A Question Of Justice

As of last Saturday Attorney General McQuaid was quoted as say‘ ing that his department has no per- son in mind as an immediate re- placement for Mr. MacMah0n. and that prosecutions meanwhile would lie with the police except in those cases where legal assistance is ar- ranged.

In view of what happened to Mr. MacDougall — an unnecessary Week in jail as a denial of justice — there is room for the feeling that Mr. Mc- Quaid’s plan is in need of an urgent review.

Belated Denial

The federal government’s ex- pression of willingness to give finan- cial help to parents of babies de- formed as a result of use of the drug thalidomide, as reported yesterday, not only is welcome in itself but ser- yes to clear away a misunderstand- ing which was unfortunate and should have been avoided.

Anthony Hope once observed: “Telling the truth to people who misunderstand you is generally pro- moting a falsehood . . .” Perhaps that is putting the matter too strongly. Certainly, though, it is unfortunate to say things in ways that permit, much less encourage, niisunderstanding, and then to allow them to stand.

Binge And Hangover

The manner in which the federal government's austerity program has hit RCAF Station Summerside is a. cause for concern not only to the im- mediate district but to the whole province. So far some 57 out of 80 civilian employees in the construc- tion engineering section, or 71 per cent, have been laid off with consid- erable abruptness.

Of course one answer to this con- cern lies in the proposition that sim- ilar layoffs undoubtedly are taking place in many other parts of Can- ada; that austerity inevitably brings some economic upsets in its wake.

It is true also, however, that cut- backs of this character are much more damaging to some parts of the country than they are to others. In the Maritime Provinces, for instance, the unemployment level is consist- ently higher than in the country as a whole, with the result that any arbitrary increases in it do dispro- portionately larger damage to the general economy here.

Misdirected Zeal I

There's a moral in this news item from the Ashmolean Museum at Ox- ford University, but we won’t press it too strongly. The museum recent- ly opened‘ new galleries for its de- partment of Eastern Art with su- perb sculptures, ceramics, porcelains and bronzes all shown against their proper background. The curator of the galleries explained how they had “combed the world” to obtain the right background material for the right object, and how the magnifi- cent objects themselves had for the most part been obtained from gen- erous benefactors.

One of these benefactors was a person who came in with a rare Han dynasty tile-—about 1,900 years old. “He brought it in," the curator ex- plained in a BBC overseas broadcast, “because it had four characters on it, two of which he thought had the

The increase of the minority racial groups within our popula- tion is gradually eroding the French-Canadian language.

This conclusion announces lt- aelf inescapably from the fig- ures just released by the census divislon of the Dominion ‘Bureau of Statistics here, covering the languages spoken by Canadians.

The census taken last ye a 1' revealed that the number Canadians whose mother tongue is neither English nor French had increased substantially since the 1951 census. On that earlier date, 1,659,770 Canadians claim- ed as their mother tongue nel- ther of our two official langua- ges: Ukrainian was the language of the largest group, closely fol- lowed by German.

But this latest census, taken last year, showed that 2,454,662 Canadians claimed a m o t h e r tongue other than English or French. This increase represent ed a slight growth from 11.7 13.4 per cent of the population.

KNOW OFFICIAL LANGUAGE Of our two official tongues, English is spoken by 67.2 p er cent of Canadians, French by 19.0 per cent, and both these lan- guages by 12.2 per cent. That‘ leaves 12 Canadians in every 1,000 who speak neither English nor French. ‘ These figures reflect a slight a win g away from use of the French language, as proportion- ately fewer Canadians can speak French alone or French and En- glish: but a slightly larger pro- portion can speak English only, of our two official languages. Prince Edward Island boasts the lowest provincial total of ci- tizens who can speak neither French nor English, namely 176 Ontario predictably has the larg- est — nearly 100,000. But it is Manitoba which has the largest percentage in this ca-fegory with 2 in every 100 Manitobans speak-

ALL OUR LANGUAGES Metropolitan Montreal con-

talns more bilingual Canadians than any other city; while met- ropolitan Toronto contains more residents who can speak neither English nor French than a n y other city or county in Canada. The "true-blue county Carleton, Ontario offers a cur- iosity. The electoral constituen- cy of Carleton. which almost. coincides with the county, is known as Canada's most Conser- vative seat, and has never failed to send a Conservative M.P. to parliament. Yet it rates highest

in Canada in the “Tower of Ba- el” stakes, excluding our two huge cities. Carleton boasts more English-French bilingualism ev- en than Quebec City; it houses more people who can speak nei- ther language than Sudbury or Thunder Bay — but is narrowly nosed out in this respect by Ke- nora. Purists might comment that statistics such as these take no account of linguistic skill. Mr. John A. Dunn of Westmeath. Ontario. recently wrote me an interesting letter along this line, in which he complained justifi- ably that “Listening to our TV and radio. one finds that their

, English language is below ordin-

ary standards in pronunciation."

At least the CBC might be ex- pectcd to strive to maintain cor- rect and consistent pronuncia- tion; many would agree with Mr. Dunn that it fails. Some might even go so far as a pro- minent Quebeclier who recently confided to me his findings that, whereas the French spoken in his province is frequently ter- rible —-— “joual", it has been call- ed, the English spoken in Ontar- io is just as often just as terri- ble ln grammar, vocabulary and accent.

The military junta that re- cently took power in Peru heads a nation profoundly divided by politics, nature, and culture.

Before the June presidential election, the prime minister said it would take him at least 12 hours to explain Peruvian politics. He didn't exaggerate. A month of political turmoil fol- lowed the election.

Geography, however, is the basic divisive force in Peru. The country is split into three great natural regions, the National Geographic Society says.

COAST IS DESERT

The long, narrow qoastland ll a desert, broken only by irrigat- ed valleys of Andean streams flowing to the Pacific. Ports. main cities, and cotton and su- gar plantations are found there.

Great mountain ranges, rising to peaks of 20,000 feet, form a massive central barrier, ‘extend- ing north and south throughout Peru's 1,400-mile length. In the highlands, Indian farm terrac- ed plots and graze sheep, cat- tle, llamas, and alpacaa.

Many of the Indians are ten- ant farmers. giving three days of lebora week to the patron who owns the hacienda, or es- tate, where they work. In th e past, relationship between pat- ron and-Indian was feudal. The tenants took off their hats and kneeled before speaking to their masters.

In r e c e n t years. however, some Indians have adopted new methods of farming, and th e hacienda system has been mod- ifieed. At one hacienda. where the Peruvian government coop- erated wlth United States edu- cators, better farming methods and improved education were gradually Introduced. Within 10 years, the Indians were prosp- erous enough to buy the estate.

Small bands of aborigines live on the eastern slopes of the An- des and the Amazonian low- lands. They gather fruit and roots and hunt with blowguns. They are practically untouched by clvillzatlon.
