John Honsberger. a Toronto lawyer who has made a study of the duties and rights of citi- zens related to the rights of po- ice to make arrests, said both sides are often ignorant of an individual's rights.

While individuals have rights often glossed over by authori- ties. citizens must not exercise them selfishly to the detriment of law enforcement or eventu- ally they will be lost. he told the association's civil liberties sec- tion at the annual meet . 4

HEARD SCREAM

Mr. Cooke earned his award’ Dec. 4, 1961, when he came upon a car accident in Cape Breton. N S. ' e returning home to Prince Edward Island from Syd- ney at the time and noticed a hole in the guard railing while crossing a bridge. He later saw a car in the water and heard a woman scream.

Mr. Cooke got a boat and made two attempts at trying to get e woma.n out of the vehi- cle but only suceeded in getting car door open.

He went back to shore and got- the help of John G. MacRae of undee. N.S.. who had just came

RESCUE AT SEA

It was in May, 1961. that the rescue, occurred for which Mr. Williams received his award.

The incident occurred two miles off Pictou Island. when Mr. Williams was gathering his lobster traps. A distance away was another boat containing Cur- tis Penny of Beach Point and his son.

Mr. Williams later noted Mr. Penny's son falling over the side of the boat and headed his boat toward the scene of the acci- dent. On reaching there the young lad was reportedly going down for the third time but could be seen about 10 feet be- low the surface. of the water.

Mr. Williams jumped in and managed to bring the boy to the surface and into the boat. The young lad recovered. '
