The Palmer-Howlan Embreglio.

fux Examiner did not hasten to publish Palmer, C. E., and Senator

the “interview” with Mr injurious to Senator Howlan ; Howlan has not (as he promised to do) sent Tux Examiner his reply. We are, there- fere, in no way involy ed in the quarre between these two men. From the first we deprecated a newspaper discussion of the points involved, (1) because it could lead to no satisfactory conclusion, and (2) because it would tend to delay the important pub- lic work over which it has cccurred. These reasons still hold good. Senator Howlan has denied the statements of Mr. Palmer ; Mr. Palmer will, probably, contradict the allegations of Senator Howlan ; and the public, being unable to see the original documents, will be as powerless to decide be- tween the contestants as it is powerless to enforce —by its newspapers—that which justice in the case requires.

In a general and indefinite way, the pub-

lic can easily see that both parties are—es in most of the disputes —greatly at fault. Senator Howlrn

ought not to be mixed up in the affairs of a public contractor at a time when it is par- ticularly important that all our members of parliement shall be beyond and above tlhe suspicion of corrupt motives or acts. No public contractor should be in 4 position to declare with even the semblance of ground for his statement that a Senator of Canada was pecuniarily interested with him. However unselfish and patriotic he may be, it is most unfortunate that Senator Howlan received the amount of a Govern- ment cheque for $4,000, endorsed by Mr. Palmer, a public contractor, or did any- thing whatever tending to raise even the ghost of a suspicion that his motives in the promotion of the tunnel scheme were not altogether pure and honorable. Un the other hand, Mr. Palmer entered into a con- tract for difficult and uncommon work, knowing that he had little, if any, means of performing it. Coming bere—as was supposed—ander the of Sir Douglas Fox, everyone was in his favor; ~—and in a few short months he completely alienated the kindly regard of Senator Hewlan; Mr. Hendry, the Government en- gineer; Mr. Bain, the geologist; and Mr. Kelly, in charge of the drill. He failed to fulfil his contract--his failure being due, as the Government engineer plainly inti- mates, to his own neglect.

The embroglio is the more to be regretted from the fact that the proposed tunnel is just now one of the Government enter- prises attacked by the Toronto Mail, the Montreal Witness and other organs of pub ‘ie opinion in Ontariv and Quebec. Sen- ator Howlan, as its chief promoter and defender, ought, therefore, to be ia a posi- tion to speak in its favor and to refute the misrepresentations which are being made to the people of the larger Provinces, free from prejudice or suspicion. The result of the borings, so far as they have been made, is, however, eminently favorable.

Children's Christmas Tea.

Tus committee for the Children’s Christ- mas Tea met to-day, and it was decided that, —

1. There should be sixteen tabies, two being appropriated to each member of the committee.

2. The plan is that each table shall be looked after by four ladies (twenty-four children being seated st each table) the knives and forks necessary being supplied by two of these ladies, one dozen each te prevent contusion.

2. Mr. W. F. Carter will receive all sup- plies,cold meat, cakes, sandwiches, tea, cof- fee, sugar, apples and candies, which will all be placed on the tables by him.

3. Money contributions will be received by any member of the Committee.

4. It was further decided that the mer- chants should be waited upon personally, as far as possible, and through the members of the Committee donations solicited from private individuals. Olothing of any kind will be received.

5. That the pg room at Mr. Carter's shop will be used as a general store room, where all provisions and articles will be received.

SumMerstpe Hanson CLosep.—Navigation is practically over for the season, at Summer. side Teeday, telephonic advices from that town are to the effect that no open water can be seen from the wharf. The Northumber- land made her last trip for the season between Summerside and Point du Chene last evening After landing mails and passengers at Sum- merside the steamer proceeded to Charlotte- town where she willlay up for the season. There is considerable lolly in Charlottetown harbor.

Government Ponp.—A large quantity of water was turned on from the hydrant yesterdsy afternoon, but the result was not as satisfactory as expected, there being too much snow on the ice to admit of the form- ation of a smooth skating surface. Ic is understood that if the boys sweep off this snow, the water will be turned on again.

Sreatine hiay.—Two young’ men, charged with stealing hay from the pre- mises of Fredk. Burke, East Royalty, will be arraigned before H. V. Palmer, J. P., to-morrow afternoon at 3 o'clock,

Girls’ School Entertainment. We must depart from the ordinary styls of description in writing of the entertain- ment given by the pupils of Miss Russell's

fhe entertainment differed from the usual run of winter concerts,—the programme containinga French play, ‘*Les Cuisinieres,” and the cantata, ** The Garden of Singing Flowers.” To these two original features were added instrumental solos by Miss Winnie Jenkins, Miss Heywood and Miss Vere Hyndman, and an instrumental duct by Mr. Earle and Miss Katie McLean ; vocal solos by Mrs. Norton and Miss Hynd- man, and a cornet solo by Mc. Fletcher. These numbers were well rendered. But the enjoyment of many persons in the audience was impaired by the thoughtlers and ill-mannered chattering of some per- sons in one corner of th: room. Ladies or

have no |.ve or appreciation of beautiful music, should respect the feelings of those who are musical, and show some sympathy with young and nervous performers.

The French play was something quite new. Of course it is not to be expected, nor can we truthfully say that it was per- fectly done by the girls who personated the different characters. So far as volubiliry is concerned, most of the performers were up to the mark. Inthe matter of gesticu- lation, there might have been a little more French emphasis. The gentle Madame Beloiseau never allowed her temper to make her accompany her frequent ‘‘taisez vous” with astamp of the foot. But the play was kept up with spirit. Occasionally one of the voices would become low. At such times the people in the rear of the hall would seize their opportunity and fill the room with talk. The play was applaud- ed at the finish. It was plain to be seen that good progress had been made by the pupils during the term. The characters were taken by the following young ladies :

The gardener appeared in front of the stage and in a very good song introduced his calling and the character of the flowers he tended. tata proceeded, the centres of the flowers were occupied by the face of the perform- er who treated the hearers to a number of pretty solos, duets and choruses. There was plenty of humor in this part of the enter- tainment, which was so interesting that it was listened to without interruption, ex- cept when the Pansy declared in a most determined tone that ‘if he had a girl he'd make her an Karle,” a declaration that was received with laughter by the audience. ‘*God Save the Queen” brought the enter- tainment to aclose. It is needless to say anything about the excellence of the School after the entertainment of last night. When it is possible for young pupils to get up such a novel and delightful affair as that which crowded McLeod's Hall last night, it is not possible to tell what they may do as they grow older. Of course the credit of the training of the pupils belongs to Miss Russell, Fraulien Lanffer and Mr. Earle. All worked hard to make the performance a success—and succeeded.

sicnctaodaeestis Gla Disgraceful Conduct £sn,—The noise and want of decorum at the concert last night was disgraceful, and reflect but little credit on the “noisy crew.” The people who were present were there as the invited guests of Miss Russell, and in justice to her, as well as to the respectable peeople who accepted her invitation, all should have behaved as ladies and gentle- men. C. is nothing more or less than a branch of the one recently started in London, Ont., for the purpose of keeping all Catholics out of office. If my information is correct, the membership te small, and I trust it will remain so. I have always been a strong Pro- testant, but it is enough to shake one’s faith to fiad that their creed is capable of contain ing men with such intolerance and bigotry in their hearts, That the C, J. C. should be allowed to gain a footing here is to be regret. ted by all fair minded men, and it is to be hoped that it may soon find itself relegated to the obscurity and ignorance from which it emanated.
