1. The holding of Conventions is the rule throughout America.
2. The Hon. J. C. Pope introduced in to this $Island this mode of selecting can- didates, and was himself selected by Con- ventions, though he was Leader of the Party, though he had but a year or two previously been a successful, and not an unsuccessful, candidate,
3. The holding of Conventions gives a good start to canvass; for the nccess- ity of selecting and sending delegates brings the business in a practical shape before the people of all sections of a con- stitutency at the same time.
4. The holding of Conventions forti- fies and strengthens the candidate who is selected ; for it the Convention be pro- perly appointed and corducted the nominee of the Convention is the nomi- neer of the party by its supporters in all parts of the constituency.
5. The holding of Conventions, has not, hitherto, been the cause of any dis- agreement; on the contrary, it has in- variably promoted harmony and intelli- gent aud united action throughout the ensuing campaign.
6. It Dr. Jenkins has claims on the Party superior to those of the Hon. T. H. Haviland, the Hon. Donald Fergu- son, and other gentlemen whose names have been mentioned in connection with the candidature, those claims will surely not be prejudiced by being considered, in a reasonable way, by a Convention of friends and partisans.
7. Looking to its future well being, the Party will not do that which is wise, if they allow the Conventional mode of select- ing candidates is to be overlooked in this instance ; for it may happen, perhaps, on the eve of an important election, that some unmavageable man, who may think he has a “‘call” to be a candidate, and who cares but to gain his own ends, will cite this precedent and come out in spite of everything, to our confusion and discomfiture.
We offer these few reasons for holding a Convention, to the careful con- sideration of our correspondent “A Liberal-Conservative,” as well as to the consideration of all others who may hold the same views. Other reasons might, of course, be offered.
—To show how far the tyranny of exclu- siveness is carried in the Mother Country, Mr. Sanford Fleming, in his new book, relates an amusing incident. In one of his excursions from London he was travelling in the same compartment with a lady and gentleman. A spark got into the lady's eye; the gentleman did not know what to do, and the lady suffered much pain. Mr. Fleming, addressing the gentleman, said that if the eye was kept moist the pain would be lessened. The party addressed barely replied. The lady con- tinued in pain. The train stepped for three minutes at Swindov. Mr. Fleming took his flask, made a rush to the re- freshment room, carefully washed the cup, filled it with water, and took it to the carriage. He offered it to the gentleman and suggested that a handker- chief moistened with cold water should be applied to the eye. His offer was curtly declined. It would be interesting to learn the name and rank of this bloom- ing British cad who thus repulsed one of the most eminent men in America.

These two young gentlemen have just carried off the degree of Bachelor in Theology and Canon Law. Out of a large class but a very small number merited these honors. One French wife and several wives in Constantinople are still contesting the will of the Tunisian General, Mahmoud-ben- Ayead, who died four years ago, leaving 300,000,000 frances, showing that Mahmoud had ben-Ayead of a good many people a considerable way.
The London Times ostentatiously an- nounces that the Queen's gracious gift of her little book to the English hospitals is invariably accompanied by ‘‘the Royal autograph on the fly-leaf.”’ This warrants the presents to hospitals—there is no place where fly-paper is more useful.
A correspondent who witnessed Ben Butler’s triumphant entry into Chicago thus describes the venerable political battering- ram: ‘‘He presented a striking likeness to Henry Ward Beecher, especially about the mouth and chin and in the complexion, and with his breath made short by being pushed and hustled and a kind of engaging look about the face, he looked like the well-fed Beecher of to-day. He wore a straw hat with a black band and his old black swallow-tail suit.
Graziers in the State of Texas are seriously alarmed at the fecundity of the prairie dog. These pests thickly inhabit a tract of country 2,000 miles long by 250 miles wide. They eat the grass in summer and the grass roots in winter, so that it is said that a region which a few years ago was the finest grazing ground in America is rapidly becoming a verdureless desert. The Albany, Texas, News says that could they be destroyed instantly, as by a stroke of lightning, the price of land in all the regions described would rise 100 per cent. as soon as the fact was known.
The original estimated cost of the Pana- ma Canal, which De Lesseps expects to finish in 1884, was six hundred million francs. Nearly haif the allotted time of seven years has now expired, and not far short: of $60,000,000 has been expended. The disposal of the 60,000,000 cubic metres of earth from the hilly sections is proving a difficult problem. Only one-thirtieth of the necessary work has yet been accom- plished. Forty-one hospitals have been erected at a cost of over $3,000,000 to accommodate about 400 patients. The most serious obstacle to the completion of the canal is the Chagres River, which is small and sluggish during the dry season, but bacomes an almost irresistible torrent at the wet season.
The Montreal (/azette says : The remarks made by Mr. Hugh McLennan at the meet- ing of the Board of Trade, on the effect of the reductions recently made by the differ- ent interests, commencing with the govern- ment, connected with the inland transport trade, will be read with pleasure by those concerned in the transportation business of the Dominion. It is the opinion of that gentleman, than whom there are very few more qualified to speak with authority, that very great advantage has resulted from these reductions. The export. trade of the port will probably not compare quite favourably with ‘ormer years, but it will compare favourably with that of other Atlantic ports. Mr. McLennan also re- gards the outlook for an improvement in the lake navigation business as exceedingly cheering, and attaches great importance to the development of the Northwest and the establishment of the route via Port Arthur.
A series of experiments with dynamite charges against iron targets made at the naval battery at Annapolis, Md., show that nothing can be accomplished with this ex- plosive until a better method of utilizing its force in naval warfare has been discovered. The charges were detonated in actual con- tact with the face of the plates. Charges of five pounds and ten pounds produced no effects. A twenty pound charge produced an indentation about six inches in diameter and one-tenth of an inch deep. After a thirty pound charge the indentation was three quarters of an inch deep over an area two feet in diameter, and two bolts were broken and the outer plate somewhat bent. After a forty pound charge another bolt was broken and the indent deepened to one and a half inches ; the outer plate sprung out two inches at the edges, the backing being uninjured. After a fifty pound charge two more bolts were broken, the indent was three inches deep and two and a half feet in diameter. All the plates were sprung at the edges. One of the _ timbers of the backing was somewhat splintered. After a seventy-five pound charge the indent was seven and a half inches deep and three feet in diameter; the outer plate was cracked in the vicinity of the indent; all the bolis were badly strained, but were still unbroken. The structure, after 265 pounds of dynamite had been exploded against it in charge as enumer- ated, was practically uninjured. A strange thing has happened. The Tor- onto Globe's Ottawa correspondent says that Major ; Tilton, the new Deputy Minister of Fisheries, is a competent man, and that the appointment is a good one. A_ physician was sent to diognose the correspondent, but he could give no satisfactory explanation of the phenomenon. —H-», Herald.
It is said that two discoveries of large bodies of anthracite coal have been made in northern Mexico. The accounts of these coal beds which have reached San Francisco are extraordinary, and if the experts who are going to examine them should find them as stated the results on mariufactur- ing in San Francisco and vicinity will be very important. It is said that the cost of mining and transporting, with a fair profit, will not exceed $6 per ton.
The question of women voting in church meetings, which aroused such an interest- ing discussion at the last meeting of the Auglican Synod of Toronto, has been dis- cussed also by the Synod of Fredericton. The question in the past seems to have been with respect to all churches, while that here related to free churches only. The Fredericton Synod voted the proposi- tion down by a vote of nine clergymen and five laymen against thirty-two clergymen and twenty-two laymen.
The New York “Herald” complains that a large part of the American navy was left out over night and was run down and damaged by a British merchant vessel. The complaint is timely. We have thought for some time that the Americans were most recklessly exposing their navy to many unnecessary dangers. They should be very careful not to let it go near the water except in charge of a good reliable boy. It is not in robust health, and might venture too far out and get lost.
General George B. McClellan, Brayton Ives, John C. Barron, Oliver Sumner Teall, E. Harrison Sandford, A. A. Sumner, Thomas Lyons, John J. McCook, George B. Post and others have united in a com- pany to operate probably the largest cattle ranch in the world. It is in Grant County, N. M., and is about forty miles fron east to west and sixty from north to south, comprising about 1,500,000 acres of grazing land. There are now some 16,000 head of cattle on the ranch and it is intended to increase the herds to 80,000 cattle.
The newest craze is finger-nail cameo. There is an engraver in Philadelphia who is doing a rushing business cutting minia- ture portraits on finger-nails. He has recently invented an etching process, by which he can produce an excellent likeness of a person on a nail in less than half an hour. His patrons are mostly young men, who want portraits of their sweethearts. Some of them pay as high as $50 for the job, but a majority are satisfied with cheaper work. The picture will last about four months, that being the average life of a nail,
A pleasant little story is related by a cer- respondent of an English agricultural journal. A few evenings back a constable at East Renford observed seven wornout horses proceeding to the station from the direction of Doncaster. A cart accom- panied them, in which were the carcasses of three dead horses. It was mentioned by a man who was with them that the whole lot was consigned to Hartford, where they were to be converted into meat pies for the London market. One of the animals could only breathe through a tube fixed in his throat.
It is strange what little circumstances often change the course of a man’s life and lead to fortune. A gentleman who has known Commodore Garrison for years says when his fine Mississippi river steamer, the Jonvoy, burned at Memphis with 1,200 tons of cotton and produce on board, the Commodore had set his heart on another famous steamer, and being unable to buy the small share in her held by the bar- keeper, after he had secured the refusal of all the others, he left in disgust and went to the Pacific, laying the basis of his fortune at Panama before going to San Francisco,
The richest little girl in the world is the seven-year-old daughter of Captain George H. Perkins, of the navy. She is worth $7,000,000 in her own name, the amount having been left her by her grand-father, William G. Weld. of Boston. Mr. Weld was the father of the little girl’s mother, and when he died four heirs, including the child, came into poasession of the bulk of the fortune, $28,000,000, which was divid- ed into for portions. The sum of $20,000 and a valuable residence in Boston was bequeathed to Mrs. Perkins, and $20,000 annually to be used in caring for the little millionaire heiress until she reaches the legal age.
The last Canadian census shows 1,300,- 000 French-Canadians, and only 881,000 of English origin, giving us a majority of about 400,000. The French Canadian population increases much more rapidly than that of any other origin. We must also count the Scotch, who number them- selves among the English. There are 700,- 000. The united population of the two races give them only a majority of about 200,000 over us, and if we calculate the rapid increase of our population at the same rate as in the past, we have reason to believe that in twenty years we shall have outstripped both English and Scotch, and probably have double the number of the former.-—Le Monde.

10,000,000 galions of water daily for Brook- lyn wili be pushed forward as rapidly as possible. The water will be drawn up from wells, and the contractors are to be paid at the rate of $36,000 for every million gallons furnished. This isa part of the work provided for by the resolution of the Common Council of June 2, which author- izes the sam of $440,000 of water bonds to cover the $360,000 to be paid to the con- tractors, and $80,000 for the cost of land,
