Viscount Addison Passes Away At 83

IJDNDON, Dec. 11 -(Rcuters)- Viscount Addison, as, former sec. rctary of state for commonwealth relations, died tonight.

In his 40-year career as a. pol- iiiclan. Addison held such posts as muniions minister and recon- struction minister during the First World War. Britain's first health miniser. agriculture min- ister and commonwealth secretary.

He was Labor leader in the House of Lords until the Socialists were ousted from power in the recent British elections.

Christopher Addison was born June 10. i889 at I-Iogsthorpe. Lin- colnshlre. Before entering politics. he was successively a doctor, author. university professor and farming expert. His Orange Pippin apples won prizes at farm fairs and his treatise entitled "Topo- graphical Anatomy or The Pan- creas and Adjoining Biscera" is a standard work of reference.

orrawa. Dec. 11 - (CF) - Llberal and Opposition members in the Commons today urged that the St. Lawrence seaway project be coupled with the Federal de- velopment of natural resources in other parts of the country.

Members entered pleas espec- ially for the South Saskatchewan irrigation-power project in the east, the Passa-maquoddy tidal power and St. John River power schemes in the Marltlmes, the Chlgnecto canal between Nova Scotia and New Brunswick and the development of hydro power in the sub-Arctic.

They spoke during the second reading debate on Transport Min- isier Chev;-ler's bill to set up a s300.000.000 Federal "authority" to build the navigation part of the seaway, with or without the, help of the United States Government.

Near the close of an afternoon of debate, the House gave second reading -- approval in principle. io the seaway measure. it then went to the Commons committee- on-the-whole for detailed study.

During the second-read-ing de- bate, a New Brunswick Liberal- Dan Riley (St. .Tohn-Albert)- urged that the government show more interest in Maritlmea under- takings. notably the huge plan to produce electric power from the rushing Passamaquoddy Bay tides at the ocean junction of New Brunswick and Maine.

orrrawa. Dec. 11 -(CP)-- counsel for Canada's two railway systems said today that the gov- ernment's railway freight legis- lation will establish .a special rate structure on Maritime traffic across Canada outside the equali- zation rate structure proposed in the legislation. .

This was the view of F.C.S. Evans. vice-president and,general and Hugh omnnell, general coumel Nationall Railways, in testimony before the senate's transportation committee.

They agreed with an interpreta- tion by John R. MscNelll. law clerk and parliamentary counsel, that the special Maritime rate would result from an amendm made by the commons to the bill. The law clerk said a week-end conference with other counsel had produced no general agreement on the point.

Mrs. Frank Hlckox. aged 78, of Springfield, died shortly after be- ing struck by a car on the road near the home of her son, John I-flckox. also of Springfield. at 5.30 lust evening. U, N. Admits- Bombing Of Neulral Area

PANMUNJOM, Korea. Dec. 12 - (Wednesday)-(AP) - The U. N. Comma-nd today admitted one of its planes atrafed and bombed the neutral Kaesong age; yester- day morning. ”

The admission was made in a note given Communist liaison officers this morning by Col. An- drew J. Kinney.

The note said: "The results of the investigation of the aerial at- tack at Yonung in the Ksesong area. in the early morning of 11 it was made by an aircraft. of the United Nations Command."

Kaesong is headquarters of the Communist truce delegation.

The note was signed by Gen. Matthew B. Ridlgway. supreme Allied commander.

It was addressed to Gen. Kim ll Sung. supreme commander of the North Korean army, and Gen. Pong Teh-H.uai,. commander of Chinese forces in Korea.

The note said the attack was the: result of pilot error and noted that no injuries to persons or material damage occurred.

Campbell delivered an 18-page opinion. which was concurred in by Mr. Justice MacGuigan and Mr. Justice Tweedy. answering in the affirma- tive the question referred to the Court by Order-in-Council: "Is it within the legislative power and competence of the Legislative As- sembly to enact Chapter 10 of the Statutes of 1949?"
