Orrawa, June 3.—After a vigorous discussion in the Senate, yeaterday, Senat- or Miller’s the franchise bill was adopted last even‘ng by a divisior of 13 to 34.

Hon. Mr. Mills had refused to accept the ameodment. The amendment thus carried is word for word with the amend- ment rejected by the House of Commons on May 18th by a majority of 40. There is therefore a conflict between the two Houses.

The House of Commons will, on receipt: of the amended bill, refuse to concur in thie amendment as being repugnant to the principle of the bill, and it will then go back to the denate for them to reconsider their action or abide by it. If they abide by it, then the plebiecite bill is thereby killed, because clause six of the plebiscite bill enacts that that the question shall be submitted to the electors under the fran. chise act of J898. Ifthere is no franchise act of 1898 there can be no action under a plebiscite bill.

The Senate Conservatives who voted against the amendment to explain their position by saying that the government iad refused to accept the amendment and though they approved of the amendment they did not feel like taking the responsi - bility of killing the bill and with it the plebiscite measure.

But is not reasonable to think that the government care less for the twe bills than it does to prevent an appeal to judges ia the two provinces that do not now have it.

Sickness at Tampa.

Tampa, June 2.—There is considerable sickness among the soldiers of the 71st New York volunteers, and, although only one fatality has occurred 60 far, sevéral roem bers of the regiment are seriously il). Most of the sickness is due to tbe change of weather, altbough lovg hours of drilling in the intense heat to which the North- erners are unaccustomed, have zesulted in several prostrations.

Bonnar, June 3.~—A terrible conflagra~ tion is raging at Peshawar, a fortified town of Northern India, capital, of the district of the Punjaub Province.

The fire bas already destroyed 4,000 houses, doing damage to the amount of about twenty million dollars.

It is supposed to be tne greatest fire fon record is India.

DETAILS OF THE FIGHT.

New York, June 2—The Journal bas a derpaich from Cape Hayuan, purporting to give the details of the Santiago fight. It says:

‘Lhe torpedo boat Porter arrived at St. Nicholas with despatches for Washington. She left immediately, but before going to sea she lett the following story of the fight with The Journal correspondent at the Mole :

The American squadron, augmented by the \orpedo boat Porter, the auxiliary cruiser St. Paul and the protected cruiser New Orleans, formerly the Amazonas, approached the entrance to the harbor of Santiago at about 12.30 p. m., the lowa leading.

Iuside the entrance to the harbor was seen one of the warsnips of Cevera’s fleet. Stripped for action.
