Up to today there has been a temptation to regard what has been going on at Ottawa as a “war of nerves” -— part of the game of teeter-totter and tit—for-tat which seems inevitable whenever a min-

i ority government holds a tenuous . grip on power.

But yesterday’s refusal by the Conservatives to accept any limit- ation of debate on the flag issue, as part of a general compromise to expedite House business, and as announced by Prime Minister Pear- son, seems to wipe out the last ex- cuse for the thought that anything resembling a “game” is in progress.

Important Guests

Even in this year in which the Island has become engaged almost continuously in welcoming groups of important visitors — too many by far to be extended individual editorial greetings —- them is room for a special sort of welcome for a party arriving tonight.

Within it will be senior staff writers for many of Canada’s lead- ing daily papers from coast to coast, chiefly from metropolitan centres. Cities to be represented include Montreal, Quebec, Ottawa, Windsor, Winnipeg and Vancouver. They are writers who reach huge audiences and are of top rank in their particular fields.

During their stay here, which will extend until .Monday, they not only will be introduced to every facet of activity connected with the Fathers of Confederation Memorial Centre, but visit several Island com- munities, including Summerside and Cardigan, and have an opportunity to sample the mood of centennial celebration which has by now be- come general in the province.

Certainly it is to be hoped that these visitors will find much that is favorable and interesting to write about, arising out of their visit here, and that the ultimate result will be to add still further to the ever-increasing flow of visitors to the province.

Mos-t members of this party, of Course, come as old and valued friends, in the eyes of The Guard- ian, so this paper both speaks for itself and in behalf of all Islanders in bidding them welcome.

Without Apologies

Senator Goldwater is very much in the public eye these days, and an inside account of his political tac- tics should make a big hit with the reading public. Such a work is now on the book market, and is dealt with in a recent issue of the New York Times Book Review. It is entitled “How to Win an Election: The Art of Political Victory.” The author is Stephen C. Shadegg, a long-time professional in the field, who helped to run two of Senator Goldwater’s successful campaigns for the Senate, served as special consultant to the Republican Sena- torial Campaign Committee in 1959 and 1960 and then became Repub- lican State Chairman in Arizona.

According to The Times review, the ethical standards of Mr. Shadegg —and of Senator Goldwater also, if the author’s account is true—are illustrated by an episode unabash- edly told in the book. Senator Gold- water opened his 1959 Senatorial campaign with a bitter attack on his opponent, Ernest W. McFarland, for a vote he had cast some time before in the Senate. Unfortunate- ly the Senator's charge was based on faulty research and was prompt- ly disproved by his opponent.

Members of the Goldwater ad- visory team agreed that Senator Goldwater should apologize. Mr. Shadegg vehemently disagreed, and the Senator followed his advice. “We didn’t apologize and we won,” the author reports with sublime in- difference to all considerations of justice and fair play.

The Times review also quotes Mr. Shadegg as boasting that he took a lesson from Mao Tse-tung’s book on infiltration and applied it to American politics. The Chinese Communist had written that if he could infiltrate two or three men into a village, he would take the village. In the Goldwater Senatorial campaigns in 1952 and 1958 Shad- egg enlisted small groups of en- thusiastic Goldwater supporters in what he called “Cell Groups." These cadres infiltrated centres of 91)- position, disseminated information, enlisted other supporters and play- ed a major role in the Goldwater victory.

The cheerful candor with which the author sets forth his devastating revelation of political tactics and morals will perhaps not endear him to Senator Goldwater, but it is cer- tainly something for which the Democrats should be thankful at this time.

Whether or not this is the case it. is painfully appare at that in selecting the national flag of the Uni-led Kingdom for use in Canada to honor our Commonwealth membership, the government has ignored many years of Canadian con- stitutional development. The House of Commons resolution 44A, in its reference to the three maple leaves, refers to a Royal Proclamation of 1921. But Part B of the same resolu- tion. which gives special status to the Union Jack, goes b a ck even further and in so doing misses over 40 years of consti- tutional development from "co- lony to nation."

We Canadians have constan- tly exercised ourselves in search for a distinctive nation- al characte r. Through the ye a r s we have resisted the blandishments of those who would merge our identity with our south ern republic neigh- bors and in earlier ages we said "nay" to those who unrea- listically u r g e d an integral union with Britain in some ho- mogene o u a imperial federa- tion.

TRUE DESTINY

If on the other hand the Union Jack is flown from the Peace Tower nearly half a cen- tury of Commonwealth history will be ignored since this is precisely the symbol which would have been shown in our early colonial days.

Canada, the senior over- seas dominion, took primacy in developing the theory of equal status a m o n g those politic- al communities which all over the world developed great free political institutions under Bri- tish inspiration but without British domination. If there were reasons within the pre- sent governing party demand- ing more or less than Mr. Pear- son's three maple leaves, sure- ly the Canadian Ensign emble- matic of Canada's Common- wealth status should have been

U n d e r the present cir- cumstances we shall be unique among the c on n tries of the Commonwealth in having no flag illustrative of our orn- monwealth status and unique also in being the first country in modern times to legalize the flying of the flag of another in- dependent sovereign atate. ’Communist Conodo’

The John Birch Society. one of the better known missionar- ies of reaction in the United States, has now turned its con- spiratorial eye upon Canada. Since this organization makes a point of finding Communists everywhere it looks, it should not the surprising that it has ‘discovered’ quite a number in Canada.

In fact, according to the John Birch Society, persona no less renowned than Prime Minister Icster Pearson and Leader of the Opposition John Diefenbak- er have consciously contributed to the spread of Communism in Canada. And, as for Canada as a whole, the Society delivers the intriguing verdict that this country is 50 to 70 per cent Com- munisc controlled.

This idiocy is quite typical of the John Birch Society. And is- deed, Mr. Pearson and Mr Dlefenbaker may consider them- selves in good mpany. A while ago, it may be remembered, the Society announced that no less a

figure than President Eisenhow- er was consciously acting as an agent for (the international Corn- munist. .

Normally, all this would be worth a' good laugh, and nothing more. But it is worth remark- ing that a considerable number of delegates to the San Francis- co Republlcan Convention were Birch Society members.

The John Birch Society, of course, represents only a fringe of the current reactionary up- surge in the United States. But it is an indication of the irration~ silty and persecution use-his of part of that upsurge.
