CHATHAM, England, Dec. 4 - (GP) - A "two-decker suburban bus plowed into a marching squad of royal marine cadets tonight and killed 23 boys. Police described it as the worst road accident in Brit- ain's history.

The cadets, from 10 to 14 years old, were on their way through dimly-lit streets to a boxing match in the navy barracks of this Royal Navy arsenal. Nineteen boys were injured.
