UITAW. Jan. I - (C?) --No- body should be surprised that via- count A' d has become the mat of Canada's 17 governors- general to go back home to enter politics. It's only his last of a lot. of "firsts" in Canada.
In six Canadian years. this peer and son of a peer has done all sorts of things his predecessors never did and earned the admira- tion and the friendship of the Canadian people in doing them.
He introduced square-dancing to staid old Government House. drove his own Jeep in the hills to f'-nd good places to paint the scen- ery. once pushed a skier's car out of is snowbank. slid down a tire- men's pole. adopted a daughter during a visit to Britain, and oc- casionally lvpoke his mind riulbllclv which a governor-general is not supposed to do.
It is doubtful that Canada ever had a more popular King's repre- sentative than this 60-year-old Irish-born soldier who first learned of his Canadian apnollitnient from Winston Churchill at. the time of the Potsdam conference in l945.
When Mr. Churchill came back to power a few months ago and fl reporter asked Viscount Alexander how he felt about it. he said with a frankness governors-general are nnt supposed to exercise that he was pleased. i

Viscount Alexander's activities here touched many fields. A crack ruller in his youth. he showed a fondness for athletics which took him in hockey games. took him frequently into the Gatlneau Hills to ski. took him thousands of miles tn fish and made him the cham- pion kicker-off in Canadian foot- tall.
A student at everything he did. he even took his kicking-off chores at football matches seriously. A photographer once asked him to kick into the sun to make a better picture. The Governor-General said he'd rather not. he'd rather kick the other way to take advant- cge of the wind.
He studied French here. painted Canadian scenes for is own Christmas cards. gave Princess El- izabeth and Prince Philip probably their best evening in Canada with ii square dance at Government lfouse. applicants to U.N. membership, including five from the soviet bloc.
It was the first tima in U.N.
history that the political commit- tee passed a major Russian reso- lution attacked by the United states.
The vote was 21 to 1! with 25
abstentions. The Asian-Arab and Scandinavian states. larael and Yugoslavia were among those

The margin was not enough to get approval of the full U.N. as- sembly where two-thirds majority is necessary for passage. But if one country swings from absten- tion to support the resoution in the plenary session. the recom- mendation that thc 14 applicants be reconsidered will go to the Se- curity Council.
The soviet made it clear that it would refrain from vetoing the Western applicants it has turned down in past it the Westwoulu ac- cept soviet applicants. The West has never vetoed thesoviet bloc applicants but has always failed to give them the seven votes need- ed in the 1J1-member Security Council.
