However this may be, there can be no doubt whatever that the policy adopted by the party of which Mr. Laurier is Leader and Mr. L. H. Davies a burning and shin- ing light will, if sdopted—we use the words of Hon. Mr. Blake—**‘ lead straight on to Annexation,” and that all the Annexation- ists support it.

Notes and Comments.

~The American Banker states that the ‘* business men and bankers all over the eountry have now about finished the an- nual overhauling of their accounts. There is individual disappointment and dissatis- taction, no doubt; but, in the aggregate, the note is one of great progress and _pros- perity.” This may be said of Canada as well as of the States.

—At a meeting of the Board of Trade held last evening, a resolution was passed ro the effect that telegrams be sent urging the Gevernment to keep the Stanley on the route for freight and passengers as long as possible and to instruct Captain Finlayson not to lay the ship up even though she may be compelled to stop running fer a few days. In accordance with this resolution a telegram, prepared by a committee of the Board, was forwarded to-day.

-The Presbyterian Witness, of Halitax, remarks: We sympathize with our P. E. Island friends in the extreme difficulty of making connection with the mainland. The Stanley is not able to cope satisfactorily with the ice and the storms, and the cross- ingat Cape Tormentine is difficult and sometimes too dangerous to be ventured upon. These difficulties will help Senator Howlan’s agitation for a subway.

—The Minister of Finance said in the course of a recent interview with the cor- respondent of the Empire—referring to cer- tain false statements made by the Globe : **As to what was swallowed up in the year’s operations, a perusal of the public accounts, svou to be published, will show that the ordinary expenditures of the year were met out of revenue, and a surplus of over $3,000,000 was left, and that this sur pus, added to the surptus of the late loan and the temporary loan made in London last year, has sufficed to redeem about $4,- 500,000 of matured debt and to meet the capital expenditure on public works, leav- ing the net debt at the end ofthe year prac- tically the same as it was on June 30th, 1889. ‘As to the alarming note about the ‘heavy deficit’ tu be announced for the current year, the public will be glad to learn,” said the Minister, ‘that my forecast made last March on the occasion of the Budget Speech will be amply justified so far as the surplus is concerned.” This fore- cast was that the surplus of revenue over expenditure would be about $2,000,000.

—-The Educational Menthly says: It may be truthfully said that the habits f Canadians of the next gener-

ation with regard to the use of intoxicating drinks are being in a large degree deter- mined in the homes and the schools of the country to-day. Happily a goodly number of the children in the schools are being properly instructed through the use of the Temperance Textbook in the schools. These are being led to see what foily it is, even from the purely physiological point of view, for one to put an enemy into his own mouth to steal away his brains. If this study were universal, who could estimate its effect for good upon Canadian character and prosperity twenty or thirty years hence! If, even, all pupils could be brought for half-an-hour a week under the teachings of those who would show them simply and truthfully the effects of alcoholic drinks upon body and brain and soul, what a re- volution would be wrought. There isa great deal of truth wrapped up in the quaint summary of the litile epigrammatist who wrote, ‘* Chewing sets you to drinking, and drinking sets you to prison, and prison sets you to the gallows.”

Hicrr sy a Horse.—A young man nimed Frank Creehan, in the employ of the Water Cummilssioners, is now in the Charlottetown Hospital undergoing treat- ment for injuries received in the City stables last evening. It appears that while Creehan was removing the har- ness from the Waterworks horse he slipped upon the icy floor of the stable and fell al- most under the animal’s feet. ‘he stable being dark at the time, Creehan not havy- ing lighted the gas, the horse became a)- armed, and struck at the fallen man, injur- ing him severely about the head and face. Creehan’s moaus attracted the attention of 4 man in an adjcining stable, who gave the alarm. Some men in the enenie room ran out to see what was the matter and, after lighting the gas, saw poor Crechsan lying insensible in a pool of blood almost under the horse’s feet. They at once carried him into the engine rocm and sent for Drs. Kelly and McLeod, who did all in their power for bun there,—after which he was removed to the Hospital. To-day we are glad to hear Creehan is much improved.

Tue Trovstesome HAaNGNAIL.—The small aud almost impercepiible hangnail often in- volves the owner of the hand which bears it in an endless amount of annoyance and vexa- tion. It is the general rule, manicure to the contrary notwithstanding, that the nails that are the least attended to are better than those that are continually doctored. The man who cats a hangnail in nine cases out of ten lays the way for a much more vigorous successqr. Satisfactory results are almost always obtained by adopting the habit of pushing the skin back from the nail after washing the haude. The dry end ef the towel should be taken, and the skin pressed back wherever it overrnns the nail. This breaks its adhesiveness te the nail and makes hangnails impossible. Where the skin is allowed to grow fast to the nail trouble in. variably results, because the nail ja growing out pulls the *kin with it, and when it breaks from the tension the hangnail is formed,

Futurity Stakes Race,—At a meeting of Summerside horsemen, on Tuesday evening last, the Farmer says it was agreed that three futurity races be inaugurated for next season, viz., ove for two-year-old trotters (foals of '89), one for three-year-old trotters (foals of '88), and one for three-year-old pacers (foals of '85); that the races be for P. E. Island foals which must have been owned by parties on the Island previous to January Ist, 91; that the entrance fee be $12, of which $3 weuld be payable on the Ist of March next $4 on the Ist June, and $5 on th: Ist of August; that the races be best 2 in for the two-year olds and best 3 in 5 for th three-year-olds; that the races take place be tween the 20th of August and the 10th of September next (these dates to be inciuded we understand), and that the division of the purses be 50, 30, 15 and 5 per cent. Th. following were appointed the Futurivy Board for 1891: James McLeod, president; W. A. Brennan, vice president; J. A. Gourlie, A,C. Rogers, Geo. Godkin, James Taplin, Patrick Reid, J. Alier Black.
