The bill which embodies the scheme fe: the emancipation of slaves in Cuba, which was published recently in Madrid, provides that all slaves from fifty-five and upwards hall become free on the promulgation e% he law. The emancipation of the other is fixed for different dates, in accordance with their-ages ; and these under thirty will aot be freed until 1890. The price to be aid to the owners is 550 piastres for each slave. The bill suppresses all indemnities vutstates that the Government will facili- tate as much as possible the immigration oi iree labor in Cuba.

ANOTHER SHIPWRECKED CREW EN ROUTE “oR Homa.—The Moncton Times report that among the arrivals at Brown’s Hotei, in this town, yesterday were Capt. Jas Jarter and seven others, the crew of thi ug ‘* Sultan,” lost on the Ilth, between Charlottetown, P. E. 1., and Wallace, N. 8. ‘he ‘f Sultan” left Charlottetown, and on soming off St. Peter's Island the captau snd pilot had a consultation and decided to put back. This was done in safety, an the weather having cleared, the tug started again. When off Antic Island, below Wal- lace, N. S., she sprung a leak. She fille: 30 rapidly that the engineer was unable t keep up steam, and the crew then took t the boats and reached Tatamagouche, nea) Wallace, in safety. The crew deserted the ‘* Sultan” about three miles from the shore and she sank in nine fathoms of water. The tug was about 50 tons register, and was »wned by Messrs. Call and Muirhead, Mi- camichi. She went to the Island some lays ago, for the purpose of towing the Government steam dredge from Crapaud aarbor to Charlottetown. which work she performed on Saturday last.
