The Coming Hiection.

We are pleased to learn that J. F. Campion, Esq,, of Souris, has consented to beco ne a candidate for the representation of the First Legislative Council District of King’s County. The people of that District have, it seems, determined to return one of themselves; and they copld not have made a better selection than they have made. Mr. Campion is thoroughly acquainted with the district—its wants and its interests. He s aman of excellent judgment and a very fair debater. He will, we predict, make a gool representative. We welcome Mr. Campion to the arena of public life.

ediaetes The “Argus” and the Stipendiary Magistrate.

Ir is very proper that the actions of all public officials should be criticized; and we are pleased to observe that the Argus has accepted the task of criticizing those of t ie Stipendiary Magistrate. It is, however, somewhat strange that the Aygus should be at all alarmed lest the Stipendiary Magis- trate sould receive, at the hands of the Logislature, too much power. For the Avjus is perfectly content under the regime of ihe autocratic City School Board, which js expending thousands of dollars on account e: the City—hiring teachers, renting build- ings, making contracts—without the author- ity, consent, or knowledge of citizens.

Nor is it less strange that the Argus should object to the law which gives to the City Council the appointment of Policemen and to the Stipendiary Magistrate their dismissal. For that law was one of the secondary blunders of the legislators—save the mark—the Argus now delights to honor.

The Argus objects to the amendment which renders the Police force amenable to tie Stipendiary Magistrate. clined to think that the Stipendiary Magis- trate should have vested in his hands the appointment and full control of the Police- men—the City Council only limiting the number of policemen he may employ and to amount they shall be paid for their ser- vos. We are incl ned to think§that if a Stipendiary Magistrateis worthy ot his office, he should be able to control the officials necessary to perform the subordinate duties of his office; if heis not worthy of his office, he should be discharged, At any rate, the contrel of the police force by the City Council has been, over and over again, proved to be a sham, a delusion, and a snare. : ;

The Argus finds fault with the Stipen- diary Magistrate because he suspended one policemen for drunkeness, - and discharged ¢ vo others for sleeping while on duty. We 2 informed that the man suspended was

yer proved to be drunk while on duty. With respect to the men discharged for sleeping, it is said that they were on duty twenty-lour hours, consecutively, If such be the case, they have been harshly treated ; and we hope they will be reinstated. We cannot, however, but second the efiorts of tic Stipendiary Magistrate to relieve the police force of the city, from its long- standing odium of inattention to duty and slcepness.

Citizens’ Skating Rink.

OPENING NIGHT.

Owing to the unusual moderation of the weather, the Rink was not this year opened so early as in previous years. The frost of Sunday night and Monday, however, hard- ened the ice. and the opening on Monday night was very enjoyable and suecessful. It is estimated that about two hundred ladies and gentleman took part in the in- visorating exercises. The scene was a pretty and lively one. Keeping time to the music of the band, the ladies, aa they glided by, exhibited all the charms which belong to youth, health, beauty and gracefulness, ang the gentlemen showed to the best advant- age tueir dexterity of limb and manliness of form. Staking is a pleasant and health ful relief to the tedium of our long winters. One evening's enjoyment at the Kink is, to the average citizen, worth a dozen in the heated drawing-room. Our citizens are ex- cecdingly fortunate in having a Rink eonterally situated, to whish they may re-

air and enjoy themselves to the top of their bent.

We understand that the Directors are willing to make special arrangements to met the cases of such fortunate individuals as ‘A Farner or Fair Davenrers,” who complaims of their ‘“‘terms”; and we feel convineed that they will do everything in t.ieit power to render all the skaters as much at their ease as possible in a mixed assembly.

Bullets Whizzing in the Air.

It is difficult, writes a war correspondent, to describe, as it is, indeed, almost impossible t> understand even on the spot, the mar- velous rapidity of fire and the enormous quan- tity of bullets that are whizzing in the air. Above the roll of musketry 1s heard the w aistling, like a strong wind blowing through the trees. These are the showers of bullets tuat rain upon the ground anywhere within a radius of a mile and a half from the fight, and the oitener he hears this sound the more its signilicance becomes clearto him. First Meeting of the Week of Prayer.

This meeting was held with the Baptist Church in the Y. M. C. A. Hall. Rev. D. G. McDonald, Pastor of the Baptist Church, presided. At the hour of opening the house was filled to overflow.

Services were opened by Rev. D. G. Mec- Donald, by reading the 103rd Pslam, after which he delivered an address beautifully appropriate to the accasion, reminding the audience of certain conditions of mind and heart necessary for the suppliant to possess in approaching God in prayer.

First, belief in the existence of the God to whom we pray, ‘‘For he that cometh to God must believe that He is, and that He is the rewarder of them that diligently seek | Him.” Second, purity of heart—not mean- ing sinless purity—for to this even the Apostle John did not attain. See 1 John

-8. ‘If we say we have no sin we deceive ourselves, and the truth is not in us,” but meant what David referred to, when he said, ‘If I regard iniquity in my- heart the Lord will not hear me.” From this he showed the folly of men coming to God in prayer, while living in any known sin, with- out sincere repentance and humble con- trition of heart. ‘Third, submission to the Divine Will, as revealed in the Word of God. ‘‘if ye abide in me and my words abide in you, ye shall ask what we will and it shall be done unto you.” Here he showed that when ‘‘the word” as ‘‘the sword of the Spirit” cuts its way into the heart it wins the affections, and brings the will into subjection to the will of Christ, the Spirit of God takes possession of that heart, ‘‘and the Spirit also keepeth our infirmities, for we know not what we should pray for as we ought ; but the Spirit itself maketh intercession for us, with groanings that cannot be uttered. And He that searcheth the hearts, knoweth what is the mind of the Spirit, because he maketh in- tercession for the Saints according to the will of*God.” He further showed that although if i; were possille, that the supplicant pos- sessed all the states of mind and conditions of heart, he would plead in vain, without faith in Christ, as the only name through whom we can approach the throne of God. Possessing these conditions, and earnestly and believingly pleading in the neme of Jesus, the promise is, that ‘‘ Whatsoever ye shall ask the father, in my name, that will I do, etc.” After prayer and praise, Rev. Mr. McDonald reminded the audience that alt:ough they had met with the Bap-

as much as it did to the Baptist Church ; and he expressed a desire that they would improve the liberty that belonged to them. To which free invitation, a hearty response was made by Revds. McLeod, Lathern, McLennan, Pascoe, and Judge Hensley. Very appropriate addresses were delivered by Revds. McLennan and Lathern, and want of space will not permit even a synop- sis of these speeches, suffice it to say, that they were heartily in sympathy with the opening address.

The whole exercise was interspersed by singing beautifal and appropriate hymns, such as ‘‘Come thou fount of every bless- friend we have in Jesus,” ‘“‘Nearer my God to thee,” ete. If we may be allowed to judge, the spirit of the meeting indicated more than union in sentiment. This meet- ing, the first of the week of prayer, augurs well for the future meetings. One feature particularly pleasing and profitable was the brevity and earnestness of the prayers and addresses, We hope that this feature will continue to characterize the meetings throughout. This is a week of prayer ; long-winded and beautifully studied speeches rob the meetings of their real intention, and the people attending them of the profit to be derived from short addresses, warm hearted, earnest and brief petitions. Another pleas- ing feature was, no one was called upon to take part, and yet not one moment of time was lost.

A Nuisance.

Dear Sir,—I wonder if the City Fathers are aware of the nuisance placed near by Spring Park. If lam rightly informed, it is by the authority of the City Fathers them- selves, that this monstrous heap of dirt is placed there. If not, 1 hope that immediate steps will be taken to remove such an ob- noxious heap in the vicinity of the Spring, where the inhabitants are continually ovtaim- ing water. 1t is most reasonable that the sur- face drainage will descend down towards the Spring and poison the water which ought to be kept pure aud iree trom ail such filth. Besides, the pyisoning of the airalso contaminate the water and must bring a~ fatal disease on the inhabitants of the city, Where is the Board of Health? Can each things be placed in and hauied to a public field without their consent or knowledge? { hope that they will take immediate steps to remove every particle of this heap of puison belore a thaw. it is wis- dom toremuove acause which is likely to prove fatal than to seek redress when it 1s too late.

Hoping that this hint will be sufficient to the guardians of the city, and more especially for tue protection of Spring Park water, as it used by the citizens of Charlottetown.

Comparative Naval Strength of | Britain, Germany, Russia and Turkey.

The ‘‘Statesman’s Year-Book,” which is the only official source of information we have at hand, shows that at “the close of 1876 the iron-clad British fleet consisted of 58 ships, of which number 47 are eflicient, 3 intended for the defense of the colonies, and 8 inefficient. These iron-clads are di- vided into five classes, the Inflexible, Dreadnaught, Devastation and Thunderer belonging to the first. These have from 16 to 24-inch armor, and carry four 25-ton guns, one of them carrying four 81-ton guns. ‘he armor and guns of the remainder vary until the minium is reached in the lowest of the fifth class, which have 4} inch armor and eighteen 6$-ton guns. We make no account of the unarmed vessels, which would probably increase the number in actual com- inission to over 240. In 1875 the total navy was 241.

The same authority states that at the close of 1876 Germany had 11 ironclads, which number is now increased to 16, as five have been construeted within the past year. The most powerful of these have 10- jinch armor and carry eight 22-ton guns ‘and one 18-ton gun, while some of the others carry four 26-ton guns and two 21-ton guns.

At the end of March, 1876, the Russian navy comprised 29 ironclads, the most powerful vessel, the Peter the Great, carry- ing four 35-ton guns.

At the end of 1875 the Turks had twenty ironclads. The two largest have 12-inch armor, carry a battery on the main deck of twelve 18-ton guns, six 20-pounders on the | =). 0 nam and two 6-ton guns forward and aft.

The above comprises the naval status of the four Powers a yearago. Whilg Ger. many, Russia and Turkey have in the ag- gregate seven more ironclads than England. The great superiority of the latter consists in the strength of her vessels and the im- mense preponderance in the weight of cali- bre of their armaments, and a further test of her superiority is shown by the majority of nearly 10,000 seamen over the other three Powers,

Military Strength of Germany.

Germany will not be taken unprepared should France suddenly resolve upon the war of revenge, which it is felt must come sooner or later. An interesting account of the German army has recently been pub- lished by a French officer, who was for many years military attache at the Court of Berlin. The total number of trained sol- diers Germany could dispose of in time of war, including the troops of the landstrum, is estimated by the writer at from’3,000,000 to 3,300,000 men, of whom 1,300,000 be- long to the regular army and landwehr. Owing tothe improvements which have been made in the details of the mobilization scheme since the war of 1870-71, the writer caleulates that in three weeks the whole of the regular army could be concentrated on the French frontier, while in another three weeks the fourth battalions and six divi- sions of landwehr troops could be brought up in line, the total strength of the invading army being thus raised to about 900,000 men. The mobilization of the second lev of troops could not be begun until the tenth week ; but by the thirteenth week 250,000

Extract from the Judges’ Report :

“The recommendation we hereby submit :—

_ “The great advantage which it obtains in its distinctive feature, the Rotative Hook, over the class of machines using the reciprocating shuttle, is one which needs, to show it, no spe- cial demonstration ; it being apparent at once, not only to the educated mechanic, but to any intelligent observer.”

The Report concluded :

‘The tension is more easily adjusted and needs less regulating than any other that we know of. Tue range of work successfully per- formed by the apparatus known as the ‘ No. 6 machine’ in our presence, was larger than we have elsewhere seen on any one machine, going from many thicknesses of tin and cloth to- gether to the finest cambric, without stopping the machine, and the sewing all perfect, show- ying the perfectment of the tension device used. The machine is well made, all its parts being fitted to guage, and consequently interchange- able. It has already received from the Amer- ican Institute all the awards and recognitions under the rules possible to a sewing machine, We consider the apparatus kuown as the No. 6 to be the most mechanical in construction and as attaining the best results of any ma- chine we know of, and we do not hesitate to declare it, as in our opinion, at present the best sewing apparatus in the world ; we recommend or it the highest recognition under the rules ait can be awarded—the Special Medal of “J.
