OFFENSIVE PARTIZANSHIP.

Tue newspapers of the Upper Provincee have a great deal to say about the threat ened withdrawal of Government patronage from the Rev. J. H. Fairlie, Principal of an Ind sn Indosizial School in the Nortb- west. Mr. Fairlie is charged with offen sive partisanship because he enforced the rule of the school in respect to intoxicat- ing liquors against the Hon. Mr. Tarte The Minister of Public Works went out ir the private car Cumberland to inspect the

school. Mr. Fairlie courteously ievited him and his party to luncheon in the echool. It was intimated to Mr. Fairlic

that he need not provide the wines, as the Minister had a stock on board the car. But Mr. Fairlie said that liquors were not, according tothe rules of the School, per- mitted to be drunk on the premizes, anv so the Minister’s wish in that regard could not be carried out. SICKENING LETTERS.

Tux Patriot complains tha: Mr. W.S Stewart has written “ancther sickening letter.” The health of our esteemed con temporary has evidently been considerably upset by Mr. Stewart’ letters. It is to be feared that upon reading the letter pub- Jished by Tux Examiner of to-day it will be poettively ill. Perhaps Mr. Stewart will, for the sake of the Patriot, desist from his efforts to stir up the public mind to the necessity of taking steps tu oust the Peters Administration at the first oppor- tunity. THE PROVINCIAL SITUATION.

Sta,—I take that it is unnecessary for me to produce any more facts and figures to further demonstrate the extravagence, incompetency and faithlessnees of the yentleman composing the present -govern— ment. >

That the people had every right and reason to expect much from them when in in 1891 they assumed the management of provincial atlairs every candid person will admit. In season and out of season they had ever beea the flippant and openmouth ed advocates of the most rigid economy in the administration of public affairs and with what wildness they denounced every form of extravagance and corruption is well kuowa. They were not only reformers but purists, and so suspicivus were they that they attributed to almost everything their opponents did an evil purpose.

The people at first inclined to mistrust such professions were at length prevailed upon to place power in their bands, and whev place and position came to them did they practice what they preached? Did theyeven make an attempt at doing eo? So far I have only charged them with in- capacity aud prodigiality of expenditure; but I am afraid some of their cransactions come very nearly being corrupt. Take for instam@e their doings in the year 1893, {tc will be remembered that tn that vear the expenditure was $337,415.36, over $31,000 greater thau in any of the previous eleven vears of the history of the province and the deficit $119,942.33 was by far tbe largest since confederation! What was all this excess of expenditure put to? Cer

tainly not to the construction of apy exceptional public works such as wharves and bridges. The amounts devoted to these purposes were not in

excess of previous years. The chief squandering of public moneys was on the roada and on these the Government simply ran riot. The enormous sum of $42,971.42 thrown away on the roads in tbat year tell a tale of extravagance and aud waste such as should consiga to per- petual disgrace the party guilty ef it. This sum is almost double that expended on our roads ia any of the previous eleven or succeeding two years,and how was it expended? Not in permanent road- making but simply-throwp away in clay shovelling most of it in the autumn when it could do no earthly good except help to elect. the government sandidee who were then contesting their elections. The roads did not require this large expen- diture in 1893 any more than in any other year, and there is not the least doubt but that at least $23,000 of the public monies was deliberately thrown away in jobs on the roads in order to obtain support and votes for the Government. But was this large amount expended equally and fairly over the whole Province? By no means. fn Queens County alone’ according to the report of the Commissioner of Public Works, there was spent under the direction of the Supervisors $16,825.51, and of this large sum almost one half was paid out in the Fort Agustus District where the leader Mr. Peters was hard pressed in the election! And soall over the Province wherever an effort was required to elect government candidate there the public money was distributed with a lavish hand.

I need not delay to refer at any length to the extraordinary large amount, namely $7,206 80, paid in this election year for rights of way, asum almost three times as much 9s was ever spent in any of the pre- ceding elevenor subsequent two years, because I wish to refer shortly to another transaction which has never yet been ex- plained, although explanations have been repeatedly asked for. I refer to the new ferry steamer by a few calied “The Hills- borough,” but by the public well uamed “The Boodler.” There were two contracts entered into for the constraction of this boat, one with Angus McDonald for the building of the bull for $6,500, and the other with McKinnon & McLean for fur- nisbing the machinery for $7,000. The former has received ou his contract $6,353.50, and the latter had been psid on theirs, $5,350. The completion of these iwo coutracts should have finished the steamer. Yet we find that the large sum of $3,344.58 has been paid by the Govern- ment and charged to the account of this steamer; -~ but who the parties are that received the money or what it was paid for is enshrouded in mystery. The people should demand a rigid and searching en- quiry into this matter.

The apologists of the present govern- ment @re never done claiming what great things have been accomplished by the present party in the building and repairing of the wharves and bridges of the Province as compared with what their predecessors did in the same direction.

These gentlemen have so very Jittle to claim credit for that I am sorry to be com- pelled to expose the fallacy of this conten- tion of theirs.

From 1882 to 1890, inclusive, when Mr. Sullivan and Mr. McLeod held sway, there was expended on our bridges an average annual amount of $23,726.23, while the present party has only paid from 1891 to 1895 inclusive an average aunual sum of $19,510.64, or $4,215.59 less every year than their predecessors did,

With regard to the outlay on wharves, the average annus! amount expended by both Governments in these years has been almost the same, the excess in favor of the present party being only some $700 a year; and if the year 1893, when the pub- Jic money was simply thrown away and wasted be omitted, it will be found that the late Governments spent over $1,000 a year more money on our roads than has been expended by the present one.

How comes it, then, that our average annual expenditure has been, to the extent of $31,446.75, increased under tbe present regime ? It is true that during their five years education has cost on an average a fraction over $10,000 a year more than during the nine previous years. But Legislation and the Clerks of our County Courts now cost $9,000 a year less. This then, does not explain the difference, nor can it be explained except on the theory of the unbridled extravagance and incapacity of our present. rulers.

In the ‘ast session of the Legislature the leader of the Government and one or two of his eopporiers attempted to hoodwink the pubtic by pretending that the large expenditures and huge deficits of thes last year or two were caused by big expendi- tures on the wharves and bridges ‘of the Province made necessary by the neglect of Previous goveroments in permitting these works to go to destruction. I have already proved from the Public Accounts how futile these pretensions are. But this is an old dodge of these gentlemen. Four years ago they had the same story. But then they said that they themselves had made everything all right and the ex- penditure would be less in the years to come. In the session of 1892 the Leader, Mr. Peters, is on record as saying: “For the experd.ture made this ye: r on wharves, bridges, public building, &es, we have something to show, and thes: improve- ment will last for years. This accounts in part for our deficit;” and in the year 1893 the eame gentleman stated: “I now

come to the Public Works department. I have already described the condition iy

which we found the Public Works of the Province when we assumed the Govern- ment. I have shown that we found the wharves in a deplorable condition, and that we put them in good repair. In fact, wherever we found a bridge out of repair we took it in hand and put it in good order. It is true that our expenditure was thereby much increased both in i891 and 1892.”

If it be true, as the Leader of the Gov- ernment says, that the wharves and bridges were out of repair when he as- sumed power in 1891, and that he put them in good repair in the years 1891-92, thereby incurring deficits and largely increasing the expenditures of those years, and that the improvemerts he made on them. would fast for years, may I ack what caused the following evarmous ex- penditure® of ihe succeeding years —_ CB icintinimorngis ecccccocgentecoe QOOT, 415.36 a cnnpusshas eel 392,632 19 NP icssinniittdcnesnsoatdanane 310,177.20 or’ an average per year of $316,741.75, while the average for the two years he was

Why ther, too, increased atabout the same ratio; for while the average annual deficit during the year 1891-92 was only $34,045.24 it mounted up to an average of $57 656.44 during the years 1893-95 or an annual increase of $23,611.20, and this is over and above the $90,952.66 taken from the peop'e la taxes during the years 1894-95. The Finance Minister's Opinion of the

Situation,

New York, Nov. 9.—Three members of the new Canadian cabinet were so intere~t- ed in the outcome of the recent presidential election that they came to New York to study the methods by which it was con- ducted and to learn the result at the earli- est possible moment. They are William 8. Fielding, winieter of finance; William Patterson, Minister of customs; and Andrew G. Blair, minister of railways. The trio arrived at the Hotel Waldorf a few days before the election and left for home to-night apparently well satisfied with the result. They do rot seem to share the opinion expressed by a large portion of the Canadian press that Presi- dent McKinlay will be unduly hostile to them on the reciprocity in fixberies, bonding regulation and other questions at issue between this country and Canada. Finance Minister Fielding who acted as spokesman for the party, when seen at the Waldorf said :

“No; Ido not see any reason why Canadians should be alarmed at the elec- tion of Mr. McKiolay. I think the chances of arriving at aa amicable arrangement regarding @ number of questions over which Canada and the United Stutes are at variance will be quite as good if not better after his ineuguration thao at any time ip the last four years.”

“ Then you do not believe that the fact that Mr. McKinley isa pronounced pro- tectionist will militate avainst Canadian chances of obtaining a reciprocity treaty?”

“Ido not see why it shou'd, for the republican platfurm declares for both pro- tection and reciprociiy.”

“The Canadian government will be pleased to open up negotiations for a reci- procity treaty 7’

** Certainly; and wiil, unlike our prede- cessors invilicve, bein earnest about it. We will send representatives to Washiog- toa at as early a date afer Mr. McKinley’s inauguration as is expedient to ascertain wheiher negotiations can be opened on the subject of reciprocity. One of the first ms to be discussed will be the quaran- tine regulations, The feeling exists that there is no further peed forthe ninety days’ quarantine against cattle. Mr, Fisher, the minister of agriculture, will go to Washington at an early date to discuss this matter.”
