To our readers, one and all, we wish, in the time-honored phrase which covers a multitude of good wishes: “A happy and prosperous New Year."

Before another issue of The Guardian goes ,to press, the year 1934 will have passed into history and a. brand-new year, with untold pomibilities will have stepped across the threshold. It is customary on such occasions to review the events of lXitEICSYr-PPOVUXHBI, national and internalional~wllich have occurred during the preceding twelve months. Such is the purpose of s. number of special articles in today's issue. There will be diverse opinions as to ‘the significance of the records thus presented; but that they mark o, yvcaz" of exceptional interest and importance will be admitted by all.

Internationally, the record will be of enormous interest to the fut- ureihistorian. Kaleidoscopic changes havp been taking place, affecting. in one; way or another, the all-import- ant‘: question of maintaining the precarious balance of world peace. As noted in these columns Sutur- day; the European tension has been considerably relieved by the Franco- Gcmlan accord reached on ques- tions concerning the soar Basin plebiscite which takes place in January. Another crisis was avert- rd by the intervention of the League of Nations in the trouble between Hungary and Jilgoslavia arising outtof the assassination of King Aieiliander at Marseilles. A major development in Britain's role as pac- ifief in European quarrels was in- dicgted in Saturday's Guardian, in thei announcement that after the 5...} plebiscite the British Govern- ment will propose a general Eurcll- ear§ security pact welding all con- tinQltal powers into one common unit against war.

What about peace conditions out- liclo’ Europe? Paraguay and Bolivia arefstill engaged in a pwtrfllitcd war? over the Chaco boundary ques- cimi in South America. Italy is in- volved in acrimonious dispute with Ethiopia. Japan refuses to accept the naval limitations imposed under the Washington Treaty, and insists on s. schedule which is acceptable neither to United States nor Great Britain. Russia, Germany. Austria. spaln, cubs. and other countries have passed during the year through serious internal disorders Even where these troubles had no direct international bearing. they evidenced a state oi mind anyihifl! butjcohuucivo to world new 1-1111 security.
