crosses. It was recessary t0 use creosoted piles and t0 be very care- ful in placing plies in proper posi- tion for the steel span beams. It was essential to have a. man well qualified in this work in order that there would be no mistake, as the piles cost nearly $60.00 each. The Mill River Bridge, 0f similar con- struction, had been built by Mr. Wilfred Maynard at a total cost of $20,624. The Morris Bridge, Mr. Sharp pointed out, had been built at a cost of saaiaaa. Mr. Wilfred Maynard had tendered on the Morris Bridge and his tender was considerably higher than the actual cost price. Mr. Rankin, who built the bridge, was, like M1‘. Maynard perfectly familiar with the type of structure required in that particu- lar place; and the man who drove the piles in the Morris Bridge was the same that drove the piles in the Mill Riyer Bridge.

“Now," continued Mr. Sharp, “we have a. bridge of similar construc- tion built in the district of my hon. friend from ltustico. It has fewer steel spans than the Morris Bridge. I refer to the Oyster Bed Bridge which was built by clays’ labour under the Unemployment grant and perhaps under the supervision 0f my hon. friend from Rustlco."

Mr. LePage: "I had nothing to do with it."

Hon. Mr. Sharp: ‘fThe Oyster Bed Bridge cost $18,446 and he con- demns us for ‘spending $9,872 on the Morris Bridge. My hon. friend from Rustico had a large number of men working on the Oyster Bed Bridge, in fact they were falling over one another. That was in the days when his Government was in power; when he was not the financial critic of the Opposition."

Mr. Zigvage: "The present Con- servative Government built half of it."

Hon. Mr. Sharp: “Just the ap- proaches. They spent less than $8,000 on it." (Applause).

llillsboro Ferry Costa

Criticism by Mr. LePage with re- gard to the cost of operating the Hillsboro ferry was next taken up by the Public Works Minister. "The hon. member from Rustlco," he said, “knows that the contract for operating the steamer Hillaboro is let in the open navigation of the?’ particular season. The open navi- gation season starts in the spring and generally extends to Dec. 31. Consequently when you have a longer season you generally have a more expensive year. Last year and the year previous the boat operated up to about January 21, and the cost of operation was very much in ex- cess of former seasons owing to the fact that the boat had ice fighting to do and burned from two to t‘w0

The next matter dealt with by "MP- Sharp was a criticism of Mr. Allen's, that the Health IL-parg. ment was behind the times in not tflklns up ‘Dre-natal and post-natal care. “Had he attended the Provin- cial Exhlbitlon in Charlottetown last year," said Mr. Sharp, “or had he read the Public Health Report. he would have known that Dr, Creelman, superintendent of the Provincial Sanatorium, gave talks on such health matters at the Exhibition and to the convention of the Women's Institutes. I would Bllsgest that the hon, member keep up to date in health matters and inform himself of what is going on." (Applause). »

FALCONWOOD PLAA s‘

“We have been criticised severe- ly," continued Mr. Sharp, “for the expense we have already incurred with regard to. Falconwood Hosplt. al. I think the member for Rustico stated there was $30,000 of expense for achitects fees. I wishto give a brief outline of just what we did in this “Weill-100. up to date. You will remember that last winter, on Dec. 12, the Falconwood Hospital burned down and a number of patients’ lives were lost. We immediately had to make arrangements, we purchas. ed the Simms building. fitted it out and transferred from 110 to 120 of the male patients into that build- ing. We also rented and refitted the Newsom Block building where the patients formerly located in the Infirmary building at Falconwood, were transferred. That was quite a. lot of work at that particular time, lust at the end of the old year and the beginning 0f the new.

“Prior t0 that, through the 1n- strumentaiity of the Minister of Health and Education, a. survey o1 Falconwood conditions was carried on by the Mental Hygiene Council of Canada under the supervision of Dr. Grant Flemming, and they had a report ready to table when the flre occurred. They later agreed to send down to this Province ons of the best psychiatrists in Canada, then servini; in the health depart- ment of the Ontario Government. t0 make a survey of the situation and classification of the patients in the mental hospital. The result was that he reported both to this Gov- ernment and to the Mental Hygiene Council. We were then informed that we- were doing very little t0- ward preventive treatment for our mental patients. This was no re- flection on the present staff of Fai- eonwood Hospital. They have done wonderful work in the care and treatment of the unfortunate peo- ple under their charge, but the fa- cilities are such that it is simply a boarding proposition instead of be- ing a placo where the patients can be trcated.~We were informed by Dr. Flemming that if we were to establish treatment in Falconwood the same as they are doing 1n our Sanatorium, a. largo percentage of the patients who come from all over this Province could be cured and returned to their own homes, thereby decreasing the large board- ing population of the institution. He said the time to treat those pa- tients ls when the first symptoms occur-not when they have reached the stage thatnothing can be done for them. ’

Will Mean Great Saving

"After Dr. Flemming had given us an idea 0f the plans, we ap- pointed an architect who went to Montreal, and in consultation with the Mental Hygiene Council draft- ed a copy of plans, after first hav- ing visited asylums in New York and 1n different Canadian cities. The result is that we have a set 0f plans embodying all the latest ideas in mental hygiene. If we have the money to put this into operation it will probably mean that a large percentage of the people who otherwise may become in future a permanent charge on the Govern- ment, will, under this treatment, be cured and returned to their friends and become an asset to the Pro- vince. But we found, owingito the serious financial condition of the Province, that that scheme was too large for us to undertake with- out further consideration. After the plans had been submitted, there- fore, and an estimate of the cost we decided that nothing further would be done at the present time, until we had looked further into the situation to see if some modified idea which would embody the curative features suggested in the Mental Hygiene Council's report, could be embodied in the plans. That is the situation. If it has cost twenty 0r thirty thou- sanddollars, we have got some- where at least. Vile know where we are at and we know the great bene- flt that will be (ll-rived from this treatment if 1t can be put into ef- feet.

“Some hon. member has criticized us for spending money 1n running pipe lines to connect Falconwood with the City water system. I have just one thing to say about that. Had my hon. friends as much fore- sight as they have hind-sight, and had they run pipe llllES out there two years ago, we would still have Fallzolnvood lit-apital and we would not have lost seven or eight lives in that fire."

Mr. Lea: “What about sending it out there seven years ago?"

Hon. Mr. Sharp: "You people had more money to spend.“

Continuing, Mr. Sharp next dealt with the criticism that extrava-

The result is that this year we have a ‘larger attendance than ever, and we have accommodations that are second to none 1n tllc Maritime Provinces, built at a cost which cannot be duplicated any- where."

It is estimated, Mr. Sharp con- tinued, that the cost was lower by $150,000 than the building could have been erected for at any other time 1n the last fifteen years. Moreover, it is a fireproof struc- ture and will last throughout tile ages.

Bond Issues

Dealing with Opposition criticism of the funding of Bank overdraft last year, Mr. Sharp cited figures from the reports of the External Auditor for 1927 and 103i. “When our friends opposite camo into of- fice," he said, “the total liabilities were $2,159,504.04. When they went out the external audit shows that the liabilities had been increased to $3,337,405.08.

Hon. Dr. MacMiiian introduced an Act respecting the Board of Com- missioners of Public Utilities. Hon. Mr. MaeNuit introduced an Act to incorporate the Provincial Dairy- melrs Association.

0n motion of Hon. Dr. MacMil- lan, the House went into committee with Mr. Hunter in the chair on an Act to provide for the licensing of lobster canneries. I

The bill is in accord with a re- quest from the federal authorities. It provides that no one shall can or cure lobsters except under license from the Minister of Fisheries.

Mr. Mcllltyrc said he was not op- posed to the bill. The Federal Gov-l ernmcllt for years had collected a license believing they had the auth- ority. ‘File Privy Council of Canada decider! that this right belonged to the provinces, and for the past two or ‘hree years no licenses were giv- en. The bill restores the licensing rights to the Dominion Government. It is not specified in the bill what the license will be. The former li- cense was $5 on the first 100 ctr-es and $2 on each 100 cases over that amount. The difficulty in the”past was that many factories were not in a proper sanitary condition. He did not suppose the new license would exceed the former amount, possibly it would be reduced.

Mr. J. Howard MacDonald thought the latter suggestion would be a dangerous precedent. The purpost of the bill was to ensure strict su- pervision of the lobster packing in- dustry 1n order to raise the mflrkot standard for the product.

Mr. Dennis insisted that the Leg- islature should be careful in relin- quishing any Provincial rights. He approved of raising the standard 0i quality but the regulations could be carried to extremes. A farmer wish- ing to pack a few cases for his fam- ily should be allowed to do so, pro- vided he fishes in the legal season.

Mr. Cox did not agree with Mr. Dennis. A few years ago we were putting up lobsters that were simply ruining the reputation of the Island. The packers today are golns 1° much expense to put their lobsters up to the standard. The Govern- ment was doing everything in its power to raise the standard of the product and we in this Province ..__--—-—- that was not enough increase in debt; and during their four years they zlxiricd another" million odd dollars i0 ii.
