It was first lev- ied by Pitt in i798, when Ireland was in re- bellion, a mutiuy at the Nore, disaster abroad, treason at heme and the public funds at filty- two, Four years after, when the peace of Amiens was concluded, it was repealed; but its simple repeal would not satisfy the coun try, for some of the leading members of the House of Commous declared that it should be branded on the records of Parliament as an infamous measure. [t was again impesed in 1806, after the battle of Austerlitz, when Austria was beaten, Russia and Prussia hum- bled to the dust and the arms of Napoleon Victorious everywhere. for the next ten years England had endured the evils of this obnoxious impost. A pile of petiiiens was presented to Parliament for its repeal. Fore most among the advocates for its abolition was that eminent philanthropist, Wilberforce ; and though England had borrowed one hun- dred millions, a year or two previous, in con-| sequence of the long and bloody struggle with Napoleon, yet so detested was it by the Par liament and people of England that a motion for its continnance by the Chaucellor of the Exchequor of the day was lost by a majority of thirty-seven. If my memory serves me, this was inthe year 18i9 For twenty-three years the people of England heard no more of an income tax until Ungland was threatened with a commercial! aod financial panic, when it was revived in a very wederate shape by Sir Robert Peel. If backed loyally be the people, the City Council will be able to grap- ple with the present diffienlty without an in- come tax. Let Parliament pass the measure the Counci! has submitted to them, and there need bs no fears fer the credit of the city. The mevements of the two champions ef those great civic reforms at presen) —the President of the Unjon Bank and the Hon. L. H. Davies -are eyed with suspicion. The President of the Union Bank has never been conspicuous w his adveecacy of either civic or political re forms, except when the interests of the Union Baiuk were likely to be alfected. People are a little surprised at his becoming all at once an advocate of an inceme tax. They were equally surprised at his becoming a warm advo- cate ot Corfederation in 1872, until they heard ; that brilliant financial ackbowledgment, the purchase of £130,000, sterling, werth of y construction debentures by the nion Bank. Those aequainted with the tory oi that trapsaction understeed thor- his reasons for becoming a confederate. The city owes the Unien Bank at present about $18,000, and hence the President's aa- vocacy of au income tax, as the readiest way by which the Bank can be reconped for its advances. He is not particularly interested about the other reforms. income tax is his main plank. Financially, Mr. Davies ig not so much interested, but politically, he has an eye to how the pepular breeze blows. He is anxious to retrieve his fallen fortunes and thinks that the adveeacy of an income tax, which has proved iniquitous and immeral wherever it has beea tried, together with other sweeping measures of civic reform, will contribute to that end. It is to be hoped that the Legislature, realizing the gravity of the situatien, will pass, in its integrity, the Bill submitted by the Council, and have the moral conrage to resist this last outburst of mingled demecratic and party violence. Bosingss at Kexstnctex.—-The editor of the Journal has been ‘‘ writing up” Kensing- ton. Of the business of that place he says :— Mr. Clark, who has had charge of the R. R. Station bere for about two years, informed us that the business is steadily increasing. The prospect for the present summer he thinks is better thanever. During the past year three thousand dollars were received for tickets sold at that Station. 7,394,382 lbs. of freight, clucfly produce, were forwarded, the freight on which amounted to $4,774.41. 2,000,000 ibs. of freight, principally merchan- dize, were received, the freight on which am. counted to $2,352.59, making the gross business of Kensington Station $10,127.00. The fowarding business of this Station—the ac- tual business of a Station—is greater than that of any other Station on the P. E. I. Rail- read, with, perhaps, the exception of Char- lottetewn. Theamount of freight on goods farwarded may not be so much as at some other Stations, but it must be remembered that the greater part of Kensington’s business is with Summerside, and that the distance is only eight miles, so that the gross receipts are relatively smaller than the amount of busi- ness,
