SKETCHES IN THE SENATE,

It ia desirable that diversities of inter- ests be represented in the Senate as in the Commons. That is why the men appointed to this life Chamber should not necessarily be men of extensive Parliamentary ex- perience, nor yet of high legal or judicial standing only, but rather those who have won the public confidence by past service in such established capacities as tend to advance the country’s welfare. Men of action as well as of thought: of present energy as well as of past experience ; men who know how to manipulate one or more of the intricate wheels of the vast machine of national eaterprise, so that each shal! adjust itself in harmonious relation to the other, and the triumphal car of Camadian prosperity move in steady progress along the highway of the nations.

To view the Senate Chamber from the standpoint of a few minutes’ careless watching is one thing; to study it in the light of its record of membership is an altogether different thing. With the knowledge of what these men have done in the past; of what a majority of them are doing in the present,—realizing their legal abilitv, their financial and ecommer- cial knowledge, their extensive interests in the country’s industries, - taking them one by one and placing them in their several environments, we appreciate the fact that in this quiet Upper Chamber we have representatives who bear as extensive and active interests in the Canada of to- day as does any metmber of the Commons.

Let us look down upon them from our gallery corner.

The Speaker, Hon. J. J. Ross, is him- self a man of extended interests, personally and commercially, while his public ser- vices have included many important offices. About him we find a splendid group of business men who represent some of the largest financial and manufacturing inter- ests in the country. Sir Frank Smith’s name, standing as it does at the head of many large financial companies, is one of solid financial worth. He is Privy Coun- cilor and Knight, yet he frankly acknow- ledges an early fight with fortune, and speaks proudly of his business success. Montreal gives us Hon. A. W. Ogilvy,a decendant of a celebrated old Scotch family of the 13th century, and the found- er of the great grain firm bearing his name. Senator Ogilvy has been Pre- sident of innumerable commercial and charitable institutions, avd was for many years a member of the Quebec Legis- lative Assembjy. There is the Hon. G. W. Drummond also, why takes rank as one of Montreai’s merchant princes. Asa past President of the Montreal Board of Trade, and Vice-President of the Bank of Montreal, he is in touch with every movement of commercial progress. In the ChamberfSenator Drummond speaks rately, but always with marked effect. He has a pleasant voice, and his words are @imple direst and to the point. Beside him we place Hon. E. Murphy, also of Montreal, a most successful merchant, and director of several large business and philanthrophic institutions. This Hon. gentleman bears the title of Chevalier of the Holy Sepulchre.

Another merchant paince is Hon, W. E. Sanford, of Hamilton, the well known head of the manufacturing Company whose branches extend throngh all the cities of the Dominion. As President of various large financial and educational institutions, he also is in close touch with Canada’s present needs and her posssibili-

ties of future development, Senator Sanford’s splendid business talent is generally recognized; but his miany

charities and his innumerable individual benevolences are less public; while only those who know him best appreciate the full measure of his kindness and quiet humor. As the friend of our late Premier, the one who stood close beside Sir John Thompson in those last months of his life, and who bore his body back across the winter waters to his monrning coun— trymen, Senator Sanford will always hold the regard of Canadian people.

Hamilton gives to the Senate yet an- other leading Canadian merchant in the person of Hon. D. McInnes, whose long and early business career has made his name familiar through the mercantile cir- cles of Ontario.

Ottawa’s representative is Hon. F. Clemow, who was severely wounded at Qieenstown Heights and afterwards en- gaged in business in the Capital City.

These are but two or three of the men who represent large mauufacturing inter- ests,_—not men of the past, but of the very alert present.

One of the kindliest, as well as the wealthiest, men in the Senate is the Hon. Peter McLaren, of Perth, who was for so many years engaged in the lumbering trade. And with him we associate Hon. J. J. Brice, of Quebec, sole surviving part- ner in the extensive lumber firm of that name, and Hon. J. B. Snowball, of New Brunswick. These men represent the timber interests of the country.

Hon. H. W. Cochrane as an eminent cattle importer and breeder, represents well this important Canadian industry. He is the head of one or two of the :nost extensive ranches in the Dominion; and his experience and knowledge is most val- uable to the Government in developing this industry in the Northwest Territories.

Senators Kaulbach and McCallum re- present the ship-owning and fishing inter- ests. The former honorable gentleman is a successful Jawyer, and it is whispered that he will be offered a Lieutenant- Governorship in the near future. The latter is an experienced politician and an independent thinker. ;

The prohibition cause is well represent- ed inthe Upper Chamber by Senators Scott, Vidal and Murphy. Senator Scott is a Privy Councillor and leader of the Opposition in the Senate: a fine looking man of three score and ten, whose record tells of long public service both before and after Confederation. He achieved the Ontario Separate School law, a valu- able and successful measure. He aleo formulated the famous Scott Act, a meas- ure not quite so successful. Hon. A Vidal was a member of the old Legislative Council. He is a1 uncompromising pro- hibitionist, and has filled prominent posi- tions in that capacity.

Among the newer elements of the Chamber are Senatore Primrose, of Pictou, Prowse, of P. E. Island, Bornier, of Man- toba, Landry and Balduc, of Quebec,—and all of these the older members view with approval, and pronounce them good.”

Senators Kirchoffer, of Brandon, and Lougheed, of Calgary, count among the youngest members of the Senate. Both are lawyers, both moved out to the North- west in the year 1882, and both are splen- did types of Western energy. Senator Kirchotfer occupies the onerous position of Chairman of the Senate Divorce Com- mittee. He is fine looking, warm hearted and an enthusiastic athelete. Hon. J. A. Lougheed is the baby of the Senate in

jut of years. At the time of his appoint- ment in 1889 he was 35, an extreme youth for the grave Upper Chamber. Another of the Northwest members is Hon. C. A. Boulton, who underwent thrilling ex- periences in the Riel Rebellion of 1870, jand narrowly eseaped with his life. He

is an ardent free trader and fluent speaker in the House.

There are many others who deserve special mention, did space’permit. Hon. C. A. Pelletier of long public service, a Privy Councillor and Companion of Royal Orders. Hons.C. E. Casgrain, Thibedeau and Robitaille, the latter an ex-Lientenant Governor, ana each descendants of the fine old French families of early Canada. Hon. G. C. McKindsey, one of the most genial of men. Hon. A. A. Macdonald, active in Confederation, and ex-Lieutenant Governor of Prince Edward Island; Sena- tor Power of Halifax, doctor of law and a man of conscientious labor, with his con- frere, Senator Almon, one of Nova Scotia’s cleverest physicians.

Indeed the medical profession is a well represented-in the Senate as that of law or finance,—Senators Robitaille, Casgrain, Paecquet, McInnes, Sullivan, all these are followers also of the healing art. The last named gentleman ranks high as a scientist,

The farmers are not forgotten in Sena- tors Perley, of the Northwest Territories, and Mountpiasir, of Shawonogan.

Thus it is that varied interests are re- presented in the Senate and in the Com- mons; not by men who are are of the past only although man of them have such splendid records of service, but by those who by large personal interests are in act. ve touch with the present.

Let us look once again from our gallery nook. Inthe light cf what we have Jearn- ed, the stillness, the order and method, the dignity of procedure, is not slowness now, nor yet old fogvism, but rather the calmness and dispassion of experience. The stained lights, purple and crimson, drift down upon white hair that telis us only of bonorable records of public ser- vice; upon locks just touched with silver, whose owners rank to-day first among Canada’s strong men of finance and com- merce; upon dark, heard of, yet younger men, alert, active, full of the possibilities,

This is the real Senate Chamber of the Canadian Parliament.

Spies Said to be Operating in Canada.

A special from Washington to the New York Sun save: “The War Department is about to wake a third attempt to learn something of the topographical and geo- graphical situation in Canada, with a view of preparing to meet certain situations which may be presented should Great Britain attempt to invade the United States from Canadian frontier. If the two countries ever come to war, Canada would be operations for the British it is proposed to gather data showing the exact strategetical importance of certain points in the Dominion which would be selected by Great Britain as the basis of operations. Three “months ago the Secretary of War detailed an officer to go to Canada for the purpose mentioned, and he had just begun to gather valuable information when an old admiral in the navy, whose daughter he had married gave away the fact that an officer was in Canada on a government mission, and the result was that the officer was recalled for fear of his identity becoming known to the Canadian officials.

Later a second detail was made, and this officer was promptly frustrated in his efforts, through some friends who men tioned the fact that he had been chosen to study the fortification and military strength of Canada. The War Department has now detailed a third officer, who will shortly be on his way to Canala, and it is believed that he will encceed in reaching there without the intent of his visit being known. This officer will travel incognito, and no one outside the War Department of this couutry will know the purpose of his visit.

The result of his investigations will be reported tothe Department, and it is ex- pected that full particulars will be received of the real military situation, which would be presented on the northern frontier, should the United States and Great Bri- tain again come to blows, It is the pur. pose of the War Depariment to greatly in- crease the value of the Bureau of Iofor- mation ic other directions. Military at- taches abroad are tobe instructed to be more alert, and to keep authorities bere informed of everything relative to the progress in military matters.
