At the afternoon session Mr. Camp- bell rose to a question of privilege. It was nottrue, as stated by the hon. mem- ber for St. Peter's, that he (Mr. Camp- bell) had changed his politics because he did not get the office of Commissioner of Public Works. In seeking to place him» self right ou this point it was not his in- tention to refer to what had transpired in connection with his change of political faith norto speak of the treachery that had been practized upon him by his Lib- eral friends previous to the election of 1876. Hewould say, however, that he was forced into his district in violation of pledges made by the Leader of th Liberal party with a political millstone about his neck in the shapee of 4 colleague whose un- popularity in the district wasso great as to very nearly cause his (Mr. Camp- bell’s) d feat. Had hebeen allowed to choose a local colleague (as was promised ) be could have had his election by ac- clamation instead of securing it by a very narrow majority. After the election a demonstration was proposed in honor of the victory, to which he was strongly op- posed. His Leader saw Gt to attack him for not taking partin the demonstration, and an angry a'tercation ensued, The Leader’s attack be considered uojast io view of tue fact that his colleague who assisted in getting itup di not participate as be knew he bad gaioed bia election by Catholic support and that he would have to face them egaia in afewdays. The Davies-Yeo Government was formed in September, 1876. The House met ino March, 1876. Mr. Stewart had been Com- missioner of Public Works from Septem- ber, 1876. He (Mr. Campbell) was still a supporter of tne Goveroment and assisted io placing the preeent free school law on the siatutes. This, he thought, showed that there was pOthing in the state- ment of Mr. Peters, After the free school act was passed means had to be devised to support it. he Leader claim- ed that he had a right to place atax on the farmers of the prevince for the sup- port of education. He (Mr. Campbell!) took the ground that all the people of the

But the resolution was voted down by the Govern- ment end its supporters. In the summer of 1878 this provioce was visit-d by Hon Alexander McKenzie, Prewier cf Canada, and Sir Richard Cartwright, finance Minister. Sowe difficulty arose in the Governmeut, and four members resigned. The next morning. on the train going to Sammerside, Mr. Jono F. But his answer was always the same,—to come on the floor of the House and publicly pledge himeelf to carry out the reforms which he (Mr. Campbell) deemed to be necessary in the interest of the countsy. The Leader was willing to give those promises privately but refused to give them publicly. The result was that he was reluctantly forced to vote against him on the resolution of wantof contilense, moved by the Leader of the fepposition. During all this time he held no communication with the opposition, neither did he attend the caucus at which the Sullivan Gov rnmeut was formed. When he was asked by the Leader of the Goverament tu takea seat in his cabinet he asked him what his policy was. The Leader stated that he intended to iatro- duce all the retrenchments and reforms possible, and to reduce the expenditure to the lowest figure consisteat with keeping up the institution of the covatry. Mr. Campbell accepted a seat in the Sulli- van Government, but no offise. I[t was only when that policy was put in force and offices amalgamated and Mr, McLeod (now Judge of Prince County) refused to remain avy longer Colonial Secretary that he accepted office in that Government. He was proud to have been a member of that Governmeut so ably led by the pre- sent Chief Justice “uo, through his econ- om? aod re‘orm, reduced the expenditure of the country nearly $100,000,thereby sav- ing to the taxpayer,an enormous amount of money aod fa:tutuily carrying out the pledges made to tue «lec orate. Mr. Kickham asked the Leader of the Goyernment if it is the intention of the Foveroment to cause the telephone sys- tem to beextended to North Lake and Red Poivt, King’s County, this present summer.
Mr. Kickham supported the extension asked for, and hoped that it would be attended to atonce. ‘The people of the sections of country in question were en titled to the advantages of the telephone.
Mr. Shaw epoke strongly in support of extending the telephone system to Nerth Lake aad Red Point, in King’s County. The tele- phoue was & great conreaience in sections where it was in use. He hoped the Gov-

Hon. Mr. Farquharson said the Pro- vincial Goveroment and the Dominion Government were now negotiating regard- ing thie matter of telephone extensioa. He looked with favor upon the extension bimes!f.
Un motion of Hon. Mr. Rog+ra the bill relating t» the taxing of psraons from abroad selling goods to consumers was read a third time and passed.
Mr. A. A. McLean introduced a bill to amend the act of the 56th Victoria,Cap 1, intitled “Ao Act respecting the Legis ture.”
Hon. Mr. Farquhareon thought the bill was not such as should emanate from @ member of the Opposition.
Mr. McLean sad he had a right toio~ troduc? the bill. It did not involve an ex penditure of public money.
Hon. Mr. Farquharson again objected to the introduction of the measure. He insisted upon an explanation of the bill being made.
Mr. A. A. McLean pointed out that the bill was directed against persons who held seats inthe House who were not residents of the province. Its object is to provide that no non residect shall be a representative of any district in this pro- vince. He instanced the case of the Fort Augustus district as strong procfof the urgency of the measure.
The House divided on the motion that the bill be read a first time and it was de feated on a straight party vote.

cess, those taking part being Messrs.A. A. McLean, Shaw,J. R. McLean, Sinclair aod Campbell.
Upon motion of Hon. Mr. Farquharson the Honse went into committee on the bill incorporating the Mayfield Hall Com- pany, Mr. Forbes inthe chair. The bill was reported agreed to in committee and set down for third reading tomorrow.
Committee was then resumed on the bill asking that debentures be issued for the asylums annex and steel bridges and other permanent works.
