the hostile acts of the Parliament of Canada. It quotes in support of this con- tention the duties imposed last session for the protection of our farmers. The Patriot argues as if it were quite right for the United States to retaliate upon Canada; but wrong—very wrong—for Canada to attempt to defend itself against the hostile acts of the Congress of the States. A situation in which Canadian products were prohibited from the markets of the States, while American goods were admitted free of duty to the discomfiture and ruin of

Canadian manufacturers, to the suppressiolty ss apy disagreeable weather, was large, many

of the rising spirit of Canadian enterprise and home competition, to the placing of our consumers at the mercy of traders in the United States and elsewhere, was, according to the Patriot, eminently , proper and right. Of course the Patriot must be consistent and condemn the Canadian Par- liament for instituting a National Policy under which the ‘“‘little game” of the States has been spoiled, under which Can- adian] towns fhave been. built up, anda home market made for our oats, pork, butter and other productions of the farm- ers. Where should we now send our oats if it were not for the demand created in the neighboring Provinces as a result of the operation of the National Policy ?

That the abrogation of the old Reci- procity Treaty was an outrage on com- merce, no one will deny. That a new re- ciprocity treaty, upon fair terms, would be mutually beneficial to- the United States and Canada, we ate prepared to admit. That the McKinley Tariff is hostile not to Canada only but to the whole world, we unhesitatingly affirm. To say that Canada is in any way blameable for the unpleasant trade relations which now exist with the Republic, is to say that which is not true. The Government of Canada strove against the abrogation of reciprocity, did all that it could.to enter into a new treaty, and had nothing whatever to do with the pas- sage of the McKinley Bill. The Congress, “which the Ratriot. tries .to defend, managed the business—as we have been explicitly told by Mr. McKinley him- self—without reference ‘to Canada. There can be no doubt that the operation of the McKinley Bill will be detrimental to Can- ada as well as to the United States. But Canada can, in respect to it, do only that which she has done in the past ten years— can only adopt measures for the defence of her own interests and the protection of her own people.

The Patriot ridicules the idea of trying to finda market in Great Britain for Can- adian eggs; and permits an anonymous scribbler to abuse the Hon. Donald Fer- guson because Mr. Ferguson wrote the Finance Minister at Ottawa and urged the Government to assist in the development of the egg trade with England. . Our con- temporary, which is so kind to the Yankee politicians who passed the McKinley Bill, is unscrupulous in its use of means to de- fame the men who are. striving to protect and advance the interests of our farmers. The thanks of the public—not the abuse of sneaking scribblers—are, in any event, duc to those of our public men who have urged forward the movement which is now being made. We call the attention of the Patriot to the telegram published in Tue EXAMINER to-day. The first experi- mental shipment of eggs to Great Britain was perfectly successful; and the best reasons are given for the belief that the egg trade of Canada will not suffer on account of the hostile tariff of the States.

— The October number of the Canadian Live Stock Journal is bright in appearance, pity in matter, and practical in its teach- ings. - The first herd of Tamworth pigs to be introduced into Canada make a nice illustration for its first page. These pigs are very popular in England, it is stated, on account of the quality of the pork and its value for fine bacon. Among the pointed editorials is one especially striking On ‘* Hogs as Money-Makers,” in which, it is asserted, that even allowing two dollars as purchase money for each pig, pork can be made with whey and shorts at a cost of three cents a pound,

The Storm. A MAN OVERBOARD—THE SCHOONER RESTIVE SUSTAINS DAMAGES,

Tuer schooner Restive, Captain Thomas Walsh, arrived at Summerside this morn- ing, having experienced the full fury of the gale, sustained damages, and lost a man overboard. She was from Chapelin, Bay Chaleur, loaded with ties for the P. E. 1. Railway. During the heavy squalls of Sune day her boat was carried away and mainsail shattered. One of her anchors was also lost. After the loss of the boat and main- sail, and while off Lot 7 shore, one of the men on board—Charles Rice, of St. Mary’s Road, near Montague Bridge—was swept overboard on part of the deckload. It was utterly impossible—in the disabled condi- ‘tion of the schooner, and the awful sea—to save him. He was a young man about twenty years of age. A messenger was sent this forenoon from the telephone office at Montague Bridge to break the sad news to his family and friends.

The Restive came to anchor off Summer- side on Sunday evening, and remained there until this morning.

At 8.30 o’clock His Lordship Coadjutor- Bishop McDonald, attended by the neigh- boring and visiting clergy, the pastor and the altar boys, filed into the sanctuary, and then commenced the long and interesting ceremony of the} dedication of the church and the consecration of its marble altar, the latter being one of the most elaborate and significant of all the liturgical offices of the Church.

The ceremony is long and not often per- formed, as few churches can boast a marble altar, this being the only one of real marble in the Maritime Provinces. When the Bishop. concluded the consecration cere- mony, he said mass upon the new altar, using for the first time the handsome chalice donated to the church lately by a charitable French-Canadian, lady. The choir rendered excellent music.. After the last gospel, the Rev. Father McElmeel preached the consecration sermon,—a deep, scholarly and eloquent discourse on the beauty and significance of the functions just witnessed. Mass over, the Hon. R. B. Reid stepped up to the altar rails, and read, in a clear vice, the following

In the name of the congregation of Sacred Heart Church we congratulate you upon your elevation to the plenitude of the priesthood and joyfully extend to you a hearty welcome on this your first official visit to Alberton.

In you we recognize a worthy successor of the humble fishers of Galilee whom our Divine Master called to the ministry of the saivation of souls and whom He made bishops ‘‘ to rule the Church of God.” We make no doubt but that the virtues and talents whieh pointed you out to the Pastor of Pastors,. whose rule is over all the churches, will be so increased avd sublimated as to make your episcopate bright in the annals of our Island Catholic history.

In common with Cotholics.in every part of the diocese, we regret that age and in- firmity have made it imperative upon our venerable and dearly beloved Bishop, whose priestly career is so full of happy memories, to this section of the Island particularly, to seek the assistance of a younger and stronger arm to help in the discharge of the important duties and sacred functions of of the Episcopal office. But the sadness of the thought of our Bishop’s increasing years and feebleness is softened and sweetened by the assurance that in you he will have a coadjutor whose wise and prudent council and strong arm will stay him up, lighten his labors, and render sweet and peaceful the evening of an eventful and singularly fruitful life.

We are happy to have you here to-day to formally dedicate our now beautiful church, to consecrate its costly altar, to administer the Sacrament of Confirmation and be yourself a witness of the great and surprising progress which has. marked church work here during the short pastorate of our zealous and beloved pastor.

We venture to hope that the joy we experi- ence to-day in having you in our midst may be often ours, and that this church may ever hold in your affections a place as dear as the devo- tion you have always manifested towards the Sacred Heart of Jesus to which it is dedicated. In coriclusion, we beg to tender your Lord- ship the sincere expression of our respect and veneration for your person and office, while we earnestly implore our Father who is in Heaven, to render your episcopate, rich in years, works and honors.

His Lordship made a feeling reply, thanking the congregation for their gener- ous welcome andthe kind sentiments of their address, congratulating pastor and people on the beauty and equipment of their church, and expressing the great joy he felt in beholding the many evidences of zeal and activity in church matters and prom- ising to visit Alberton often to renew the pleasures of the day.

At two o’clock His Lordship addressed and afterwards’ confirmed a very large number of adults and children, the little girls looking particularly lovely as they stood in rank dressed.in spotless white with veils and wreaths. The Revs. F. Von Blerk and P. A. McElmeel assisted the Bishop.

The beautifiul way of the cross pur- chased in Montreal last fall for the church was erected in the evening, the Lord Bishop officiating. The choir sang the grand old hymn, Stabat Mater. Then fol- lowed solemn benediction. The days ceremonies terminated by the bishop, priests and people visiting the well regulated

cemetery of the parish, when the prayers pre- scribed for the Episcopal visit were said and the large concourse returned to their homes full of a days events whic:. mark an epoch in Western Church history.

City Council Meeting.

Tue regular monthly meeting of the City Council was held last evening, Mayor Haviland presiding. Every member of the Board was present. After the usual routine business, —

Mayor Haviland presented a __ letter from His Excellency the Governor General in reference to his proposed visit to the Island (which letter has already appeared in THE EXAMINER.)

On motion of Councillor Morris, second- ed by Councillor Taylor, a committee of three, consisting of Councillors Morris, Byrne and Hughes was appointed to draft an address to His Excellency. . This com- mittee was also given all the powers of a reception committee.

Petitions from certain residents of West Kent Street and East Kent’ Street asking for electric lights, were read.

The memorial of Edward Bayfield, in re- ference to a plankway, was referred to the Finance Committee to act upon or not as they may see, fit.

The memorial of Mrs. Dr. Johnson, Pre- sident of the W. GC. T. U., asked that that organization be re-imbursed for *expendis tures made in connection with the enforc- ing of the Scott Act in Charlottetown, as the Privy Council has ordered that all fines accruing under the operation of the Act be used for the enforcement thereof. <A memorandum attached to the memorial showed that since February last: Prosecutor Henderson hud paid in as costs to the City Court the sum of $127.51; and that during the same period the amount of fines collect- ed was $600. This memorandum also showed that from the 20th March last up to Sept 20th, ult., the W. C. T. U. had paid D. W. Henderson the sum of $240 for services as Prosecutor.

Councillor Eden moved, seconded by Councillor Morris, that the memorial lie on the table.

Councillor Crabbe moved in amendment, seconded by Councillor Hughes, that the costs incurred by the W. C. T. U. be re- funded. ,

Mayor Haviland informed the Board that no money could be voted without one month’s notice being given.

Councillor Crabbe then gave “hotice that at the next regular meeting he would move that the money asked for by the W. C. T. U. be granted. °

On motion of Councillor Morris second- ed by Councillor Eden, a committee of five consisting of Councillors Morris, McCarron, Taylor, Crabbe and Hughes was appointed to confer with the Superintendent of the Electric Light Company in reference to the locating of the nineteen additional lights.

Councillor Byrne, from the committee to whom the application of Mr. A. F. Tom- lins, ex clerk to the Stipendiary -Magis- trate was referred, reported that they had looked into the matter, and moved that Mr. Tomlins receive $10 a month until. the Ist May next. This motion was lost on a decission of 4 to 6.

Councillor Byrne gave notice that at. the next regular meeting he would move that the usual, grant of $50 each be yoted to the City Hospitals.

6 re The Market Prospects. —

(Canadian Live Stock and Farm Journal.)

The shortage in the crop in many coun- tries of the world will bring advantage to this country where the crop is fairly good. In the United States the grain crop is be- low that. of several years past. The corn crop is not more than seventy-five per cent, which means a serious deficiency of this cereal, both for purposes of export and feeding, as compared with former years. Winter and spring wheat are both below the average, and the oat crop is the poorest harvested in that. country for many years, and the same is true over large areas in the potato crop. The shortage is not confined to the United States only, but extends to many countries in Europe, including Great Britain. Owing to an excessive rainfall much ddmage resulted to the growing crops at a critical period. ~

For reasons that are not very clear there is alsoa decline in recent years in the growth of Indian wheat. The crop of 1890 there is less than that of previous years in acreage and also in yield. The diminished yield is owing to a shortage of the rainfall in winter, but the reasons of a somewhat diminished acreage are not so clear. It may ke that the Indian Ryot is also becom- ing tired of furnishing supplies to the eaters # other countries at prices discouragingly ow.

It may be said, if prices of cereals im- prove, should we not sell them direct as a consequence. We answer no, so far as coarse grains are concerned, unless the prices for them become abnormally high, as if prices of foods and fodders become firmer over a continent, the prices of the meat grown from these will become firmer also. That the prices of meat will advance: somewhat is therefore probable,'but the ad- vance may not be very much. Lands lying south of the equator are prolific in their production of cattle and sheep, and in the dead form at least they find their way to the markets of Great Britain. This much is assured already, that the prices of stores are stiffer now than they were a year ago, and-many of them are now in the hands of cattle exporters, notwithstanding that those gentlemen say that they lost heavily in the shipping trade last year.

Let our farmers then feel encouraged. Let them produce more and better of all classes of live stock. Let them grow better crops of grain and fodder, and feed these to the stock. Let them build silos, and produce more cheese and more and better butter. Let them give their sons a better education in preparing them for their future life work, and let them seek and obtain better market relations, and they cannot fail to become materially strong. All this they can do, and do it easily, if they will.
