The festival of Thanksgiving is of primitive origin, but comes to us renewed in meaning every year. The fields again are bare, the crops are gathered in and the rich fruits of the soil are stored away. All that is left before the long pause of winter is a brief moment of colour, fading in a sad flutter of leaves. But there is time—and there is need—for this last ritual in which we turn to'the simple symbols that have been called ' up age after age in gratitude for the good things of the earth. They make the language of thanks—on the altar and in our homes.

We in this country have good reason to be thanka for the mani- fold blessings we enjoy. If we can-' not relate our physical wellbeing to that of the hundreds of millions on the edge of destruction throughout the world, we can at least recall our own not-so-distaut past, when there were fewer material comforts, and when ills and dangers of which we know nothing today were common- place experiences. Here, for instance, is the text of a proclamation issued by the Lieutenant Governor of this Province, Sir Dominick Daly, in the year 1854, in words which still glow with the warmth of, feeling that the occasion inspired: '

“Whereas Almighty God has been pleased, in His infinite mercy, to spare the Inhabitants of this Island from the ravages of the Cholera, which has smitten down great num- bers of the creatures of His hand elsewhere; and moreover has, in His great goodness, rewarded the hus- bandmen of this land with a bounti- ful harvest this season: I have thought fit, by and with the advice 'of Her” Maj e’sty’s' Executive Council, to issue this Proclamation, enjoin- ing that a General Thanksgiving to Almighty God for these His mercies be observed throughout this Island, on Thursday, the 19th day of Cote? .ber next; and I do entreat that the Said day of Public Thanksgiving be reverently and decently observed by 1111 Her Majesty’s subjects within this Island, as they value the favour of Almighty God; and that all minis- ters do hold public services in their respective churches or chapels on that day.”

For our Roman Catholic readers this Thanksgiving season falls at a time of deep mourning for their be- loved spiritual leader, Pope Pius XII. But it is with gratitude that they will turn to the Giver of all gifts for his long and illustrious life, as well as for other blessings they have enjoyed in common with our whole community, Province and Nation throughout the year. It is, indeed, in times of sore bereavement that we lean most upon Divine guidance, and lift our hearts most fervently in hymns of praise for God’s infinite ' merc1es.

A Pleasant Story

The materialistic impulse is so strong in human relations these days that it is a temptation to think that genuine kindness and neighbourli- ness are forgotten virtues. They are not, however. Every now and again a news item comes our way to prove that the charitable, friendly spirit is not dead.

Take this item from Graysville, Manitoba, for instance: “William Reid and his family, who live on a 320 acre farm in this small com- munity, have run into more than their share of bad luck this year, but they still are thankful. Mr, Reid, a

farm operating most of the summer with the help of his four children. Then in mid-August the four child- ren were in an automobile crash. One son was killed. Another son and his 17-year old twin sisters were taken to the hospital. When harvest time arrived, the two girls were still in the hospital and the surviving son just discharged and unable to do hard work.

farm and took over completely. Men on tractors, combines, disks, hay racks and balers went to work on the Reid fields. Inside the house, farm women prepared lunch for the men. It is good to read about this sort of thing wherever it happens. It con- veys a touch of brightness. It lifts up the heart. '

Not Hopeful

It is beginning to look as though nothing much can be expected from the Geneva conference on ways and means of bringing about an end to nuclear tests. The Russians, who suspended tests last March—prob- ably because they had all the infor- mation they needed for the time being—have resumed them and even threatened to carry on beyond the Oct. 31 date. The Americans and the British, for their part, have said that unless the Russians stop by Oct. 31, they will feel free to resume their tastings.

Meanwhile, the Russians want the Geneva meeting to be held on a foreign ministers level; and the Americans want it to be held on an ambassadorial level. Just why one level is preferable to the other, neither side“ has said; but it does seem a small thing about which to quarrel.

India’s proposal in the United Nations, calling for an immediate suspension of tests by the United States, Britain and the Soviet Union, pending an agreement at the Geneva meeting, would appear to meet the situation well, at least temporarily. But there is slight: chance of its being accepted. If the Russians were to favour it, the Americans almost certainly would reject it-‘L-and vice versa.

Prince Edward Islanders are proud of the showing made by Carl Willis and Glen Morrissey at the Canadian Plowing Championship contests at Crysler, Ontario. Carl, who hails from Cornwall, has qualified for the world meet next year in Northern Ireland. It is to be hoped, despite his studies at Macdonald Agricultural College, that he will be able to make it.

The Vancouver Province h as apologised to Premier Bennet for having made an error in a statement regarding an alleged financial tran- saction by Provincial officials. A dependable newspaper is one that does not hesitate to criticize a government when it feels such criti- cism is valid and does not hesitate to admit error when the facts de— mand, it.

at a: a: , Starting on Tuesday and continuing till October 27, the Canadian National Institute for the Blind is making its annual appeal for funds in this Pro- vince. It is not necessary to labour the need for this worthy campaign. Last year 100 persons were assisted from Institute funds by examination, glasses, etc., forty-three for the first time. It is to be hoped that, as on oth- er occasions, the response will be

[prompt and generous.

~ Russian philosophers have a new problem to cope with. Having thought that religion was on the way out, they are now faced with the prospect of its revival. This is the gist of an article in a magazine called “problems of Philosophy”. It says that the revival is caused by “influence of the capitalist camp" and adds that mankind will reach peace by the struggle of the masses against the imperialists and not by a religious outlook".

Nasser has been comparatively quiet (since world attention shifted from the Middle East to the For- mosan straits. But renewed blasts of vllificattiron from the Untted Aralb Republic’s govermnentrcon— trolled radio may mean that the dictator is ready for a. (new phase of his pain-.An‘alb campaign.

He has consolidated his domes- tic position by appointing I8, 21- man cabinet to rule the U.:A.R., just over eight months after it was formed by the union of Egypt and Syria.

The universities of Canada are not only faced with the problem of accommodating all the stud- ents who will wish to enter; they are also faced with the problem of making it possible for those students to enter who have the talent but not the money.

As matters now stand, the um lversities have a number of those who oughtmot to be there, while they are not educating a num- ber who ought to be there. Yet the suggestion that free univer- sity education should be available to all is hindered by hesitations over the costs. And there may also be some question whether governments should be expec- ted to pay all bills, if there is some reasonable alternative. ALTERNATIVE

There is such an alternative. This would be to lend to quali- fied students the money to as- sist them through their univer- sity training. This money would then be repaid, and lent to other deserving students. In this way, the funds would revolve. Their power to provide educational op- portunities would be everlasting.

Such a plan is suggested in the current issue of the magazine, Canadian Business. The writer of this article. Dr. Dawson, sug- gests that students should be re quired to repay the money bor- rowed. over a maximum period

WASHINGTON — Foresters are using everything from bombing planes to television in an up-to- da'e campaign against man's an- cient enemy —,— the forest fire.

Some 500 blazes flare up in American woodlands each day. But comparatively few get very far, thanks to' new techniques and equipment, the eternal vigi- lance of the fire fightens, and in- creasing cooperation from the public.

In 1957 the United States had 83,391 forest fires. It was a light year. The annual average for the decade ended in 1950 was 182,000 fires and the burning of some 21,- 622.000 acres -— an area larger than the State of Maine. Blazes caused $392 million worth of dir- ect damage to timber and pro- perty each year during the de- cade. and they took scores of human lives.

To reduce the fire toll. the Forest Service of the Department of Agriculture has used many new devices. Surplus World War II bombers have been converted into uater bombers. They can drop about 600 gallons of water on critical points durng a fire. Television cameras enable a sin- gle ranger to watch vast stretch- es of woodland at once. Sighting a fire from two TV cameras helps to pinpoint a blaze so that c» (\s can reach it quickly.

Since most graduates have, by their university training, been given opportunities for higher earnings, they should be in a pos- ition to make repayment. Any such fund could be insured, to take care of default of payment through illness or death, so that the total amount in the fund would not be reduced. ADMIRABLE PLAN .

This seems an admirable plan. It would make university educa- tion available to more who de— serve it and who would be ready to assume I reasonable obliga- tion.

Even at the present time, unlv. ersity graduates are expected to make some repayment to their universities, especially ‘through the various alumni associations. Every student receives far- more from his university than he can ever repay, and the scale of gra- duate giving has increased im- pressively in recent years. The repayment of money borrowed would be, in a way, an exten- sion of this sense of obligation.

REQUIREMENTS

The main requirements for sel- ecting students for such loans would be their mental capacities, their scholastic records, the re- commendations of their teachers, and their proved need for finan-

menting with infrared radiation detectors that can ‘see” through an overcast. In theory. such de— tectors. scattered through a for- est, could provide instant warn- ing of any blaze. Unfortunately, the detectors are liable to give falst alarms, touched off by such things as sun — heated rocks.

Parachuting fire fighters to the scene of a fire has become stan- dard operating procedure in some forests. The “smokejumpers” can reach a fire quickly and put it out before it has a chance to spread.

But the best fire is still the one that never starts. Scientific re- search has suggested. a number theoretical ways to prevent fires from starting. Rain making by such techniques as seeding the clouds with silver iodide crystals — might be used to increase rain- fall during dry spells.

Students receiv- ing such aid could simplement their funds by summertime work, and they should be considered as candidates for bursaries. scholar- ships and prizes, as are other stu- dents. The loans need not, per- haps ought not, cover all ex- penses, but should be suffici to make a university ed a- tion possible, if the will to have it is also present.

In this article it is suggested that such funds might be admin- istered by the National Confer- ence of Universities. But the plan would seem a flexible one, suitable for other arrangements. FROM CORPORATIONS

It might find support not only from governments but from cor- porations. For the money given to such funds would be some- thing more effective than endow- ments, which yield only the a- vailable rate of interest. In such revolving fiunds the whole amount would be placed at wbrk, and would then renew itself.

The importance of university eduction does not lie in how many are given it, but in the quality of the students who are educated. The student who would not only have the. ability for a university education, but would be ready to assume the obligation of repaying the assistance given him would seem a particularly admirable ap- plicant for admission. And no university would be any the worse if some mediocre student had to be excluded to make room for him.

Even though coal mining in- juries have been reduced 64 per cent in the past eight yeans, this is still the most dangerous occu- paton, according DO the statistics published recently in “Patterns of Disease.” The percentage of mining injuries which result in death remains higher than for any other industry. TEMPORARY DISABILITY Fortunately, most industrial ac- cidents {involve only temporary disability.

There were 48.24 injuries per 1,000,000 man hours worked in coal mining operations in 1956. Lumber and wood products work (excluding furniture making) was the next most dangerous occupa— tion with 38.9 injuries per 1,000,- 000 man hours. , OTHER HAZARDOUS FIELDS Next comes construction, 31.2; trucking and warehousing, 30.2; mining and quarrying other than coal, 27.9; ship and boat build- ing, 19.9.

Food processing is close be- hind, 19.0; then furniture and fixtures. 17.7; the wholesale and retail trade, 12.5; hotels, 11.9. Private transit ranks next, 11.7,

and railroad equipment follows,

10.0. The injuries incurred in the manufacture of railroad equip- ment carry the greatest danger of permanent disability.

Next in order are printing and publishing, 9.2; chemicals and al- lied products, 8.1; prr-ivate hospi- tals, 7.5; public utilities (non- governmeut), 7.2; apparel and other finished textile products, ordnance and accessories. 5.1.

AUTO HAZARDS

The manufacturing of autos is the next most dangerous occupa- tion, 5.1. This follows the railroad euipment industry in likelihood of injuries causing permanent disability.

Finally, come aircraft manu- facture, 3.4, andtelcphone man- ucfiacture, 0.8.

I haven’t listed agriculture be- cause it isn’t an industrial occu- pation. However, it is a danger- ous one. In fact, one of our most hazardous ones. Most farm ac— cidents (44 per cent) occur in file barn or barnyard. Principal caus- es are machinery, falls and farm animals.
