League Sanctions

The proposal now being considered by the League of Nations of placing an embargo on war material required by Italy, by no means exhausts the League's resources under the list of sanctions which may be invoked against a. belli- gerent nation. Refusal of war supplies, is, how- ever,- the first and obvious step in the application of any economic sanctions. What does such a step involve ? In the first place, there arises the question, what constitutes war supplies; whether, for example, the embargo on arms is to apply only to finished arms, or whether the same arms are to go out three-parts or even half finished, to receive their last touches in the factories of the importing country? The farther one goes backfrom the finished weapon, the harderlit becomes to identify materials destined for use in making it. For instance, would or could Italy be allowed to import as much nickel as it has been in the habit of importing before, or none at all? Or the same amount of iron and steel, or of gaso- line, or of a host of other things which, necessary in peace, can also be used in war? These are things not solved as easily—-or agreed upon as easily~as many may imagine.

Boycott of all exports from Italy-refusal to accept imports from Italy—would raise less formidable difficulties, in the opinion of the Ottawa Journal. Under normal conditions, well over 60 percent.—~probably at least two-thirds-— of Italy’s exports are consigned to League Powers. Great Britain alone takes over i1 per- cent, France about 8 percent, Switzerland about the same. Thus the League Powers, even with- nut the collaboration of the United States, would be able to stop the greater part of Italy’s export trade. With Italy's gold reserves not adequate to

ports, or of the great proportion of them, must eventually lead to serious financial difficulties; would almost certainly prohibit a long Abyssinian campaign.

Coming back to supplies for Italy, further difficulties suggest themselves. In the first place, unless the embargo could be adopted by all countries, without some countries continuing to supply Italy without limit, the effect would be destroyed. A partial boycott of a country's ex- ports can be effective; a boycott on exports to it, applied only by some countries, very seldom can. Moreover, there is the difficulty here that the country which goes on selling in time of war is likely to go on selling in time of peace. The country imposing the boycott simply loses a mar- ket to the country which hasn't applied the boy- cott.

This is the problem which League delegates are now concerned about. They are particularly anxious concerning the policy to be pursued by United States, Germany, Japan and Brazil.

The study cf dreams has long been a part. of that branch of medl- cal treatment known generaily us psycho-analysts. But 1t has not, hitherto, been liggested or sup- posed that dreams were cmcezned with other than mental processes. For that mason, perhaps, lf for no other, the records of a. case which were published recently in the British Medical Journal have ex- cited e great deal of lnterest, for they seem to indicate that a man dreamed correctly about u lesion of his own brpln. The dream. lt. ls true. was clothed in more or less fantastic imagery. The sleeper raw a drained pool, among the aludpe at the bottom of which were two extinct animals, miniature ln size. One was s minute mastodon. This, as it happens. ls a more or less ocurute description of that part of the brain where dlserse was actual- ly present. The sleeper, in other words, seem to have been looking at hls own brain and describing its injury. He is a medical man. The technique employed to elucl- date the case ls dercrlbcd by the British Medical Journal as “a tech- nique more often a-saclated with the writing of ‘thrillers’ than with that of scientific discourses," and this view will not. be disputed.
