The Montreal Star says that ‘It is not difficult to see that the opposition to the Fishery Treaty in the Senate and the press of the United States is merely political. The Presidential election is at hand. It is almost certain that Mr. Cleveland will be the Democratic candidate, and the:Republieans’ are most unwilling that his adminisistracion and the party to which he belongs should have the credit of honorably and peacefully settling a question which has for so long a time been the cause of so many. bitter disputes and ‘serious © misunderstandings. Militia and Defence.
THe angual report of the Department of Militiaand Defence, for the year ending December 31st, .1887, is colliied! + Itya@s usual, containg a large mount “Of infofmation of especial interest fo meinbers of the militia force. Lieutenant-Colonel Worsley, in his report of Camp Brighton, speaks very highly of our Island corps. He says
** The Souris and Montague Batteries came into Camp Brighton, Charlottetewn, on the 27th June, where they had the advantage of the guns to drill on.. They .made.good use of their time under an instructor from the Halifax Brigade Garrison Artillery, Sergeant M. Gibbs. They are aremarkably fine’ body of men. The Prince Edward Islanders have always been t6 the fore in artillery competi- tions, and this year won two first prizes at Orleans Island, Quebec... The Charlottetown Ratteries were inspected by the Inspector of Artillery, who, I think, thought welbof them, they being particularly well up in their gun drill. The Rifled Guns I shall be glad to hear of, as it is reported they have been ordered from England.
‘*The Engineer Company turned out on the 50th June, the day kept by the people of Charlottetown as Jubilee Day, and acquitted themselves tot my entire satisfaction. The Company was inspected by Captain Davidson, Inspector of Engineers, in October, who re- ported to me that they were efficient.
“The 82nd Battalion camp into Camp Brighton, Charlottetown, with the following Companies, yiz., Nos. 1, 3, 5, 6,7 and 8. rhey ere a fine body of men, well equipped, and al) have the white helmets ; they improv- ed rapidly, and their’conduct was as good as could ‘be desired’ The distarice from the own was only about a ‘mile, and therefore some little indi-eretion might have been ex- pected, bat it was quite the reverse. On the 30th June the whole of the force in Camp at Charlettetown, together with I and 2 Batter- ies Ga*tison Artillery and the Engineer Com - pany, parailed at 2 o'clock for the purpose «? tiring a feu de joie: The militia were joined

Non-Commissioned Officers from Halifax. ‘The stores were wel] looked after ; the 50- round pouches and belts are obsolete.and un- serviteable. I have inspected all armories myself, whieh are in fair order. The Drill, Shed at Charlottetown ia in good order. ‘* Lieut.-Colonel Irving has been most zeal- ous in his duties, and I was glad to see had been promoted. Major Cropley performed his duties to my entire satisfaction.’
Lieutenant-Colonel Irwim, who inspected the Garrisén Artillery last August, reports as follows :—
*“T inspected Nos. 1 and 2 Batteries at Charlottetown on the 12th August, and found as usual both Batteries very well turned out and in avery efficient state. The Souris and Montague Batteries formed part of the | Bri- gade Campat Charlottetown and were inspect- ed by the District Staff.
** It is hoped that thie issue to this Brigade of two 40 Roar B. L. guns before next year’s drill, will enable the rural Batteries ‘to obtain much needéd instruction in artillery exercises
** Detachments were sent from three Batter- ies to the Garrison Artillery competition at Quebec.” !

“The inspection of ‘this Company was to have taken place on the 29th September, but owing to the wet weather, it had at the last inoment, to be put off till the next day.’ In consequence of this the Company w a¢ unible to parade'in quite its ful¥ strerigth.
“The morning of the 30th wag oech pied with the Infantry inspection. — The ‘turn out
was very sthart’ and tHe drill was detidedly good. Twas especially pleased with’ the *pro-
gress made in the extended order movements, practiced this year, I believe, for the first time, ;
‘* Ta the aftérnoon the fas for the Gzowski comp=tition was done.- Capt. Weeks’ project included the erection of four huts of light poles, thatcHed with spruce ‘boughs, the ne+ cessary' Gamp conveniences and a defensible breastwork guarding the approaches to the. Camp. “The Company worked exceedingly well and a large amount of work was done for which ‘the second prize was aftewards awarded,
‘‘T am glad ‘to be able to report that the expectation I expressed last yetr of finding @ mai ked improvement in this Company, has been fulfilled. It is now in a very satisfactory condition and ‘should,’ 1 think, continue year by year to steadily improve.”
Referring to theGzowski Engineers Com- bination, the same officer speaksas follows concerning the Charlottetown Engineers who taptured the second. prize ':—-
“Charlottetown Engineers, under Captain: Weeks. The amount of work undertaken’ was perh: ps rather much forthe time available, still ) thin it would have been doné had the men iad the advantage of being in camp and working together as a company for @ few days before the competition ; but as it’ Was ‘owing partly to’’this and partly to the unavoidable absence of some of the men; and partly also to some slight mistakes in the arrafigements, the work was not quitefinished. ‘ The camp itself was quite completed arid yery well done too, but the defences were left till too late;and were consequently in‘an uifinished state ‘at the end of the six hours: “Still*the work, asa whole, ‘was exceedingly’ good ‘and falls but little short of that which took the first prize.”

‘‘ Having selected a site near the river in the neighborhood of spruce trees and young undergrowth. of brushwood, and adjacent to a small gpring, J shall lay off the Camp aa jiear-
plan annexed, The men on being marched to the ground will be told off into working parties. A Corporal or Lance Corporal, with a small squad, will immediately prepare the water supply by sinking and enlarging the spring oa protecting it from defilement; an-
