The Park Roadway.

Str,—The committee of citizens asking for the opening of a roadway in front of the Gov- ernment farm, to Victoria Park, states in their petition that they “cannot conceive of jany more laudable or praiseworthy mode in which the Jubilee of Her Majesty could be celebrated by the loyal citizens of Charlotte- town than in the opening of such a much want- ed and convenient access to the public park.”’ ‘lhey also state in their petition that they have heard with pleasure of the intention of the City Council to appropriate a sum of money towards the celebration in Charlotte- town of Her Gracious Majesty's Jubilee, and wind up by expressing their belief that any such monies should be devoted to the building and maintenance of such roadway or espla- nade,

Now, Mr. Editor, we ask how can the small sum voted by the City Council in aid of the jubilee celebration, so highly commended by citizens generally, be devoted towards the building of this roadway ? The readway com- mittee must know that it is utterly impossible tv commemorate Her Majesty’s Jubilee by a “public celebration” without funds. There- fore the appropriation in question must be left with the committee of the City Council, to be devoted to the jubilee celebration, or it taken from them for any other purpose how- ever laudable, it will be diverted from its le- gitimate and loyal object, namely, to aid in a celebration worthy, not only of the citizens of Charlottetown, but also of the Proviuce, which bears the name of Prince Edward Duke of Kent.

The “Closure” Ruie.

The ‘‘closure” rule, as finally adopted by the British commons, reads as follows :— | ‘*That, after a question has been proposed, ;a member rising in his place may claim to move ‘That the question be now put,’ and junless it shall appear to the chair that such motion is an abuse of the rules of the house, or an infringement of the rights of the minority, the question ‘That the ques- tion be now put,’ shall be put forthwith and decided without amendment or debate. When the motion ‘That the question be now put,’ has been carried and the question consequent thereon has been decided, any further motion may be made (the assent ot the chair as aforesaid not having been with- held) which may be requisite to bring to a decisions any question already proposed from the chair; and also if a clause be then under consideration, a motion may be made (the assent of the chair as aforesaid not having been withheld) that the ques- ‘tien, ‘That certain words of the clause

clause, or that the clause stand part of, or

ibe added to the bill, be now put.’ Such |

motions shall be put forthwith and decided

'without amendment or debate. Provided jalways, that questions for the closure of ‘debate shall not be decided in the ailirm- ative, if a division be taken, unless it shall ‘appear by the members declared from the chair that such motion was supported by more than 200 members, or was opposed by less than 40 members and supported by ‘more than 100 members. Provided alway that this rule shall be put in force only when the speaker or chairman of ways and means is in the chair.”

“The Fisheries Dispute.

| i One by one the fabrications set afloat by American politicians and their Canadian allies that the Dominion and English cabinets are not in accord as to a settlement of the fisheries dispute, are utterly and completely exposed. The Colonies and India of the 8th inst., reter- ring to Sir Henry Holland’s speech at the {mperial Conference, says :—

“Sir Henry Holland has once for all demolished all the rumors that nave been current about the alieved obstinacy of the Canadian government in

its neyotiatious with the cabinets of London and Washington, The question is not one of that

} the conference is invited to discuss, buteven ii it ; had been it is doubtful whether it could properly | have been brought forward pending negotiations i\betweea the powers interested. As Sir Henry | Holland stated, it would have been manifestly in- expedient for him todo more than state that Her | Majesty’s government are in communication with ithe government of the United States, bathe was table toadd his expression of the hope that the | negotiations may result in an equitable and satis- ‘factory adjustment of the difficulties, and he iwent on to * recognize the readiness which the | Dominion government have shown to meet the i views of Her Majesty’s government, and to faci- ‘litate an arrangement of this question.’ This | brief statement should have a beneficial effect on the negotiations, by making it patent to the world that England and Canada are of one accora on the subject.”

St. Augustine, Fla., which seriously suffered from fire the other day, was settled iby the Spaniards in 1565, and is the oldest ‘town in the United States. The Catholic ‘cathedral, which was destroyed, stood in the Plaza de la Constitution, and was built in 1793, in the Moorish style. The beliry contained a bell in each of its four niches, -which with the clock made a perfect cross. ‘One of the bells bore the date of 1652. ‘The cathedral fronted on the plaza, in the centre of which stands a monument erected in 1812 to commemorate the Spanish Liberal Constitution. Fronting on the plaza are -also a Methodist, a Baptist and a Presby- terian church. The old Spanish ‘* Gover- ‘nor’s Palace,” now the Post-vttice, is also near by.

Evidence as to the age of ‘rees always requires careful examination. The Lamber Trade Journal says that many surveyors and lawyers know that the concentric rings ‘are not to be taken as evidence of the lapse of time, and it gives the following as the result of an examination of pieces of wood from trees the age of which was known; |Pig hickory 11 years old showed 16 rings ; ‘green ash, 8 years, 11 rings; Ky. coffee tree, 10 years, 14 rings ; Burr oak, 10 years, 24 rings ; chestnut, 4 years, 7 rings; peach, 8 years, 9 rings; chestnut oak, 24 years, 18 rings.

Tree Planting.

Says the Awherst Sentinei: Next to house cleaning, tree planting has become part of the work on hand in spring. We have repeatedly called attention to the sub- ject and we are pleased to note that con- siderable improvement has been made in this line in the last few years. In many of the school grounds of the country, steps have been taken to improve the surround- ings by planting ornamental and shade trees. The spring is the best time to do such work and it is to be hoped that proper attention will be given to it.

There is great talk about the Queen’s jubilee. If people through the country cannot build memorial halls or erect monu- ments to celebrate the event they can, at least, plant a few trees which will beautify the Jandscape and at the same time be a reminder of the jubilee of our good and gracious Queen Victoria. Teachers can do much by cultivating a taste for beautifying the surroundings by planting trees, and it is to be hoped that the seasou for planting useful aud ornamental trees will not be allowed to pass without much being done in this line.

Suicide of a Naval Here. An Annapolis, Md., despatch of April 29, says: Lieut. John W. Danenhower, of Arctic fame was discovered at 10 o'clock this morn- ing dead in his quarters at the Naval Aca demy, with a bullet hole in his right temple. He was found lying on a rug in front of bis tireplace, with a tag tied to his button hole, saying: ‘*Send to my brother at Washing ton.” Although he has had mental troubles since he returned from the Arctic regions, what immediately led to the suicide is thought to have been the recent grounding of the Constellation on its way to Norfolk, which he had charge of, and for which it is supposed he had a fear of being court martialled. Furthermore, he was very intimate with young Robert W. Gatewood, who committed suicide a few days ago on the steamship Carolina, and whom he sawin death. It is supposed that his death suggested the mode to him. His-wife, formerly Miss Sloan, of New York, is away with her parents. Lieut. Danenhower leaves two children, He was about 35 years old, and an intelligent and polished officer. te a

The Coercion Bill.

The coercion bill is the cause of a bitter agitation throughout Great Britain. Mr. Chamberlain has been touring it through Scot- land, and his language has been of the most inflammatory character, and amid cheers and hisses he has strongly denounced the oppo- nents of the bill. Sir George Trevelyan, one of the Unionist leaders, though holding to bis views on Home Rule, has issued a manifesto t j

against the bill, in which he says, ‘‘no true Liberal ought to entrust such powers to them” John Bright, though expressing sym- pathy with the Irish people, says, ‘* it is this sympathy which makes it impossible for me to consent to hand over to this rebel conspiracy the government of five millions of the subjects of the Queen, of whom Icannot doubt two millions are loyal and content with the union with Great Britain.” Notwithstanding the defiant attitude of the Irish members of Par- liament, the bill, though it may be delayed, will, from appearances, pass Parliament by a large majority. What then will happen no / one can foretell.

Centempi of Court.

An editor has been found guilty of contempt of court. In this case it was an Ontaria editor anda police magistrate’s court Editor Panton, of the Milton Champion, was called as a witness in a Scott act case,and on being asked ‘Did the defendant give you anything to drink?” refused to answer. He Was | committed and imprisoned a “day and a half \for contempt, and then liberated. At an | interview subsequent to his release,Mr. Panton lavowed his intention of again refusing to | answer the qnestion if it is again asked him. | ‘The Milton editor shows a genuine delieacy | peculiar to the profession, The invitation to take something he considers a purely con- fidential communication. Besides there is the larger question whether the justice was ; hot guilty of a contempt of the press in ask- jing sucha question, What editor can be | supposed to know anything about actual | violations of the Scott act, any way? If | justices will go on asking such inconvenient | questions of newspaper men the relations be- ‘tween the bench and the press will become more and more strained.—St John Telegraph

Boston Markets.

Fisu.—There is a dull market for all kinds of pickled fish. Mackerel are held fairly steady, but there is little or no demand _ for such as are receivers’ hands. We quote Nova scotia No 1 at $14, and extras at $15 to $17 per bbl. No 2 are scarce and held at $13 to $id. Large No 3 are steadier at $8 to $8.50 per bbl. The receipts of mackerel for the week closing Friday were 489 bbls, of which 407 bbls were from the Provinces. Imports from Provinces since January | foot up 14,226 bbls against 9,625 bbis same time last year.

Poratozs—The market for potatoes sus- tains a firm tone, with a good demand.

Eeos—The market has ruled fairly steady, with sales of Western at l3c., and Kastern at 13} and 14 cts. per dozen. | 0 ne

Merill, of Portland, writes to Annapolis to have the recoid searched so as to verify the old lady's statement, but there are no records so far back as 1776, consequently -her statement will have to be taken.
