In the course of his remarks upon this showing, the Superintendent of EJucation says
“To bea 3 reader is the basis of a good education. Yet no stady hes been so much neglected as this, none in which it is so diffi- cult to give iustruction of the right kind, and yet none in which instruction is so much needed. One source of evil ia this case is the universal lency of children to read in books beyuud their capscity. The decrease in the number studying history is te be re- gretted; I am of opivion that it is largely owing to the unpopularity of the text-book on that subject.”
The point most to be regretted is, how- ever, the falling off in the number of pupils studying agriculture. This seems to indi- eate that too many of our parents have aims and objects in view for their children, other than thoss to be found upon the farm. But the Superintendent of Education is of opinion that ‘no satisfactory results need be expected from the teaching of this sub- ject until the thecry is judiciously combined with practice. To make the instruction of practical and educative value, it should not be made more text-book The text-book should be made largely the guide of investigation of the real things and forces which form its subject-matter. Every fact and principle of the sciences which combine to make up that subject- matier, should be in some way studied and taught objectively. The pupil should be led to investigate for himself and to seek proof of every such fact and principle in nature as it lies about him. So will he form the habit of observation—of searching for the cause of every «fect which is brought to his notice.”

The supplements to teachers’ paid by the Government amounted t $8,967 62—an increase of $294 15; and the supplements paid ty School Trustecs amounted to $9,408 —a decrease of $264 42 The expenditare by School Boards in 189Z amounted to $36,542.41 ; and the total expenditure for Education in 1892 was $151,112.56, as against $146,883 in 1891. [his is at the rate of €6 81 for each pupil enrolled, $1171 for each pupil in daily attendance.
The Superintendent ‘adds a statement which shows that the City Schools are entitled to a larger proportion of the amount expended by the Government for education than they receive. The statement, whicb is based upon the census of 1891 and the

Tifurspay, March 16. The House met at 3.30—the Speaker in the chair.
Mr, A.J, Macdonald resumed the debate n the notion to go intc committee on the bill respecting the Legislature. He was favorable to extending the privilege of voting to women holding property, and would even go fur:her and favor their right to veeupy seats in the House. He warned the members from the country districts to he careful how they voted on this bill. He hovght that the abolition of the property qualification for members might work in juriously under certain circu:nstancet, and joub’ed very much if the country would support the move iu that direction if the Upper House were abvlished. The abolition of the mortgage vote showed clear’ y that public opinion ws against it, and that the Opposition had voiced public opin- ion pretty well when they denounced the vote last session. The abolition of the Legislative Council was not a matter of deliars and cents, as the Government in- timated. The cost of legislation might be emsiderably reduced without abolishing the Legislative Conncil, The Council, of course, was of very little use; but it might come in useful years hence, when some such question as Maritime union came up He was strong’ y opposed to making ap- p intees of the Government returning of- ficers at elections instead of the sheriffs of the different ecnotices. He thought the whole matter should be submitted to the people at the polls instead of being disposed of at the present scssion —on the eva of an election.
Mr. R>bertson denied that the Govern ment were diefranchising the young min, and sa‘d they would not be afraid cf the verdict of the young mon to-morrow. He approved of taking the management of elections out of thehands of the sher:ff:,aud leclared that they had not had a fair el c- tion in King’s County for twelve years. He wou!d not favor the election of ladies es members of the House, ae he was a married man and had already crossed the rubicon. the abolition of the Legislative Cvouncil was necessary on acceunt of financial difli- culties.
Mr. Gordon said he was pleased that the bill was now being discussed with open doors instead of with closed doors as last year. He thought that most of the clauses in the bill wou'd be approved by the House. He was sorry, however, that the Leader of the Government when he brought in the bill had seen fit to insert a clause dis- ‘ranchising the young men. He paid an eloquent tribute to the worth of eur young men both at home and abroad, and said he would blush to vote for$their disfranchis- ment. He thought that it would have been proper to have the privilege of voting extended to single women who own property,believing,as he did,that all taxable property should be represented. He then | ~*~ 9 the: Governmental sneers at the stuailness of His constituency, and p inted out that some of the atliest men in the English Par'isment had r+ presented limited constituencies. He th:n quoted the saying of Gladstone, that ‘the larger the constituency the smaller the representa- tive.” Perhaps, said he, the English leader had West River and its representa- tive in his eye at the time be uttered these words. He would have something further to say on the other clauses in the bill when they came before the House in committee.
My. Richards spoke in defence of the pro- posed bill. He denied that there was any at- rempt being made to disfranchise the young men, and claimed that under the new law the young men would be better off than they are at present. He thought that the trend of public opinion everywhere was in favor of only one Legislative Chamber, and in his opinion the time had arrived for an amalgamation of the two Houses in this Province.
Mr. Underhay, after some references to the partizan character of the Legislative Council, briely considered the mortgage vete. He thought this vote might be produciive of considerable harm, and he was gl'd to see that this year the clause providing for such vote had been eliminated from the bill. {He thought that so far as the rights of property were con- cerned they would be just as safe if the pro- perty qualification were abolished altogether as they would be under the proposed «mal!- gamation arrangement. There was not the least doubt in his mind but that- in this pro- vicce, where there is little or no floating pop- ulation, the rights of tm ty-holders wou!d be just as secure in a House where the guali- fication was equal as they would be in a House oncehalf the members of which were elected by property owners and the other half by franchise voters Mr. Bel! thought there was a strong feel- ing throughout the country in favor of the present bill, and deprecated disunion on the part of members of the Legislature, and charged that the Opoosition were insincere. Mr. Rogers argued that it could not, from the record of the Liberal Conserva party in the past fourteen years, be con- tended that that party was not in favor of the reduction of the Legislature. Had it not been for the obstruction of their op- ponents, they would have had a reduction of the Leelslature long ago. He opposed the double qualification of electors, and pointed out the inconsistency of requiring no property qualification on the part of a member of the Legislature, while property was tc be represented. He said that the people desire tosee revanue and expendi- ture equalized, and therefore they are in favor of she reduction of the Legislature and the imposition of a reasonable tax. It is a grave omission from the bill, that ua- married women owning property, have not the right to vote, aod be hoped that it would ba amended in that regard. He moved the adjournment of the debate.
