Vaughan started his rail- way carccr as a messenger boy \\'ith the Cana- dian Pacific Railway liotir years later he went to the otd Grand 'l‘ruiik railway and from there to the Canadian Northern, occupying positions of more and more responsibility as time went on. When the Canadian Xorthcm was amalgamated into the Canadian National system in 1918, he was appointed assistant to the president of the C. N. R. and in 19.10 was made vice-president in charge of purchases and stores. lvheri the Cana- dian Government set up its Defense Purchasing Board in _]uly, I939, he became chairman as a dollar-a-rear mun and held the post for six months until the Ministry of Supply was set up.

Commenting yesterday on Mr. Vaughan's ap- pointment to succeed Mr. Hungerford, Hon. R. B. Hanson. Conservative House leader, declar- ed: “The right man." This seems to be the gen- eral opinion.

Telephone Rates Adjusted

K The question of telephone rates and services has been a matter of a good deal of acrimonious controversy in this Province for some years. It has been before the Utilities Board since 1935. and in the past two years especially a mass of evidence, much of it of a technical nature, has been presented, and patiently digested and co- related by the Commissioners, byflirlflfflay’ llle)’ presented their report, of which an outline ap- pears iri today's ticws columns.

Briefly, they recommend no change in phone rates for Charlottetown. In Alberton and Moti- gague there is an increase of twenty-five cents per month, but offsetting this is the guarantee 0f

longer hours of phone service. In Sum- merside, there is an increase (in house resi- dence phoiics only) of twenty-five cents per

Jean Charles Harvey, French-Canadian writer Montreal, told the Ottawa Kiwanis club that the average French-Canadian now is more en- thusiastic for a British victory than ever before. Mr. Harvey said the province of Quebec had been “shown in an entirely false light" “The honor of French Canada is at stake and this wrong must be righted so that Canadian unity shall not suffer through aniniosily created by the indiscreiion and thoughtlessness of a few,” lie declared. Nine out of 10 French language daily newspapers in Quebec province were whole- heartedly behind the war effort. “The first regi- ment to reach full strength in Canada when war broke out was French~Canadian," he said. More than 55.000 French-Canadians were in the forces.
