Any ringing at that hour will be caused by the man adjusting the bells. The firemen are specially requested net toring their alarms, nor interfere with them inany way. Proposed New Law.

Orrawa, July 24. | The British Government have asked the | Canadian authorities whether they have jany objections to an Act of Parliament | being passed in England enabling the Goy- | ernment of a British possession, on the re- | ceipt of a request from another British colony,and on the production of a warrant issued by a competent court of the colony for the arrest of a vessel for a breach of the revenue laws, to order the arrest of such vessel if found in waters of the British possession, to Whose Government the application is made, and if ar- rested, delivered to an officer io be taken tu a British possession, to abide by a trial of the charge of a breach of the revenue laws, and authorize the re- moval of the vessel accordingly. Sir John Thompson has replied that there is no ob- jection to the passage of such a measure in England, but points out that in Canada such a law would have to be enforced by provincial authority, and that the authority to arrest a vesse] under such circumstances should be conferred upon every Supreme Court in Canada,

Since Labouchere laid on the table of the House of Commons his motion to substitute for the report of the royal grants committee an address to the (Queen stating that if further supplies are needed they ought to be provided through retrenchment in the expenses of the royal household, there has been a rupture amoung the Liberals. Giad- stone, Sir Wm. Vernov Harcourt and Par-

nell have decided to support the Gevyernment. John Morley will move in amendment against iucreasing the allowances to the royal princes

unless when the next request is made it is accompanied by a pledge that it will be the final one. Giadstone’s pressure upon La bouchere to withdraw his motion has been futile. Labouchere would listen to no com- promise. The Parnellte members of the House are whipping for the Government, greatly to the disgust of the Radicals. The | Opposition being at sixes and sevens, a | large Government majority on the report of the royal grants committee is assured.

The St. John Carnival.

Sr. Joan, N. B., July 24.

St. John is so far particularly favored by the weather for its carnival festivities. To-day was another splendid day, and all the attractions drew out large audiences. The horse races at Moosepath furnished fair sport. The cricket match, St. John versus Toronto, was finished this afternoon, and Toronto won by one innings and 20 runs. St. John and Fredericton played the regular baseball league game this morn- ing, the home nine winning by 25 to 4. Fredericton had its three’ professional pitchers batted out of the box. The big at- traction this afternoon was the Lacrosse match between the Montreal Indian’s Club j} and a picked nine of St. John. The former secured three goals to St. John’s two after some highly exciting playing. ‘The attend- ance was very large. The marine display to-night was a grand success.

An ejectment case was settled.

W. J. Nicholson, respondent, vs. E, Campbell, appellant—Appeal from Magis- trate for violation of Canada Temperance Act, second case. The evidence for the prosecution was that a witness, on 24th May last, went into the appellant’s place for the purpose of testing the intoxicating qualities of the beer. He bought and paid for four glasses which he drank, and which he swore intoxicated him. Other witnesses were called for the applicant, who testified they had drank large quantities of the beer and were not intoxicated. The jury, after some deliberation, returned a verdict of not guilty. Attorney-General for prosecu- tion; A. A. McLean and D. A. McKinnon for defendant.
