An unconvincing defense of the King Gov- ernment for supporting the Transportation Com- missi0n's decision on the freight rates increase is made by the Ottawa Journal in applauding the political craftsmanship of the Primle Minister. M,-_ King, says The Journal, ’knew, as everybody else knew, that rather than face a general election at this time Liberals would accept railway freight rates c-s high as Haman's gallows—accept even cancellation of their awn railway passes." This because the freight rates issue, with Prime Minister King stepping out as pcrty leader, would inevitably mean a Liberal dclcat. "Small blame to them," says The Jour- nal. “Political parties, though they sometimes do strange things, don't consciously commit sui- cide."

The very fact that the issue would be un- popular is, of course, good evidence against it. Only the big interests, as represented by Ontario and Quebec and the financial manipulators of the C. P. R. and Canadian steel industry in the United States, wont the rates boost. They want it, not only because it will help the railways, but because it will inevitably have to be paid by thc less fortunately situated Provinces which have not a sound competitive freight rates structure.

As indicated in Saturday's Guardian, not only railway freight rates but express rates have been boosted, hitting particularly at the egg and poultry industry of this Province. Our produc- ers in» this industry all work on a small margin of profit, which now has been wiped out. This coupled with the losses which our potato in- dustry faces is likely to go over the million dol- lar mark estimated by Premier Jones.

Why are not all our representatives at Of- tawa united on this issue, along with their cal- leagues from the other Maritime Provinces? Politics is the answer. The King Government hopes and expects that political pressure will blanket all effective opposition. lf so our case is hard indeed. As Shakespeare says: “lt lies not in our stars but in ourselves that we are underlings." -

The Dominion Department of Agriculture has announced that hag marketings in January throughout the country were about 46 per cent above the marketings of January, 1947, and in Eastern Canada constituted a record for the month of January in any year, showing a gain of nearly 49 per cent over the same month last year.

The Department believes these figures do not

indicate serious liquidation of pigs, and calls at- tention to the fact that the proportion of sows (one in 30) was identical with that of January, 1947. There was some tendency in November and December and to a" lesser degree in Janu- ary, to market lighter hogs. lt is believed that some of the increased marketings may be due ta higher receipts in inspected and approved pack- ing plants, following an the lower domestic con- sumption and the desire of producers to obtain government premiums which can be secured only through inspected plants. ‘ All Eastern Provinces increased hog mar- ketings last year. The percentage increases by provinces varied from 11.1 per cent in Prince Edward lslanl to 101.5 per cent in Nova Scotia. However, Ontario's 18.2 per cent represented 95,- 000 more hogs than the increase from all the other Eastern Provinces combined.

Of 229,487,803 pounds of bacon exported lost year to the United Kingdom, 171,045,982 pounds represented A1 bacon, of which 114,902,- 765 pounds were of sides weighing from 55 to 65 pounds. This was almost 50 per cent of the total bacon exported. \

Eastern and Western Canada each pro- duced about the some percentage of Bi hogs last year, but Eastern Canada marketed 36.8 per cent Grade A hogs while Wesern Canada only put 23.5 per cent into this grade. This was a lower percentage of Grade A hogs than in any year since 1941. Western Canada marketed higher percentages of B3, C, heavy, and extra heavy hogs than the east, while the percentage of total marketings in the west consisting of No. i sows was higher than in any year since 194i, amounting to 7.3 per cent, compared with 4.4 per cent for the previous year. Alberta market- ed t-heiowest percentage of Grade A hogs last year. The poorest percentage in the Eastern Provinces was betterlhan the highest percentage in the west.

Health Minister Martin has been asked by the National Council of Physical Fitness to con- sider a number of changes in the Canadian physical fitness program in which seven prov- inces, excluding Ontario and Quebec, partici- pate. The program, administered under the National Physical Fitness Act, provides for the distribution by the government of $225,000 an- nually to participating provinces on a par copita basis. The report of the Education Research Committee of the Nova Scotia Teachers’ Union for 1947- 1948 makes unpalatable reading. Ir slates that the children of this Province are behind American standards 1n every case, and, most melancholy circumstances of all, that. retardation increases with the advance 1n grades, so that is student's average level of compre- hension decreases as he arrives at Grades IX and upward.

An observation of major 1m- portence 1s 1.1m; there 1s a unl- fcrm decrease 1n speed 1n reading as students rise 1n the schools, and tnls 1s the crux of the question.
