One English Farmer

England is supposed to be s country of small l“? ,"'°'dl"8'5. yet it is large enough for the activities of one of the biggest mixed farmers in the world. He is .\lr. Billy Parker, and with his three sons he farms, and largely owns, no Jew" ma" 32.000 acres. Few arable farmers in Canada or the United States reach such fig- ures. His income is well over £100,000 a year.

The story of tllis English farmer's achieve- ment makes inspiring reading as told in a rec- ent issue of Lam/mi Kalli/lg, the overseas journal of the British llroarlcasting. Corporation. .\lr. Parker started sixty years ago as a butcher's spprentice. Today he livcs in a. fine old moated hall 0n the King's private estate at Sandring- ham andhe and his sons own manor houses, parks, farms, shops and agricultural industries in Norfolk, Lincolushivt‘, Lcister and North- ampton. His grcntcst joy in life is to spend half a day in a cattle market in his oldest clothes, with a great ash stick in his hand, prodding the pigs, hustling the bullocks around, eyeing the sheep-wand passing judgment.

.\lr. Parker's iztther, a good yeoman farmer on the Cheshire-Derby borders, lost the fam- ily money at racing. Young Billy determined to get it back by hard work. lle did, attracting in the process the favorable attention of the late King (icorgc \', who took him on as a ten- lnt at Sandringhaui. .\s his sons grew tip they developed particular farming specialties, forming a pool nf fzuitily brains, teamwork and energy for the common good. Eric became an expcr: 0n flax, Jim on harlcy and light land farming, Billy, Jr., on bullock-s. T'oda_v each son has an immense tract of country, which he largely owns and farms himself. Over all is .\lr. Billy Parker himself-eternally on the move, motor- ing 600 to 700 miles a week, missing nothing, al- ways ready to practise and advise, equally ready to buy or sell anything from a1 bullock to a farm. Half his secret of arable success is deep plowing. He plows eighteen inches deep in Lincoln heathlands, formerly plowed only three to six inches deep. Here is a significant dc- tail: “His eye misses nothing-not a pile of sacks left out in the rain—‘tlirty farming that’; not a grass ficld that needs lime; not a fallen tree that should be carted and sawn." v

Among thcni, the Parkcrs own and farm al- most every type of land, ranging from the light, sandy soil of Norfolk to the chalk and lime- stone heaths and rich silt feulands of Lincoln- shire and the deep bullock pastures of Leicester- shirc. They produce everything from wheat, rye, barley, oats, beets and roots to flax, cattle, sheep, pigs and horses, They have large for- estry and other interests. They help direct one of the biggest flax factories in England and by far the biggest food (lelrvdration plant in all Britain. carrots or potatoes a wcck and possibly’ cab- bages and green vcgetahles as well.

{he King finvcrinncnt 1111s passed no lf’:S than 44,321 orders-incouncil since the begin- ning of the war to the end of blay. That is an average of about 30 a day, an amazing record for s Prime blinistci- who once vowed his undying opposition to government by ordcr-in-cotincil.

Of these, 41,138, or over 92 per cent, have been officially published, or otherwise made public. The great bulk of them were of .1 purely administrative character, and of no gen- eral interest, bring chiefly authorization orders arising out of the Department of Munitions and Supply, which is responsible for approximately 70 per cent of the total issued. The remainder of the unpublished orders are those withheld for general sccurit_v reasons, or are certified bv the services as containing information valuable to the enemy.

The decision as to publication is sometimes made by the minister concerned, but more oft- en by administrative (ifficials of the secretariat. There has laeen sonic question as to the wisdom of these officials in certain cases, and speculation ss to whether some of the still-secret orders would not, if published, prove illuminating and interesting to part or all of the general public.
