“In presenting the Prince Edward Island budget,” says the Montreal Gazette, “Premier Campbell announced an increase from eight to ten cents per gallon in the gasoline tax. Cauadzfs air service across the country is to be placed in the hands of the Canadian Na- tional Railways. It will be a private corpora- tion organized by the railway company, and will have a capitalization of about $t,75o,ooo which stock will be underwritten by the railway. The government will ask those concerned in the ser- vice to signify their interest in the enterprise and what they are prepared to contribute to it in experienced personnel and equipment. The proposed company will fly only the main artery of traffic between East and West, and such oth- er arteries of traffic as are designated by the Government as being of national importance. Canada is obligated to share in the proposed trans-Atlantic service, and in this connection Canada has undertaken to be ready to fly the mails across this country concurrently with their being flown across the Atlantic, i: w t-

That wealth cannot override justice in Cana- cla is demonstrated in the case of Aemilius Jar- vis, Toronto financier who was convicted in connection with the redemption in Great Bri- tain of $5,ooo.ooo in Ontario succession duty- free bonds. The original charge was based on an accusation both Peter Smith and Jarvis pro- fitcd wrongfully at the expense of the province in the redemption of the bonds. Jarvis was charged jointly with Peter Smith ‘and others" in the conspiracy. Both he and Smith were sent to prison. \Vhcn he got out Jarvis start- ed an agitation for a new trial, which was re- fused. but ultimately after the general elections, the Mackenzie King Government authorized the Ontario Supreme Court to reopen the case on the alleged ground that“ Mr. Justice R. M. Meredith had misdirected the jury in the orig- inal trial. The appeal court now finds Jarvis’ complaint against the charge of Mr. Justice Meredith to the jury was not sufficient to war- rant either action he now sought or to warrant a review of the whole case.

Apropos Bill Rogers musical success it is in- teresting to learn that Dr, Albert Noelte of the Northwestern University Musical Faculty con- siders modern ears hear differently from those of people of too years ago, and therefore mod- ern music should not be shackled by century- old diatouic rules. Believing that present day music teachers have been merely turning out students equipped only with a knowledge of antiquated rules Dr. Noelte has thrown text- books overboard and started his own system. “We start from the basis that music is a Ian.- guage," Dr- Noelte explained. “Certain com- binations have their own peculiar functions. governed by esthetic principles and laws of tonal gravitation rather than by arbitrary rules." Aim- ing at developing students by ear appreciation, Dr. Noelte does not, however, neglect teaching the fundamentals. He particularly emphasizes tone and chord functions since “no one can ex- press himself intelligently in the language of music tiiiless he is thoroughly familiar with all

In Saskatchewan wire snares are forbidden on the grounds of cruetty. Animals caught. in them stiffer needlessly before they die. In Manitoba a similar prohibition is tn effect with, however, one startling proviso. They are legal if set by a farmer on his own land. Why should the Manitoba farmer be granted the right 0t torture on his own acres? If the snares are bad on Crown land-s, they are equally bad on private property. Sir-Our government improper manifests so many unique features that we have grown used, of lat/e, to political phenomena. Hence no great surprise was evinced when one of the thirty true blues made a spectacular exhibition’ of per- forming that. axiclent, difficult, ludicrous and foolhardy task of sitting between two stools.

Representing, as he does a dis- trlct of two camps, one otf sober temperance people, the other of people who take pleasure in the "flowing bow ". he evinced a desire to show that he was a. true re- presentative, of both. When the Prohibition Bill, purporting to make the original act stronger was tip his vote was “yea" with the other 29. Then, mindful, no doubt, of his wet constituents. he wink- ed at consistency and braved pub- lic ridicule by denouncing prohibi- tion in ex-tragavant language, ignoring all the established facts as w the astounding increase in tntemperence under Government Control. His citation of wet. yarns that smacked of the gambling room, the speakeasy and the alley dive, was surely 1n striking cun- trast with the able moderate, but convincing argument tn favor of enforced prohibition by the mem- ber from Bedeque. -

Sin-When I wrote my last on this subject I thought, and hoped that. it. would be my last. Fate has decreed otherwise, a cruel fate, udd- iug to public disaster.

It seems almost; daily that new tax measures are introduced in the Legislature. The $300,000. (approxi- mate per Public Accounts and Bud- get) addit onal money to be wrung from taxpayers tn 1937 over that of the abused "high taxation" of 1935, does not. satisfy the “no tax increase" taxation brigade. '

And now comes a new tax on chain stores. These stores in their method of operation, while scarcely reducing costs ‘ of commodities to consumers, yet have had a tend- ency to stabilize low prices. surely u. public benefit. Whle I admit. they should be on a par with local mer- CIHIIIIS as to taxation, the placing of them on a speclal penalizing rate will add to the burdens of con- sumers. But/lt. ls another tax from those pledged to no increases.

Then the “dealers tri second htmd articles and junk" are listed for u revenue 11ft. Fbr years old scrap and junk has been unsaleable 1nd householders had to pay curtage on it. to the dump. War conditions since have made a safe possible. at a low price and small margin for profit. The government are n0! like vultures after that mamln. But that is not all. There ts a large exchange and turn 1n sale on fur- niture and other articles which householders hitherto have got clear of with difficulty. This tax will make sales more difficult. There ls also the auto and vehicle exchanges which may find a. place tn amongst. the levies.
