He says:—-“The people of the United States are verv anxious to develop foreign trade and many of our Americen friends would be surprised to know how far behind Canada they are in this respect. The total trade of the United States, imports and exports, exclusive of coip and bullion, in 1898, amounted to $2460 per head. For the same _ year the corresponding figures for Canada are $56.29 per head. He eays: “Tt will he seen by the table to which I refer, that in 1868 the total trade of the United States was $17.29 per head and thirty years later, in 1898, 1 had increared to $24.60 per head, an increase of $7 31. per head. The total trade of Canada for 1868 was $35.96 per head, and in 1898, $56.29 per head, an iccrease in 30 years of $20.33 per head, as againet an increase of $7.31 per beadinthe United States The United States domestic exports per head, last year, were $16.05, while the Cavadian exports for the same yeer were $27 54 per head Making a comparieon tor two yeare, I find the following:

The total trade of the United Stater, for 1896 was $23.32 per head, and for 1898, $24.60 per bead, an increase in two years of $1.28 per head. The total trade ot Canada tor 1896, was $44.60 per head, aud for 1898 $56.20 per head, an increase in two years of $1160 per head for Canada as against $1 28 per head for the United States. The total trade of the United States for 1897 was $29.94 per head, and for 18938 $24.60 per head, sbowing a decrease in 1898 as compared with 1897, of 34 cents per head. io the same time the total trade of Canada increased from $48 01 per head ia 1897 to 56.29 per head iv 1899, showing an increase for the yearof $8.28 per head as against a decrease of 34 cents per head ia the United States.”

Her Mejesty’a gov~ ernment, atthis moment, are engaged in endeavouring to secure the just nghis of our fellow countrymen, the British subjects inthe Transvaal, and in order to accomplish that they may te driven into struggle with that country. I believe that the gov- ernment of Canada—but | am not ina position toapproach that government ex- cept from snch standpoint as | new occupy —only correctly interpreted the sentiment of the people of Canada when they unani- mousiy passed the resolution expressing their sympathy acd a hope that her grievances would be overcome. regiment of stalwart Canadians to bear arme in case her majesiy’s government should need them. I believe that the gov~ ernment would ouly be interpreting the sentiments or the people of Canada if they were 10 equip a regiment 1000 to 1200 strong and deliver them in England at the service of her majesty. Should the present govern- ment adopt that important step, they can
