. The Queen's Message Her Majesty's Christmas Day message was addressed. in the traditional manner. to all the peo- ple of the Commonwealth. but. more specifically it was directed to th e

younger generation. upon whom rests the hope of the future. It. was on the great task ahead. of

building a new and better world, that the chief emphasis was placed.

Emphasized too was the need for maintaining freedom and for safeguarding it “by a thousand in- visible forces." chiefly in the way of self-discipline. the common law, and the right of citizens to assem- ble and to speak and argue. which are inherent. in our principles of democracy. This love of freedom is what distinguishes Common- wealth rclations. and constitutes its basic value to the world.

We are living in turbulent times. and it is sometimes hard not to be pessimistic about the future. This applies to the Commonwealth as it does to the world at large. But Her Majesty brought two excellent. il- lustrations to bear on this problem. She noted that “all of us who have been blessed with young families know from long experience that when one‘s house is at its noisiest, there is often less cause for anxiety. The creaking of a ship in a heavy Sea is music to the ears of the cap- tain on the bridge. in fact little is static and without movement there can be no progress."

A reassuring thought to carry with us at. this season and into the new year.

Peace Corps Expansron

One of the first legislative goals of the late President Kennedy was the creation of a United States peace corps, which was received with a good deal of public apathy at the time. Today it. has become

.firmly established, with a budget of $104 million and more than 10,- 000 volunteers in 46 countries. A truly amazing achievement in four short. years.

Perhaps the most solid evidence of this is the fact that it has been imitated so widely. For the US. peace Corps, while it was not the first. venture in sending people Abroad to help, has been responsible for a large scale expansion of sim- ilar activities in other countries. The growth of the movement has become so spectacular that an agency known as the International

\ Secretariat for Volunteer Services has been set up to encourage such volunteer programs and act as a clearinghouse of informtiaon and ex- perience.

chief concern, then, to wear this prejudice down. But whatever the volunteers accomplish, it is said that; they invariably find their missions the richest experience of their lives.

A Sad Comeclown

Last January 11, newspapers all over the country noted the fact that that was the 149th anniversary of the birth of Sir John A. Macdonald. Almost universally, the suggestion was made that the next anniver- sary. the 150th, should be made the occasion of major national recog- nition. Without exception. the pol- iticians proclaimed their enthusias- tic agreement.

What has happened since? A month or more ago our junior MP for Queens, Mr. Macquarrie. asked this question in Parliament of State Secretary Lamontagne. All the minister could say at that time was that. "a small interdepartmental committee has been appointed but as we have not yet received its re- port or recommendations."

This week it: was intimated that the interdepartmental committee is still more or less at work on the question. But all that has come to light is that there will be a dinner in Kingston, Ontario, which Prime Minister Pearson, Opposition Lead- er Diefenbaker and Ontario Prem- ier Roberts will attend and from which—it seems—previous engage- ments will prevent Governor Gener- al Vanier and Quebec Premier Le- sage attending.

Is this the way to honor, on such an occasion, the nation’s first Prime Minister and chief architect of Con- federation? As the Toronto Globe and Mail well says, in any other country the occasion would call for at least a national holiday and a variety of festivities from coast to coast.

But that's the way it goes. and Sir John is not singular in being treated with such meagre display of interest. The Toronto paper notes that; he is doing rather better than Sir George Etienne Cartier did on a similar anniversary, and prob- ably better than George Brown will do when his turn comes round. As for other Fathers of Confederation, how many Canadians could even name them?

We made a creditable effort to do something about this in Char- lottetown this year, with our cen- tennial celebrations. But Parlia- ment hasn’t benefited from the ex- ample. It adjourned until next February, showing lamentable in- difference to the fate of Sir John’s 150th anniversary observance.

This appears to have been the view of the Senate banking committee in rejecting Premier Bennett’s proposal for a Bank of British Columbia which would have been controlled by the BC. govern- ment to the extent of ten per cent of its stock.

The result of this measure, if it had been sanctioned by Parlia- ment. would be to open the way for two nation-wide banking systems, one privately-owned but nationally regulated. the other operated by provincial governments exerting powerful regional pressures on na- tional monetary policy. While these banks would be subject to federal regulations, they would also be con- trolled by provincial political parties.

In British Columbia this would mean by Premier Bennett. 3 dedi- cated inflationist, who has made a career of disparaging the “tight money" policy of the Bank of Canada. With a bank of his own he would have pressed for "easy money" regardless of national eco- nomic conditions.

Hypertension Correction

This is a typical story of a man in his forties who was cured of gh blood pressure. Cure of this condition is un- usual unless a correctable cause can be found and removed. The patient was an ordinary work- ing m under no particular stress, and felt fine until he developed shortness of breath. fatigue. and chest pain. Exami- nation diacloaed hypertenesion.

He developed aching in the back of the head that tended to come and go. He was given

medication for a short time and the pressure dropped from 220 to 204. ut this decrease was not enough and the patient went to the hoapiel for a more thorough study. There was nothing in his family history to hereditary tendency.

were within normal fruits. Three changes were found that went along with an elevat- ed blood pressure. The arteries in the eyes were narrowed. showing evidence am. The lat- ter suggested that something might be amiss with the rig kidney and, if so, this abnormal- ity might be responsible for high blood pressure. The func- tion of and circulation to each of these organs was studied. Again the right kidney was im- piicated.
