Mr. Shaw introduced a biil in sorporat- ing the Roseneath Hall Company, which was referred tothe Private Bills Com- mittee.

Mr. Shaw asked the Provincial Secre- tary to table a copy of all papers and cor- rexpondence between the thovernment of this Province and the Government at Ottawa sincg ~tanuary lst, 1895, to the 10th April, 1897. respecting the claims of Prince Edward Island against the Domin- ion Government.

flon. Mr. MeMillan intimated that such correspondence as the Goverument deemed it in the interests of the country to place before the House would be snbmitted. ‘There may be some or there may not.

The House then went into committee on the second reading of the bill to authorize the building of anew Prioce of Wales College and Normal School, with Mr. Wise in the chair.

In committee the bill was discussed by Mesers. Gordon, Campbeli, Roger» (Alber- ton), McKinnon and Shaw. ‘Tie di-cus- tion continued until recess was iaken at six o'clock.

After recess the bill was reported agreed to and set down for third reading tomor- row.

On motion, Mr. Rogers (Charlottetown) took the chair in committee to consider the Act respecting the encouragement of cold storage for this province. ‘The bill is a short one, and the followiug is the all- important clause :—

“It shall be lawful for the government of Prince Edward I-land to assist any company who erect a suitable cold storage warebouse at Charlottetowr, either by grauting an avausl bonus to such com- pany or by guaranteeing a profit of some fixed sum, or in such other manner as may be deemed advisable, provided that the amount to be paidin any one year shall not exceed the sum of $800, and no such assistance? to be given or agreed to be given for more than three years.”

After the proposed measure was dis cussed by Messrs. Gordon, Sinclair, A. J. Macdonald, Cau.pbell, Warburton, Shaw, Bell and Farqunarson, it was reported agreed to and wade the order of the day tor third reading tomorrow.

House adjourned until 10 a. m. on Wed- nesday.

Mr. McWilliams presented a bill incor- porating the Trustees of Glenwood Public Hall. Referred to the Private Bills Committee.

Mr. Blanchard asked the Leader of the Government if a petition had been received from inhabitants of Duvar Road and vicinity praying for the opening of Davar Road from railway crossing to line of Lot 7, and if so, what action does the Govern- ment intend to take in the matter; also, if it is the intention of the Government to build a wharf at or neat Michael Mc- Lellan’s shore, Mill River, Lot 5, during the coming summer as praved for by petition furwarded to the Government some time ago

Hon. Mr. Peters said the petition regarding Duvar Road had been received and the matter was receiving the serious consideration of the Government. With regard to the building of the wharf referred to ia the secoud question the Government would take steps to ascertain if the work was necessary,

Mr. Wise moved the following resolu- tion :—

Resolved, that whereas the prices of the agricultural end other products of this Province and of the Dominion of Cavada have in recent years declined and are still declining, it is the opinion of this Legisla— ture that the present rate of interest fixed by law at #ix per cent. should be reduced to four per cent.

Mr. Wise supported the resolution in @ brief speech.

Hon. Mz. Peters pointed ont that the resolution was one that could not be passed by this House, The fixing of a Jegal rae of interest was entirely within the pro- vince of the Dominion Goverament.

Mr. Bell «aid there was a strong feeling

that the iegal rate of interest was too high. Mr. Wise’s resolution was all mgbt

so far as it went, but it could have no effect on legislation. It would, however, strengthen the hands of Hon. Mr. Mulock and others who were trying to have the raie reduced.

Mr. Rogers (Alberton) said thet in the

| matter of recovering debis outstanding for | yeara Mr. Wise’s revolution, if adopted,

would prove a grave injustice.

Mr. Campbell put io a plea for a redne- tion in the rate of interest, and regretied that this House bad not the right to regu- late tne rate.

Hon. Mr. Sivelair said this House had clearly ro right to legislate in the way propured by the resolution. He believed tbat even if the resolution pasred the same smount of injury v ould be done the poorer classes as at present existed.

Mr. Shaw believed that the lowering of the rate of interest wouid be inthe interesis ot the people generally. But Le recognized the fact that this Legislature bad uot the power to fix the rate He believed that the rate of interé*t should be reduced in pro- portion as the value of the labor of the husbaudman bad de.reciated. He thought Lowever, thac tbe House would not Le going out of its way in supporting the re- olution, as it would be placing on record the feelings of bon. members on this

Hon. Mr. McLaughlin pointed out that the passage of such a resolution, even if it were regular, would not have tbe effect of bettering the condition of those who ber-

£ir,— Your correspondent from time to time reports interesting, concise events of our progressive seaport and adjacent vicinity,

I would crave # small space in the columns of your popular jourpal for an item of public interest that lately arcu-ed our semi-dormant inhabitants to active life, which I consider deserves public and local notice.

A select few of the official force were notified to appear before Mr. Palmer, av the residence of Mr, McCormack, to inves- tigate certain alleged political charges for the express purpose of discharging there incumbeuts in office.

The .charges against the Postmaster were unfounded, according to reports of the evidence given by those subponed, with the exception only of the eyidence of James McCormack.

This aspirant to office, to make himeelf notorious and ridiculously prominent, and to appear asa lutid star of our party, resorts to measures that no gentleman, nay, even @ macaroon, would endorse or give approval to.

There are other persois having a prior right more deeerving, capable, honorable and trustworthy, to fii: the position so much sought for, surrounded with purer atmosphere and unshaded dawn.

The public pulse throbs against the appointment. Tbe tranquil] pol t cal waters in this section will be ruffi d by the silent bubbles arising and on its surface.

If Dr. MclIutyre, aided and counseled by his evndicate clique, is desirous of placing his relatives in downy nests to chirp unmelodious notes at pleasure before retiring to political oblivion, leaving true aud tr.el friends tobe eclipsed by the undeserved, supposed or assumed recent luminous elites, it is time to tura over the! political page and hereafter sever party connections.

Mr. Editor, I am not seeking office. But I cons‘der justly, as a party member, that those knowingly seeking officia! posi- tion ~would benefit the party by retiring., More an-n.
