He is also, and has long been, a repre- entative Catholic layman. The ques- tion of religion or creed should not, of course, be considered as of any weight in an odicial appointment, and it is not pro bable that the Government gave it much consideration in this instance ; but we are glad to note this last fact as an evidence of that which we have had occasion to assert and contend, viz.: That the Government have no prejudice whatever against Roman Catholics, and would not think, as some of our contemporaries have ailirmed, of excluding aman from office because he is a Catholic.

Mr. Macdonald was cne of the best, if not the best, officers who have had the management of the Post Office in this Province ; and as a public servant who has dove well, it is but right that he should receive his reward, and be invited to go up higher.

There is, however, another considera tion, which will be satisfactory to a large and very rapidly increasing body of men and women in this Province. Mr. Macdoaald is a strict teetotaler, and a prominent advocate of the temperance movement ; and as the head of society in this Province, will, no doubt, exert his in- fluence in the promotion of his principles. We heartily congratulate Mr. and Mrs, Macdonald on their well merited pro- motion.

And while doing so, we must not forget to acknowledge the able adminis- tration of the retiring Governor. The most important of the gubernational duties have been performed by Mr. Haviland with care and dignity,—with satisfaction to the Government and the country. As a constitutional lawyer, Mr. Haviland has no superior in this Province, and his advice and assistance have, no doubt, been of great value iu the highly successful conduct of affairs by Mr. Sullivan and his colleagues. We regret very much that, throughout his tenure of office, he and his family were subjected to troubles and afilictions ; and those who complain that Government House was not gayer while he occupied it, should remember that the cup of pleasure and the cup of sorrow cannot both be drained at the same time.

It is rumored that Mr. Brecken is to take the important office made vacant by the promotion of Mr. Macdonald. As a politician Mr. Brecken has had a long career, and it is not wonderful that he now desires to retire. Popular favor is very apt to be evanescent; but Mr. Brecken has been continuously a popular favorite on account of his pleasing and winning manner, his honesty and un selfishness, his uprightness and manliness of character. He was, as those who attended the meetings of parliament, know a much better representative than some of his opponents were willing to admit; and his recent conduct and in successfully defending aud protectieg the franchise rights of his constituents and vindicating his own honor before the highest courts of the country, is beyond praise. Should the report that he is to retire into the office of Postmaster of Charlottetown and Inspector of Post Offices prove true, regret will be felt by a large proportion of his constituents and friends.

True Asiatic cholera, a virulent form of

septic cholera, always originates in Hindos

tan. The year 1756 marks the recognition of periodically returning twelve yearly epidemics el with the great twelve yearly Hindoo festivals at the temples Chese epidemics recurred in 1758 and 1781, in which latter year 5,000 English troops, after camping on foul pilgrim grounds and

drinking polluted water, were attacked. In two days 3,000 were affected. Three times twelve or thirty-six years subse-

quently the great epidemic of 1819 occurred. This proceeded up the Ganges as far as Alla- habad and then deflected southward as far as Bundeleund, in which the Marquis of Hastings was carrying on war with 90,000 men against the Mahrattas. In two weeks oe men succumbed. Bombay prepared

or it, but it reached there, going from aims to village, and thence spread up the Persian Gulf, where 18,000 persons died, and from there to the Caspian Sea, and by land and seato the mouth of the Volga, where it died out.

In India the epidemic spread in every direction, being conveyed in ships scuth to Ceylon and also west and east to Africa and from there to Muscat, at the foot of the Persian Gulf; thence down again southeast to Bombay.

In 1826 another pestilence appeared in the north of India and epidemic broke out at Hurdwar. Thence it was car ried back to Caboll. Ik spread over the Asiatic caravan route, extending to Mos- cowand was distributed all over Northern and Western Russia, whence it was con- veyed to Berlin and Hamburg and over to London. After it had prevailed in Eng- land and Ireland it was carried over to Can- ada in 1852 by emigrant ships, and one regiment in Quebec lost week. From Canada it was distributed to all the national posts and _ forts in the West, «and from them was car- ried down the Mississippi to New Orleans in Oct. 1. 1832, where 6,000 persons died out of a population of 55,000. The next twelve yearly epidemic commenc- ed in lower Bengal in 1841 and advanced over India. It was eventually carried to Holland and England and thence to Havre. It was also again brought to New Orleans and spread to St. Louis, Cincinnati and San Francisco. The last twelve yearly epidemic commenced in India in 1865. The pestilence was carried to Frence and finally reached New York, and from there was distributed in 1866 in every direction over the United States west as far as Kansas. There has been no return of cholera in this country since 1866, though

At the annual meeting of the National Artillery Associa tion the Marquis of Londonderry stated that of the sum of £1,000 required to defray expenses of the visit the Common Council had contributed 100 guineas, and he him- self would give £50, and he thought there were good hopes that the full amount would soon be subscribed. It now appears that England, as well as the United States, is going to participate in the benefits of reciprocal trade with Mexico. Lord Carlingfe d’s announcement at the Cobden C! ub dinner to that effect, and the rumors of reciprocity between the United States and Canada may be taken as indica tive of the growth of the feeling in favor of closer commercial intercourse between the peoples of this continent and England. If it be true, as the prohibitionists assert, that the country is ripe for prohibition, the suggestion of ‘the Methodist Conference should be acted upom and a plebiscite taken throughout the Dominion. Shovld the vote be favorable, the law ought to be enacted without delay. Experience would soon demonstrate whether the country was ripe for prohibition or not. Sir Leonard Tilley and Professor Foster, however, have de- clared, no longer ago than last session, that the people are not prepared to adopt the principle. But they may have been wrong. At any rate a plebiscite would show what the feeling in the country really is. Let us have it by all means. —Ottawa Sun.
