The first clause carried was, the hereatter, conventions would be held every three Years instead of by-annual ses- sions as heretofore.

The second clause brought forth considerable discussion on the proposal to change the sys- tem of assessment which is no doubt a very important ques- tion. This matter was debated on the most part of Tuesday af- ternoon and finally it proved to be the wiil ef the majority to lsave the assessment plan as it is for the next three years, and 1suppose we may expect to havre an average of eighteen as- sessments per year untilthe next convention, when the question will uo doubt be taken up a- gain.

The next slause carried was one that gives power to the Grand Council to borrow one assessment trom the reserve fand 50 as to facilitate the prompt payment of death claims. Hitherto payraents have delayed sometimes for a month in order io collect it from the next month assessment. This was a clanse that brought many objections and was carried by a small majority.

Another important clause car: ried is that where Branches have a membership of less than twenty-five they will require only five to constitute a quo- rum, whe-ei: takes seven at present. This is certainly a need- ed ammendment as it will give a bettor opportunity to small Branches to trausact their busi- ness aud keep in line with the larger Branches.

The next clause getting the assent of the Delegates was one that had been suggested by se- veral Branches and on which there was very little discussion and was that in future any ap- plicant for membership who will be rejected on account of his medical ex:mination or any person over fifty years of age may be admitted atthe aiscre- tion of the Branch where he ap- plies, as an honorary member and be intitled to all the social benefits and advantages of the association by the payment of the regular monthly dues. This certaiuly should tend to greatly sweli the membership and give to the J. M. B. À that influence and strength such a grand and good association shoaïd have.

Another siight change in the representatioi to the couven- tions was made by which any branch hariug a member as an officer on the Grand Council wili be deprived of electing or sending a delegate to the con: veution as it was held that a Branch should not havre more than one representative.

appointed by each Branches called “The committee for the Er of the association”, whose duty it will be to take a special interest in whateyer may tend io the advancement of the asso- oiation and give orders as to What they want done.

The last clause passed was one that gives authority to the Grand Council to appoint Dis- trict organizers who will also have power to examine and au- dit the books of the different branches. These organizers will be paid a reasonable salary and will no doubt do much good in increasing the membership in the different Districts over which they will preside. It was thought that by the increase in membership due to these or- ganizers and the saving by the tri-annual conventions that the fands would be increased more than sufficiently to warrant the payment of a small salary to those organizers.

The finance committee’s report showed the assuciation to be in a flourishing condition and re- ported on hand $2000.00 after payiog all expenses ofthe pre- sent convention.

The election of officers prored to be a slow procedure.

There was no change in the officer of President, first vice or secretary and the firsis ballots cast was for second vice, for which there were six candi- dates. Brother Brennan of 214 being one, and J am glad to re- port that he took a very resp?c- tabie vote although not success- ful as it wes carried by Leugh- ria from Ontario.

1n the election for Trustees, our Provincial Grand Deputy. aiso from 214, was a candidate and only lost by a very few ballots, and it was thought that if the balloting was conducted more strictly, he would be one of the body of Trustees to day.

With the election of officers came the close of the 11th con- veution of the C. M. B A. and dele .ates to the next wili have the pleasare of meeting in thet beautiful and renowned city Niagara Falls, three years hence.

During our stay in Quebec 1 must say that We were shown that kindness and attention by our brethern there that makes one feel proud of belorging to this noble association.

The excursion given the dele- yates down the St Lawrence in the S. S. Sberdeen by our Que- bec brothers was a most enjoy- able trip which gave us a splendid view of the Isle of Or- leans.

From her deck we also had a view of the falls of Moutmoren- ci and looking at them one can realize their great height which is said to be 100 feet more than that of Niagara.

There are meny points of in- terest in Quebec and about fir:t is the Citadel. When vou arrive

The p'ains of Abraham is an- other great point of interest. Here you can see Wolfe's Monu- ment on the spot where he died 139 years ago, aad if you are of an imaginative mind you can fillin all the details of that brief battle that changed the destiny of North À merica.

poiated out to me in Champlain St. where there is a considerable rise of ground made by the fa- tal iandslide of 1889, and look- ing up 1 could see wheré the slice was taken off the cliff at the time.

Many other historical sights are to be seen in Quebec but time could not permit me to re- main longer.

After a pleasant and comfort- able ride and seeing the beauti- fal scenery down the shores ot the St Lawrence, we arrived home after one week of pleasure combined with business. But as 1 neared the “Garden of the Gulf”, the words of the old song seemed to boom up before me : “Thcre is no place like home.
