THE MAYOR'S REPORT.
We have vot yet had time to look care- fully through the statement of the civic accounts for the past year as submitted to the City Council last evening. But we publish a fall report of the Mayor’s annual widress. It ie pleasing to pote that his Wership makes public acknowledgement of the ability and zeal displayed by Mr. Davison, our efficient City Clerk, ana by Mr. Vanlderstine, the City Collector, upon ‘whom the labor of getting in the money and preparing the accounts for preseotation within tea days of the close of the year has devolved. If it
is important to have a good City Council, it equally (perhaps more) important to have and keep efficient and honest officials ; and | it is but right that the Mayor, representing the citizens at large, should make special mention of official conduct which is worthy of commendation. We should like to see our civic officials vie with each other as to who among them will give the moet zealous attention to the interests of the town.
The fact that Victoria Park roadway has cost, close npon $13,500 will surprise many persons ; and we bave no doubt that che accounts in tha: regard will be rigidly scrutinized. Certainly the work has effected a great and permament civic improvement. But that is not a good reason for unduly adding to the cost of the work, and we hope that investigation will prove that this has not been done. What bis Worship says concerning the necessity of finishing the work and improving the condition of government pond is well said. We hope that his suggestion will, ere long, be carried ioto effect and the Poad,as well as the Park, made atiractive and creditable to Charlottetown. Of course, all such improvements will cost mnoney for which the citizens of the future’ aa well as of the present, will receive full value if only the money be economically
expended. That our civic financiers have managed to make ends meet, notwithstanding
several considerable extraordinary expen- ditures, is gratifying to the taxpaver— though it ie, on the otber hand, a pity that the emall surplus ie made up by the pre- ruiumé oa a sale of debentures issued upon capital account. If -he debentures had not been sold at a premium, there would have been a emall deficit. Strictiy, we chink, the tlittle windfall ovght to bave

SITUATION IN AFRICA,
Britain and France in the Nile.
New York, Jan. 9—The London correspondent of the Evening Post says: The Chamberlain spirit is very noticable in this week’s developments of the British policy in the Nile country. Englaod’s little army would not, especially in this moment of anxiety in China, India and South Africa, be called upon to supply four battalions to proceed up the Nile to Halfa, and probably to Berber, unless serious state reasons required the step. The natural i:clination is to connect the move with the probability of accurate reporte of a French occupation of Fashoda, above Khartoum, but below the junction of the Balar el Ghasset with the main stream of the White Nile. The occupation seems nothing 1.0re than what the Spectator calls today “A French try-on.” The strong British pretests, which are certain to be made on the line of the official declaration in the house of commons in 1895 thax Eogland would regard the foreign occupa tion of any post on the Nile as an unfriend- ly act probably will produce the French reply that tLis is merely a French semi- official scientific expedition againet which Eogland cannot reasonably protest, seeing that she does not pretend to occupy the whole Nile valley. Suppose, horvever, as the Spectator suggests, that England were to get into d fliculties within the next year or two, aod be unable to take a firm line with France the expedition might be come strictly official, with the virw of helping on French dreams of a French line acrose Africa, from the Atlantic to Obok, cutting across the Nile waterway. Hence the importance of England’s resolve to make av immediate forward move up the Nile. The despatch of British troops also probably means thatthe British tax- payer, not Egypt, must be prepared to pay the bills. “For the forward folicy ip Egypt the best thing that could happen for England would be forthe Kbalifa to attack Berber, which is so impregoable that Genera! Kitchener would be able to deal a decisive blow to the Dervishes and to Myhidism.
