5 As anticipated in these columns on Wednesday. the conference of federal and provincial government leaders in our Island capital reached agreement. in principle on a formula for amending Canada's constitution without recourse to the British Parliament. The details will be turned over to a federai~provincial conference of attorneys-general; and some disappointment was expressed yesterday at the delay which this procedure will involve. Some of the participants had hoped for “final action" in Charlottetown. But surely this was an unwarranted expectation from the. start.

There are many details to be ironed out. and we are in full agree- ment with a statement attributed to Premier Lesage to the effect that the attorneys-general should be given time. in which to accomplish their task. What purpose would be served by undue haste in a matter of this kind'.‘ The constitution has waited a century to be "repatriat- ed." and it can wait a few months longer to insure that the. job will be properly done. The. important thing is the agreement in principle

which the Charlottetown confer— ence brought about. To some. provinces, indeed. a

matter of more pressing concern is the question of social priorities and their relation to the. federal- provincial tax structure, with which this week’s meetings did not at- tempt to deal at all. A conference on this subject has been proposed by Premier Rohlin of Manitoba. to the end that Ottawa and the prov- inces might establish priorities for such programs as education. pen- sions and health insurance instead of dealing with them in the present haphazard manner. Prime Minister Pearson is understood to have as- sured Mr. Rohlin that his suggestion would he considered by the federal- provincial committee soon to be

established to study the nation's tax structure in depth. Another matter about which

there is concern are the proposals for allowing proVinces to opt out of cost-sharing programs in return for income tax abatements. This ar- rangement has reportedly run into a snag. No reference was made to it in, the. reports of this week's con- ' i forence. but it will have to be dealt : l with very shortly.

Not only did the resolution ltaelf serious- ly dampen the fervor of his distinc- tive flag supporters. but by making it a piece of ordinary Liberal legis- lation. Pearson also transformed the flag from a national to a partisan issue. '

“This allowed Diefenbaker to unite his members (except those from Quebec) behind the anti-maple leaf filibuster. Had Pearson first submitted his flag proposal to a parliamentary committee (which at the time. he could have packed in his favor) he might have been able to table a bill assured of bipartisan support."

Mr. Newman. who raised the hackles of many Conservatives by his critical book on Mr. Diefen- baker's record in office. has also this interesting comment to make:

“The Conservatives’ filibuster has not (as is generally believed) prevented Parliament from dealing with a backlog of essential legis- tion. The Liberal administration. unaccountably. has no major bills ready for debate. The pension plan. which was supposed to be the show- piece of the Liberals' first year in office is now in its fourth. sad mu- tation.

“But the Tory filibuster has suc-

Still Hanging On

Among the candidates appeal- ing for support in the U. S. elec- tion campaign is Earl H. Munn. who heads the national ticket- of the Prohibition Party in the United States. And this gentleman feels the time has come to let the Ameri- can public know that the Prohibi- tion Party is 'not just a one-plank party but. a. party standing this year on no fewer than 26 planks which deal with a full range of problems confronting the nation.

He would, in fact. like someday to see the very name of the Prohibi- tion Party changed, perhaps to the American Christian Party; but. many staunch Prohibition Party members strenuously cppose a name change. That. at least. is something for which we can commend them. Prohibition has spawned enough hyprocrisy without the party itself attempting to sail under false colors. It gave its name to the worst crime era in American history. So long as it survives politically, it should be known for what. it is.

The surprising thing is that it has survived even as a splinter group. The party last year was able to get on ballots in 11 stateth hopes for 25 states this year—by crusad- ing for moral reform generally. It is calling. among other things, for “truth. honesty. justice. equality, sobriety. and integrity in govern- ment." for economic conservatism. military preparedness. separation of church and state. and support for civil rights "free from violence and *or arbitrary pressure tactics from whatever source."

Only in the last plank of its platform is the arbitrary pressure tactic of Prohibition hinted at. and then only remotely in the state- ment that "of all the unfortunate mistakes of our government and people none has been worse than the legalization of the. liquor traf- fic."

Mr. Munn insists that the Pro- hibition Party is neither a. temper- ance society nor a baiance-of-power group. "We are a reform party." he says. "And taking over the gav. ornmant is clearly our goal.”

Perhaps not this year. though. he concedes reassuringly.
