Stanley sees fine prospects for railways in Africa. According to his estimates 800 miles could be laid down for $17,000,000. This mileage would open to commerce four great river basias, with a total area of 2,070,000 square miles and a total popula- tion of 86,960,000. Of the resources of the region he speaks in the highest terms.
An official return just published shows that the number of foreigners who were ex- peiied from France in 1888 was made up as follows: Spaniards, 1,575 men and 37 women; Belgians, 1,296 men and 120 wo- men; Germans, 504 men and 69 women; Swiss, 347 men and 22 women; Dutch and Luxemburghers, 75 men and 18 women; Austrians, 53 men and 4 women; English, 45 men and 7 women; United States sub- jects, 30 men and 2 women; Russian, 20 mea and 2 women; and Turkish subjects, 19 wen and 3 women.

Bismarck and Turkey.
The London edition of the New York Herald recently published a despatch from Constantinople which says that throughout the Afghan dispute in 1855 and 1887, Prince Bismarck ysed his utmost endeavor to in- duce Turkey, in the event of war between Russia and Turkey, to close the Dardanelles against the British fleet. Bismarck’s hos- tility to Gladstone’s Government was notor- ious, but in 1885, when Lord Salisbury be- came Prime Minister, Bismarck quickly allowed it to be understood that he viewed the change in the government of England with favor and that he would be disposed to modify the attitude which he had consistently maintgined towards Glad- stone’s administration. In October and November, 1886, Bismarck instructed his ambassadors at Vienna and London to do all in their power to bring about an offen- sive and defensive alliance between Aus- tria and Great Britain against Russia. Sal- isbury was sorely tempted to acquiesce in the views of the German chancellor, but, fortunately, before he consented he made enguizies at Berlin as to whether in the event of war }jismarck would pledge him- self to use all his influence with the Porte and France for the British fieet to have free passage of the Dardanelles. To these en- quiries he received either no answers or evasive answers. It is an undeniable fact that during the last five years Turkey has ' acted entirely under German inspiration.
Witt Try Anorger Way.—lIt is stated that a rancher of Alberta, N. W.-T., re- siding near Calgary, has recently made % rather novel attempt at capturing a_ wife. It appears that while the young lady on whom he wished to bestow the best affec- tiong of his young tender heart, was visit- ing some friends, the ardent lover went to the place where ske had been in the habit of stopping, and, apparently without much difficulty, secured possession of her trgnk and a quantity of clothing aad took them to his lonely domicile. The girl did not appreciate this sort of wooing, and had a warrant issued for the arrest of the enthu- siastic lover, who wilted, and promised to pay all egpenses and return the wardrobe.
Citmes Watch ApDyeRTIsE.—-It is said that the Vancouver World, which got aut a good New Year number was well patro- nized by Vancouver firms, some of whom gave their orders in advance for 1000 copies. The idea was to advertise them- selves and their city at the same time. Now we see that the Seattle chamber of commerce has decided, after some discus- sion, to purchase 5,000 copies each of the New Year’s editions of the Post-Intelligenc- er, Press and Times. The Post says the prices to be paid are $70 per 1000 copies for that paper, and $40 to $50 per 1000 for the others. This goes to show that peple consider it is necessary to advertise their city abroad and the business at home, and will pay for it too.—Vancouver. B. C., Times.
