It was the duty of the president to have every poll functioning properly. and every- thing in readiness when the elect- ion was called. It was possible, he said, that a federal election would be held next year. and preparat- ions should be made in ample time. It was incorrect. to state. he said. that the province at the present time wits booming, in that although the farmers as a whole may have taken in more money. the cost of production and marketing had also risen enormously during the past number of years. It was also possible. he said. "that we are sending more money out of the province, for farm machinery. feeds and taxes. than is taken into the province. The debt on the province is increasing," he contin- ued. "and we have no new natural resources developing to balance it. It was his opinion that the present government had not instituted an agricultural policy. a road policy or an education policy. He urged young men and women to enter politics, to become interested in the affairs of the province and the nation. and to assist in the work of government. At this time. he said. i.he party was organizing with a view to presenting a policy to the people and thus to help the devel- opment of the province. Major John It. MacDonald. M.l.. Mr. Hughes then welcomed the seventy-eight teachers to the sessions of the convention.

Much concern was expressed at

the unexplained absence of the Chief Supervisor. Mr. Malcolm Maclienzle. The time was ex- ceptionally well spent, however. in group discussion of questions passed by the Teachers' Feder- ation. The first topic discussed was the non-availability of the

course of studies before the open- ing of school in the fall term. It was the general opinion of the group that if the course of stu- dies was available from the Dept. of Education before the closing of the school year in June that teachers could more efficiently plan their next year: work and thatlstudents would be able to purchase their texts in advance. Latin Discuss l A lively discussion followed on the subject of Latin in the schools. The fact that Lntin is taught in the city schools nnd in Convent: throughout the Province. and that a second foreign language is very frequently required for University work. and thnt the beginning course in Latin as now offered at Prince of Wales College is quite advanced, shows the unfair disad- vantage under which l"LIl"flI stu- dents are placed when they enter Prince of Wales College. The sug- estion was made that if Geo- graphy. Hygiene and Canadian History were taken from the Grade K curriculum, if the Junior Entrance examination plan were relurned, that there would then be time for Latin on the Grade X curriculum again. Of the seventy- eight teachers present only four showed that they were not in favor of Latin being taught in all schools.

A heated discussion of the pre- sent. Grade VIII examination led o is frequent expression of the aloe value of this test. Many con- sidered it a most unfair test of the year's work. Much resent- ment wiui voiced ngainst the Dept. of Education's attitude of sc('reC.V with respect in questions asked on the examination. It was gen- erally heiieved that if it student passed this examination he should be graded although this in itself is not the only standard. Mi. Brehaut. the lociil supervisor. stressed this view of the Dept. of Education that these examinations are meant to serve only as a guide.

Mr. Brehaut suggested ways in which teachers could build a more homey atmosphere in schools. Mr. Bre- hnut stated that kind words will start a chain reaction of encour- aging results. Mr. Brehaut urged teachers to develop as efficiently as possible the international corre- spondence projects sponsored by the Junior Red Cross. He was of the opinion that more interna- tional goodwill might be fostered in this way than by the U. N. or NATO.

F. during the past year, stated that despite the fact that the small increment in salary granted was laid to be the only increase possible for at least five years. the T. A discussion period followed in which the feasibility' of rotating centres for rural convention was brought to light. It was felt that a newneu would be added to each convention and that larger centres might be more suitable for the accommodation of parents and other interested citizens who might care to attend various sea- lions.

Mrs. Philip Rou, principal of Vernon School. gave a highly in- formative demonstration on con- versational language. She urged every teacher to be a teacher of English and to present a good form of spoken English to stu- dents. Locaillml should be disre- garded. After discussing the THOSE common 9I'l'0I'l. MTI. R055 suggested that pupils be encourag- ed to listen carefully and critical- ly to good speakers.

Question Period

During the question period which followed . teachers expressed the desire to have a new Teach- ers' Aid in operation. In the study of social Studies it was felt that the textbooks prescribed continued to give rise to difficulties.

A practical talk on the teach- ing of Arithmetic was then given by Mr. Louis Herring. Murray River. A desirable psychological atmosphere is necessary in the teaching of Arithmetic, the speak- er stated. Students' confidence and interest are stimulated in such an amoaphere and this will In turn help in the building of good cit- izenshlp. Mr. Herring listed many helpful suggestions to be used in teaching Arithmetic.

The second session was called in order at 9:30 A.M. on Sept. 5 by Mr. Hughes. The minutes of the previous session were read and adopted.

Miss Mona Clay of the Dept. of Health and Welfare gave an in- teresting lecture on the teacher and the mental health of her pu- plls. Miss Clay pointed out the importance of a teacher knowing some of the emotional needs of her pupils. The most important of these are the need to be suc- cessful. the need to belong, the need for affection. the need for self-respect, the need for econ- omlc socurlly. freedom from fear. and freedom from intense guilt feelings. Miss Clay also laid em- phasis on the fact that each in- rlivldual child has a unique prob- lem. It. is essential that a teach- or first understand I child and than old him to understand and live with the symptom of his par- ticular problem. Good mental health or happiness is essential to success.

Mr. Malcolm MacKenzle. Chief Supervisor of the Department of Education led a discussion on the Course of Studies and textbooks available to the schools this year. Considerable concern was aroused by the revealing of the Minister of Education's disapproval of res- olutions in regard to the study of Latin being made by teachers in various conventions this fall. Mr. MacKenzie answered pertinent questions on all phases of the course of studies.

Addressing the afternoon session. Dr. L. W. Shaw. Deputy Minister and Director of Education. dis- cussed the great need for the study of science in the element- nry school. The speaker listed that this study should aim at helping a child to understand. ap- preciate. and adjust to his en- vironment. Dr. Shaw also spoke of the recent conference which he attended in Geneva Switzerland.

Miss Msrle Bowness of the Jun- ior Red Cross told of various pro- jects by which pupils could de- velop service, international friend- ship. and cltllenshlp.

Mr. Mugford gave a highly on- tertaining and informative talk on why a music program is planned for Island schools next year. De- ploring the extremely low stand- ard of culture in this Province. Mr. Mugford said that the study of music would aid students in recitation. appreciation. :elf-ex- presslon, character, speech. and posture.

Mrs. Willard MscKay then gave an animated talk on the painting

program which she conducted In the Vernon School last year. Resolutions The following resolutions were

then adopted:

"That the thanks of this con- vention go to Ulgg School Board for the use of the school for this session and to the Ulgg Womenis Institute for the excellent lunch provided.

"That thanks of this convention go to speakers and all who con- tributed to the success of this convention.

"That the course of studies be placed in hands of school board before end of school' year in or- der that teacher may procure same for study before opening of school term.

"whereiii it has been establish- ed that some dishonesty exists In the preparation of nature projects in Grade 10, therefore be it re- solved that. the preparation of such subjects for examination pur- poses be discontinued.

"Whereas there seems to be feeling among a number of teach- era here present that it would be
