The Ja pa nese Beetle

The attention of our farmer readers is cal- led to s series of articles starting on this page in today's issue on the subject of the Japanese beetle. The articles arc by Dr. A. .\i. Bell, of Chappaqua, New York. Dr. Bell formerly practised here and some years ago contributed some interesting articles on Prince Edward Isl- and potatoes. His object in forwarding the present articles is to forestall the menace of the Japanese beetle in this Province. This pest. he writes, has not yet invaded Prince Edward Island, but its potential danger is apparent. The articles are prepared from works on the sub- ject by best known authorities as well as from personal observation. Full descriptive infor- mation is given, so as to enable everyone, after a careful perusal, to recognize the Japanese beetle if and when it appears. \\'hen recognized it is most important that adequate steps be taken immediately to combat and exterminate it be- fore it becomes established. Dr. Bell suggests that his articles be preserved by our farmers for future reference, so that they will be prepared at any time to meet this new menace to their crops should the necessity arrive.

Perhaps the most disingenuous passage in Mr. Ralstonk lmconvincing defence 0f the Gov; ernmenfs manpower policy, says the Sydney Post-Record, was the extraordinary statement that he "had reports oftsatisfaction from field commanders both in Italy and France on the ef- ficient way in which reinforcements were stip- p]1gd_" He added; “Officers advise me that our reinforcement situation overseas at the end of June on an over-all basis was better than called for in our plan." This fallacious‘ attempt at an argument was jammed in at the end of Mr. Ralston's speech, presumably in order to fill up and round out a speech he can hardly have expected would carry conviction to any mind. Field commanders, it may be observed, do not shape national policy, nor should they be required to act as goats for s. vacillating de- faulting (iovcrnlncnt. The Canadian manpow- er issue is essentially s. national issue, to be settled on the home front, where it is settled in every democratic country in the world. Every- one knows the reasnn conscription has not been proclaimed in Canada-m reason not even re- motely referred to in Mr. Ralstorfs voluminous and laborious address.
