Mayor MacDonald replied that he had told the Council many times during the past year that if they continued to spend money. the necessity of increased taxes would arise. and he certainly was not going to take the blame which he would have had to do if he had signed the advertisement alone.

Conn. Jchnstone also objected to the section of the advertise- ment which stated that the Pre- sent rate of 3.25 percent would be reduced to 3 percent. He de- clared this could not be decided until the estimate of expenditures was drawn up. Councillors Corm- iey and Cox also voiced their opinions on the inserting of a no- tice of which they knew nothing. Mayor MacDonald told the meeting the, decision of the Fin- ance Board was unavoidable as more money was needed and the report of the Assessment Board now working in the City would not be ready until 1952.

City Clerk be in- structed to publish in the Guar- dian and Patriot a statement cor- recting certain impressions made by a notice respecting the tax rates for the year 1951. recently published by him on instructions from His Worship Mayor Mac- Donald and signed 'Mayox- and Members of City Council.

"As the subiects of assessment values and tax rates were never discussed by the member. of the Council this notice should not have been so signed nnd as the tax rate cannot be determined un- til the estimates are brought in. which has not yet been done the statement that: "file present tax rate of Sliir will be reduced to 396 should not have been so pub- llshed.' "This notice should also make it clear to the taxpayers that the current increase in assessment has been made by the present Asses- sor and not by the new Board ap- pointed in 1950 to re-assess all property in,the City."
