Mr. Surtos, City Engineer, is enquiring into the prebable amount of available water pewer for the manufacture of electric light in aceordance with instructions from the City Council. The adoption by the city of the electric system is only a matter of time.
The by-law granting $200,000 to the Canadian Pacific Railway passed the Win- nipeg Council yesterday, the vote being 6 to 6, with the casting vote of the Mayor in favor of the measure. Tli-a bonus offered by the city of Winnipeg as an inducement for the company to locate its worksheps there, and make it the headquarters.
Sir Hector Langevin is expected to re- tnrn to this city this evening.
Mr. Sydney Root, Commissioner to the Dominion of Canada for the Internatienal Cotton Exposition, Atlanta, Ga., is in the city introducing the aims and objects of the

The Lord Bishop ef Quincy, whose ar- rival in the city was noticed a few days ago, sprained his ankle while entering a car at Bonaventure Depot last night. The acci- dent was not at first thought to be serious but after a few hours the pain became so intense that His Lordship had to leave the train at one of the way stations. He will probably be confined to bed for some weeks.

There is a hitch in the Transvaal negotia- tions ia consequence «f the reiusal of the Royal Commission to sit with the person appointed by the Boers as a member ef the finance committee. The Boers have demanded an apoloyy and refuse to meet the commissioners. Gen. Sir Evelyn Wood, replying to the deputation of the Loyalists, stated that special arrangements would be made, whereby the Boers will not be per- mitted te legislate for the natives without the consent of the british Resident.
The murderers of Capt Elliott have been acquitted. The jury was composed of eight Dutchmen and one Englishman.

He says that mails should be distributed wiihin half an hour after arrival, but such cannot be done as long as only one or two clerks are compelled to do the work. A Voluntary Confession.
DurtnG the past year a number of -rob- beries were committed in the Market House of this City. The thieves, on all occasions, eluded the vegilance of the police and Market Clerks, and up to the present time have escaped unpunished. On Thursday last Councillor Blake received the fol owing letter whieh explains how the articles were stolen, but who the thief was is still a mystery :—
