Sanitation

An outline of the sanitation problems in the outlying areas of the City, the need of a meat in- spectlon plant in Charlottetown. consideration of Federal grants and a review of the policy to- wards granting assistance to the aged were given in the Legis- lature last night by Hon. 3. Earle MacDonald. Minister of Health and Welfare who spoke on the Budget debate.

"The Commissioners of Park- dale are very hopeful that they may be able to supply the people with water works and sewerage improvements that are necessary for good sanitation". stated Mr. MacDonald.

"How they will do it, I don't know but I know that my De- partment will give them all the ltchnlcal assistance possible." he added.

In opening his the problem Mr. MacDonald re- called that in areas that were quickly built up outside the City there were bound to be repercus- sions.

“This is one of the reasons why we have a sanitation depart- nicnt," he stated. They inspect all food establishments and bakeries in the City and try to test all the samples of raw milk. They work in very close cooperation with the outer areas of the Prov- ince and are rendering every as- sistance possible.

Mr. MacDonald added that this man expressed the opinion that a water supply could be obtained by digging deep wells north of the district but that they might have to go as deep as 500 feet. I-Ii: also stated that the engineers have outlined a proposal for safe- ly disposing of the sewerage.

It sees cer- tain advantages in this plan in that such examinations would tend to promote healthy com- petition between the college on the one hand and the rural high schools on the other. and would also give a fair idea of the rela- tive merits and teaching ability of each.

"It is recommended that fur- ther study be given to the advis- ability of requiring pupils from all high schools. including Prince of Wales College, to write the uniform examinations as prepar- ed for this Province by the Atlan- tic Provinces Examining Board. This plan of uniform examina- t.ons for all is followed in some provinces, for example. New Brunswick.

How can we possibly have a uni- form minimum high school course and keep it uniform without uni- form examinations?

"I know there are arguments in favour of accredited schools. But accredited schools have been abol- ished entirely in New Brunswick and the tendency is a reduction of them throughout Canada. I am not arguing. however. that this should be done’ in Prince Edward Island. Prince of Wales College must remain an accredited school for the university years and I be- lleve should remain an accredit- ed school for all years. But the Atlantic P r 0 V in c e s Examining Board could examine the high school grades. in common with our other high schools and report their findings through our Department to the College. In this way. only the minimum. and supposedly uniform. high school course would be subject to external examina- tions."Ot.her first and second year courses which might be offered optionally at the College wculd be examined locally. but the College certificate could be oflered in the regular way and the accredited standing of Prince of wales for the high school years remain. I would implore you to examine the advantages before you condemn the plan. and I further suggest it might be worth trying out even on an experimental basis.
