Now, what I wish to show is this, that the land of) Nova Scotia actually belonged to the Queen of England, aud was wade over to proprietors, yet their titles were proved to be void. We have the same right to reuder the titles of the proprictors void, but as the British Government will sot alow us to establish courts for that parpuse, they have a right to pay the Governor's salary.

Arroxney Gunerat.—As I understand the matter, this [sland was nomisally ceded to the Sover- eign for the time being, but the Sovereign is a trustee for the people over whom he or she may bappen to reign. Ldo not see the propriety of my hoa. friend quoting from the speech of Mz, Wilkins, for he is liable to wake mistakes as well as any person else, and if he lays down the doctrine that this Island was ceded for the benefit of the Sovereign, he has made a mistake. In looking over the names of the persons to whom the lauds of this Island were granted, I fail to find any who performed any very meritorious act, anything of importance or prominence, that would entitle them to such a reward at the bands of the British Government. It appears that the lands of this Colony were granted away from private and persoual motives, and this ques- tion has ever siace been a source of trouble to us, it has coustantly been cuming up, not because the people love agitation, but because of the unjust way io which the Island was granted. We are all agreed that there the lands of the Colovy, taking away from us what should have been a source of revenue to the country. We are dealt with more rigorously than any other Colony—we were charged for the pay of the Troops, aud beryl will acknowledgs, that the necessity for their presence bere would never have arisen but for the ‘action of the British Government in granting away the tands of the Colony. The Despatch was read relating to the Confederating of the Provinces of Canada, New Brunswiek and Nova Scotia.

Hon. Leaps or tuk GovernmMent.—This Despatch,

Mr. Chairman, merely informs us of the fact that the provinces mentioned ia it have been confederated.. We might remark, however, that if we take notice of the working of the Deminion, which bas lately been formed, we will fiud that not only bas it lost one of its most talented atutesmen ag we have heard witbia the last few days, but that there is a gieat desl o/ dissatisfaction ex- isting among its people. In fact a delegate has been sent to Kogland from ove of the confederated provinces, (Nova Scotia) for the purpose of trying to get a repuel of the Act which unites that province with Canada. lo the province of New Brunswick also, if we are to be- lieve what appears in the newspapers, there is a great deal of dissatisfaction. Although we did not join the Union, we may be sorry that those who have done so should begin ‘o complain before they bave given the Go- vernmeut of the New Domioion a fair trial. As to whether Nova Seotia will succeed in her attempt, to withdraw from the Dominion or not, is a subjeet upon which I wi!] not venture an opinion. Hon. Arroxney Genskal.—Mr, Chairman, when in Loudon last year I saw a great placard posted up con- taining the proclamation which is in that despatch, and I was uot sorry to find that our hittle Island was not.in- cluded in it. With the doubts we had on the subject, [ think it was well to wait and ascertain how the system would work. And vow we see that the people of oné of the most important parts of that Dominion are very dis- satisfied, and I think with very good reason, for they were forced into the Union against their will; and if justice is done to that colony T think that before many months we shall see a great change in the constitution of the Dominion, Lf Nova Scotia succeeds in getting out of Confederation, New Brunswiek will very likely follow, for she consented to enter the Union with the understanding that Nova Scotia was also to bea part of the Dominion. [t has not worked as well as its promo- ters thought it would, and I think we may be satisfied that we are free from it.

Hon. Mr. McAutay.—There is scarcely an incident, Mr. Chairman, which passes before the eyes of a wise man which does not teach him a lesson, and 1 think we have lea:ned a lesson from what has trauspired in the neighboring provinces. 1 think we acted the wise part in refraining from joing the Union unti) we found out what effect Confederation would bave on the other pro- vinces. It is a satisfaction also to know that the most ardent unionist ia this Island would not consent to join the Union without appealing to the people aud obtaining their consent. So soon as it appears that a Union will be advantageous to ur, it will be scon enough for us to | think serious'y of joining it. We have taken the safe ‘course, aud we are not affected with that disaffection which prevails in the other colouies, They aeted the part of a child apringing to grasp something which ap- peared bright, but the nature of which it did not under- stand. 1 bope, however, that the results will not be so disastrous to them as some persons anticipated. I ean- not agree with my hon. friend the Attorney General that New Brunswick cau free herself from the Union—for she entered it of ber own accord, and she must lie om the bed which she made for herself,

Hon. Mr. Henvexson.—i think, Mr. Chairman, that no hon, member cau think with indifference of the sub- ject before the committee. It is true that the New Bruoswickers entered the union with too great baste, and the fact that they are vow dissstisfied with their position goes to confirm what you, Sir, and others have so often expressed as your convictions, that notking would justify us in entertaining the question while we could avoid it, But while the people or New Brunswick entered the union those of Nova Scotia were dragged into it by a conspiracy, a conspiracy against the vest interests of the whole colony, and a gross abuse to the constiiutional power put into the hands of the people's representatives for a very diff-reut purpose, Now, Sir, 1 feel no pleasure at any confusion or disturbance in avy portion of the North Awerican Provinces, tor whatever tends to distrub any portion, more or less tends to dis- turb the whole, and we being so closely connected with the rest must sensibly feel the effects of any jarring ele- meuts at work within them, But, Sir, it is easy 40 con- trast the first movemeuts of the Dominion machinery with the glorious state of things which the admirers of union would fain have wade us believe would. be the re- sult. I think that whatever may be said of the future prospects of the Dominioa, every person who takes a fair survey of the question will come to the conclusion that for the present, at least, it will be better for Prinoe Kd- ward Island to retain her isolated position,

Hon, Leaper of Taz GoveaNment.—About the time the Dowinion Government was being formed, an offer of $800,CO0 was made to this Island, and it was thought by a great many that this would be sufficint to induce the people to go into Confederetioa, that it would be cnough to buy out the proprietors claims. But it should be re- membered that that was an offer of the Nova Scotia aud New Brunswick Delegates, and was not confirmed by the Cauadiaaus, and if the people of this Island bad joined the Union it is very doubtful if these promises would bave been fulfilled. I believe the people of this Island are satisfied that they are better off in their preseat posi- tion than they would beif connected withCanada even had they obtained the $300,000, There was no guarantee that the Dominion Government would pass a compulsory measure to settle the land question, and from the Des- patch from the Colonia! Minister now before us, we may infer that such @ measure would not be sapotioved by the British Government, . If the proprietors were _—s to sell, the Dominion Government elthough they offered the $300,000,would not be calied upon to pay it. If ever this Isiand does enter Confederation it will be when matters sre going om more smoothly then at pre- sent. i
