Shaw, Deputy Minister of Agriculture, it was shown that on the basis of the livestock popu- lation of i945 wo imported into the Province 55,300 tons of wheat, oats, barley and millfeed, in addition to approximately ii,00O tons of pro- tein and other feeds; making a total dependence in i946 of about 66,500 tons of outside material. i’ On the basis of bushels of barley this would mean thesimportation in i946 of about 2,250,- - 000 bushels, or about one-third of our own pra- vincial total production of grains in a normal ycan There is no doubt, as Mr. Show pointed out, that the movement of grains and feeds during I946 to this Province contributed very materially to the traffic of the railways, and that with- drawal of the Federal subsidies would m-ean de- creased railway revenue as well as a serious up- set to our agricultural economy. The latter point was also emphasized by Premier Jones in his presentation on July i4 before the Commis- sion at_Ottawa, when he expressed the view that as a matter of national policy, feed grains should always be freight free from Montreal east in ordor to put us on an equality with the rest of Canada and parts of Europe which enjoy an ocean freight rate.

Fatal Educational Drift

Of concern to Canada as well as the neigh- , boring Republic is the strong indictment of American educational methods by Dr. Bernard lddings Bell, formerly Professor of Education at Columbia, consultant on education to the Epis- copal Bishop of Chicago and honorary Canon of the Cathedral of SS. Peter and Paul, which ap- pecrs in a recent issue of the New York Times Magazine.

The author cites Henry Wallace as boasting that "this is the Century of the Common Man," and goes on to show that the tragedy behind this dictum is the failure of our educationists to equip the Common Man for his new responsibili- tics. Thanks to the power machine and its en- riching consequences, ihe servant has become almost overnight not only equal in social author- ity to his former master but by sheer weight of numbers his superior. When the Common Man was thus suddenly emancipated, what he needed was such education as would enable him to understand what hitherto only the controlling few had been encouraged to try to understand, namely, the nobler and wiser aims of the race, those visions of human greatness and possible human significance which dictate the ethical foundations of a sound society. Ta have given the Common Man facility In such matters would have been truly "democratic education.” lt would have lifted him into the stature of the Freo Mon, the Citizen Mon, the Liberal Man; it would have rosultod in an international and spiritual emancipation comparable to his econ- omic emancipation. instead of this, those who are supposed to be the custodians of raciolwis- dom have said in effect to the newly powerful Common Man: "You are now equal to Liberal Man...You have nothing new to learn. It is composed at 48 lights and extends across the entire east wall.
