Important Resolutions

Three resolutions o-f special importance to Prince Edward island are to be presented at the notional Progressive Conservative Convention now in session at Ottawa. These "deal with Maritime rehabilitation along the lines suggested by Mr. John R. MacNico|, M. P., in his speeches in Parliament and in the course of his visit to these Provinces some months qgo; with Prince Edward lslond's participation in the Federal grant for draining the marshlands of the Maritimes; and with Federal aid in building roads in this Pro- vince in keeping with the Conservative policy followed under the Bennett Government.

These resolutions deal with matters which are admittedly necessary and desirable, and with regard to which many pledges have been made. The most important of all is undoubtedly Mr. MacNicoVs rehabilitation proposals, which would place the Maritimes in a position to de- velop their own electrical industrial power. It is his contention that the output at existing plants could be doubled in several Maritime centres, including Charlottetown which should have another plant producing 25,000 horsepower. In addition to increased power output and ex- pansion of rural electrification, his plan involves an all-out programme of rehabilitation in aid of Maritime agriculture and industry generally.

As noted previously in these columns, Mr. MacNichol's suggestions with regard to the power plant at Charlottetown are more or less in line with the Hogg report which was prepared for the Provincial Government last year, and which outlined plans for an $8,000,000 Pro- vince-wide electrification programme covering a period of ten to fifteen years. Mr. Hogg, how- ever, assumed that this would be an entirely Provincial undertaking, in Mr. MacNicol's broader scheme the Federal Government should pay one-third of the cast of building new Maritime plants and erecting transmission lines. it should also make _a capital grant and pay a subsidy_ on additional power produced and sold.

We may expect that the Maritime delegates at the convention will unanimously press for inclusion of the MacN-icol plan in the new Conservative platform. Should it win support of the convention, it will be a factor of tremen- dous importance in the next election campaign. Our delegates should insist on a very definite commitment in this regard from whichever can- didate they support for the national leadership. The same applies to the other resolutions con- cerning Prince Edward island and the Maritime: generally. We have aicomparatively large and influential representation at the convention, which without doubt will bear in mind that their first and foremost duty is to safeguard our interests.

' One of the advantages of our democratic system of free enterprise is that it leaves full scope for voluntary humanitarian efforts such as might fittingly be symbolized in this appeal for Orphanage support. The work achieved i‘ this manner is doubly blessed. lt is not something to w-hich we contribute grudgingly, as to a tax assessment, but out of the fullness of our hearts and with the feeling that it is a privilege as well as a duty to participate in this greatest of all community rehabilitation projects. The Orphan- age appeal comes but once a year,"ke Christ- mas. Like Christmas, too. it leaves a warm glow behind it for those who have responded gener- ously. Next wcck it is hoped that more of our citizens than ever will take advantage of this qoldcn opbcrtunitv. Every cent is needed and will be cxpcnrlcil wisely and well.

Pelleted Seeds

Carrots that require no thinning, com that can be sown two weeks early without being harm- ed by cold weather, tomatoes that don't need transplanting: These are a few of the innova- tions in farming and backyard gardening that have been made possible by a new way of pre- paring seeds, says a writer in the Wall Street Journal.

Under the new method, seeds are coated or "pelleted." Their coating makes even microscopi- cally small seeds big enough so they can be plant- ed one at a time and spaced so there are no excess plants to thin out. inert ingredients such as powdered feldspar or volcanic ash add bulk to the tiny seeds. Chemicals included in the coating makir plants grow faster, keep seeds alive during very dry or wet weather, act as a counter-agent against weed-killers and even shoo crows and rodents away with special chemi- cal mixtures distasteful to these pests.

A 60% saving in thinning costs, which average

' $15 to $20 an acre, and a 10% higher yield re- sulted when tests were run with coated head lettuce seed in California, There were also 40% more premium heads in the acreage sown with ,cooted seeds, it is claimed. Two pounds of un- cooted seed were nonnolly sown per acre; only five ounces of coated seed (excluding the weight of the coating) were needed for the some area.

seeds. Petunios, for example, have seeds about

one-third the size of a pin head. There are 200,000 of them to the ounce. Some fancier va- rieties are worth more than ten times their weight in gold. They wholesale for as much as $400 an ounce. Planting the bore seeds individ- ually is impossible. But when coated, they can he sown one at a time as readily as peas or beans. Thinning or transplanting is unneces- sary. _

Pelleting, it is claimed, also offers on oppor- tunity to do a better lob with chemical weed killers. Many of these are just as deadly to flowers and vegetables as to the weeds. If sprinkled on the ground, they will kill both good and bad seeds. But a coating of activated carbon on the outside of a seed protects it from such chemical weed killers as 2-4-0. The chemical kills the weed seeds but has lost its potency by the time the coated seeds emerge through the ground.

We have become almost accustomed to fol- lowing the progress of tropical hurricanes by the reports of the weather office. The task of flying into those hurricanes to get the infor- mation, an account _of which appears elsewhere in this issue, is certainly one of the more spec- tocuiar ways of earning three meals a day. ll I O I

Farmers today ore in a most favorable posi- tion with good crops and fair prices. A less cheer- ful note is struck by the reduction in the num- ber of cattle and other livestock being pro- duced here. Both for continued fertility of the soil and for_ income a reversal of that trend is desirable.

The Treaty of Amiens, which concluded peace between Britain and France, was signed this date l80l. ln February of that year Napoleon hoped to be able to form a great coalition to isolate England, the coolitionists to be Russia, Prussia, Sweden, Denmark and France. But the British Government acted with great determina- tion. At the battle of Copenhagen, Nelson forc- ed the Crown Prince to make an armistice; and the murder of Czar Paul brought the brief Franco-Russian entente to on end. After this there was nothing for it but for France to make terms with England which she did on this date l80l. It did not last long, however, and a new continental set up resulted in the battle of Wat-

Five years ago this month, in October i943, the 3rd. Canadian infantry Division, then in Britain, swarmed ashore un the Dorset coast at Studlond Boy, near Bournemouth, during a large scale amphibious exercise designed to develop the assault tactics learned at Dieppe and to pave the way fcr the invasion of Europe. So realistic was the manoeuvre, known officially by‘ the code name "Pirate," that at least one or two public house keepers about Southampton fibre part of the force embarked were heard to remark that "this was the real thing." The assault brigade went ashore at Studlond Bay on the morning of October l7 in the wake of a storm of fire laid down an the "enemy posi- t|on" by all three arms of the Service. "Exercise Pirate" developed this combined fire plan for providing assaulting troops with heavy ,and immediate support which had not been avail- able at Dieppe. It was, in effect, the real thing on a reduced and preliminary scale. Eight months later Canadian troops who took part in "Exer- cise Pirate" were in the van of the assault on the Normandy beaches.

A certain seeing-eye dog may well come to rank with Drake's famous game of bowls as a symbol of the ordinary Briton‘: lack of absorp- tion in the present world crisis. There are for more dog lovers trying to save o chicken-killing, trowser-chewing dog called Bruce than earnest patriots waving the flog against the Soviets. A black and brindle dog, the guide and seeing eye of his master, blind 79 year old, Rev. Henry Mayal-Young of Preston, Suffolk, was condemn- ed to be destroyed by a local bench of magis- trates because of its alleged chicken-killing, and snagping at the heels of pedestrians. The clergy- man’: wife protested as her husband said he could not carry out the sentence. Dog-lovers all over Britain, aroused over the future of Bruce, have been writing letters of protest to leading newspapers and pouring in offers to help save the dog's life. A wealthy dog-lover offered to pay Bruce's upkeep for the rest of his life, and a titled woman offered him a home on her country estate. So many letters ore reaching the old rectory that the village post office has

had to arrange for o special delivery service.

The first session of the 5th Gen- eral Assembly convened in this Island under the Fanning Govern- orship. 1788. It seems that at this

time the prosperity of the Island was associated a good deal with‘ the milling interests. far was a necessity for the Legislature to regulate the business of grist miller-s, and also to authenticate copies of records. Persons were

suspected of making vexatlous and frivolous arrests; loyalists and disbanded troops were sus-

pected of having claims upon the Government; dissenting Pro- testant subjects were suspected of having uneasy minds; proprietors of townships were suspected of not contributing anything towards the improvement of the Island; persons were suspected of ma" ‘ sly klll- ln,g or wounding cattle; and the Bar was, in all simplicity, suspect- ed of putting clients to unneces- sary expense and delay. Merch- ants were suspected of wanting to swear to their own accounts; dow- agers were suspected of having an eye on their dowers; the Royulllts were suspectedaf wanting Poundl; the suburbs of Charlottetown were suspected of maklng_ too much noise with firearms; magistrates nnd constables were suspected of thinking about their fees; rams were suspected of running about at improper seasons; and perlonl owning lands were suspected of neglecting their fences,—so that al- together, taking a legislative view of matters," there was at this time a considerable suspicion on the Island; but as the public cre- dit was lndorled on certain bllll and debentures, the Illand lnter-_ ests tided themselves over very comfortably to the year 1792, when trcusnns and felonies were brought under notice, and fresh efforts made, without effect, to lew en- other patch on the law garments of 1780 and 1781.

The instruments tell them when they are in the storm. But the crew knows already. The plane bounces around. Wlndsare heard above the roar of the engines. Ruin finds its way through the smallest o-f crevices.

Stormlclouds extend from a few feet above the ocean to 35.000 to 40.000 feet ln the air. The planes usually fly beneath the clouds, close to the boiling sea.

The planes, thanks to radar, do not go into the more turbulent parts of a storm if it. can be avoided. But frequently the 55.000- pound ships are sucked in by the winds and have to fight their way out.

The crews fear most the iso- lated thunderheads which radiate from the center. like wheel spokes. Here are the deadliest winds and the torrentlaFi-aln which seems like a solid mass.

These crews, usually eight to a plane, lake their hurricane work as an adventure. Danger enters into it. sometime, but not. often.

Flying below and into the hur- rlcanes. these planes with their weather instruments and radar tn recent years have enabled storm forecasters to give many hours of advance warning and to have at. hand information on everychange in a storm‘s path or intensity.

It. wasn't long ago that the weather bureaus depended entire- ly on ships at sea and obscure weather stations. They are still playing a big role in the business, for it's the ships that. usually dis- cover the storm. But for watch- ing the progress of a hurricane. the plane is filling an important role.

The Navy has nine planes equip- ped for weather observation. Six are based in Miami and others oi. Patuxtant River. Md, and Sun Juan. Puerto Rico. when the hur- ricane season ends, about. Nov. lil, they and their crews return to combat training.

The Army also charts the storms with planes flying from Tampa and Bermuda.

The Army and Navy have weath- er centrals in Miami to which planes relay their information while flying into the storms.
