But difficulties have arisen over prospective restrictions which the United States Government is considering to the probable prejudice of Can- adian (listillers; and this situation, according to the Minister of Trade and Commerce, has givcn the KING Government “considerable concern." So much so that Premier KlNG has referred to certain “escape clauses” in the agreement which it may, in the distillers’ interests, be necessary

to invoke, and which would enable the Dominion "to go the lHJgI/l, if nerd be, of rescinding tlm agrcemcizt after having made the pro/Mr repre- sentations.”

The so-called “escape clauses” are included in articles eleven and fourteen and they provide, among other things, that if either country adopts any measure which the other party considers may nullify or impair any object of the agree- ment, the government taking action shall con- elder such representations and proposals as the other government may make for the purpose of adjustment, even if the proposed mearitres do not conflict zvilh the term: of the agreement.

If the object of the agreement (as is con tended) be fair and equitable trade between both countries, then it is plain that this object has been "nullified" so far as our fox farmers and fishermen are concerned, not to speak of our bacon and other farm producers who also have been discriminated against. A Scheme That Failed

- Perhaps it will never be revealed officially what happened at the recent Dominion-Provin- cial conference which met for the purpose of fur- thering the scheme to scrap the British North America Act as an Imperial statute. The one fact of importance, however, is that the scheme has come to grief. From current newspaper com- ment one gets the impression that it is now as dead as a door-nail. As the Financial Post puts it, “starting out last December with great pro- mise, the drive has steadily lost force and direc- tion."

Th; Post says-—what we all know—that "to the original proposals, New Brunswick offered resolute but lone-handed opposition. It was argued by the Dystart Government that the pres- ent constitution contained valuable guarantees to the province which change might imperil.” Que- bec, it says, “supported the original proposal but later developments tend to throw great doubt upon the reform tendency of the Taschereau Government.”

In Nova Scotia the Sydney Port-Record, and in this Province The GUARDIAN, repeatedly urged their respective provincial governments to line up with New Brunswick on this vital issue.

Several other journals favour a German understanding rather than a French commitment, but they are not propagandists as are these mentioned.

The Operations of the Canadian Radio Com- mission and its administration of the Canadian Radio Broadcasting Act of i932 are now to be investigated by a special House of Commons committee of 23 members. Its membership will include 17 Liberals, 4 Conservatives, and one each for the C.C.F. and Social Credit groups. The only Maritime member is Mr. W. M_ RYAN. Saint john-Albert.

This seems to be a sign that the citizens are determined that the la\v shall prevail in any event. - 9K 5E 9K The Montreal Gazerre is the only news- paper so far that has voiced support of the re- turn to the patronage system of civil service ap- pointments. “There are a great many exceedingly capable, loyal and industrious officials in both the inside and outside service, but it will not do to say that these qualities are present now in greater degree than they were under the old sys- tem of political patronage," it declares. “There are still a considerable number of very highly esteemed officials at Ottawa and elsewhere who entered the service under that old system; others have passed out after careers of distinction and they have left a record of which any public ser- vice may well be proud." It If If The Dominion Mayors’ Ottawa Conference officially opened Sunday afternoon, March 22; Sunday evening, from 7.30 p.m. to 8 p.m., the Canadian Radio Broadcasting Commission broadcast short addresses from the mayor of the leading city of each of the nine provinces. “It is the opinion of the continuing committee that neither Ottawa nor the provinces can yet have realized the serious plight now confronting the majority of Canadian municipalities." And it stressed: “It must not be forgotten that the urban municipalities are particularly the agency which gleans throughout Canada and abroad the funds which make it possible for all governments in Canada to carry on." He was born in Tyne Valley, Prince Edward Island, December 2o, 189a. He received his schooling at Hiintingdon Academy, Huntingdon, Que, and then proceeded to McGill University where he took his Bachelor of Arts degree in 19x3, and his M.A. in r915, winning the Rhodes Scholarship for the province 0f Qllebfitlll lh¢ latter year. However, instead 0f proceeding l0 Oxford, the youthful scholar enlisted as a lieut- enant in the 73rd Battalion. When this unit went overseas he was left in Montreal as a superhum- erary.
